The 2010 tasks and assignments were reviewed:. • The committee prefers that the "45 Avenue / Alpine Way project" be removed as a standing agenda item and instead to review as necessary. Bill Lover pointed out that some issues might be better addressed by the Neighborhood Development Committee; • The committee discussed adding "continued development of downtown" as an assignment. Councilmembers Adkison and Edler will initiate a discussion at the next Downtown Yakima Futures Initiative meeting; • "Requests for outside sewer service" was added to the list of tasks and assignments. III Stormwater Legislation Randy Meloy gave information on two ordinances that will be considered by the Council on. February 16; construction stormwater runoff (requirements during construction) and post- construction stormwater (permanent or long-term solutions following construction): The City is required to adopt the ordinances by the end of February. The ordinances will go into effect one year after adoption. The Committee unanimously forwarded the item to Council with a recommendation for approval. Pending requests for outside sewer service Following a November 2009 Regional Planning Issues Council Study Session, staff drafted an outline to assist in the evaluation of requests for sewer extensions outside city limits. The Committee discussed general types of annexation requests and the various criteria. It was agreed that there is a need to identify potential significant long-term costs associated with annexation. For example, Council should be aware of potential sources of pollution, condition of bridges and roads and similar matters before annexation occurs. Four pending requests for outside sewer service were discussed. The Committee agreed that the evaluation outline is helpful in the decision making process. Joe Walsh offered an opportunity to discuss the matter with developers on February 25 at the CWHBA • Government Affairs meeting. Doug Mayo mentioned that the developer of one of the pending requests has requested a chance to talk to Council. A motion to forward the matter to the Council for discussion was unanimously approved. However, the matter will not be forwarded to Council until it has been presented to the homebuilders' association. Zoning Amendment Update 411 Joan Davenport stated that approximately ten zoning amendments are scheduled to go to Council on March 23. The Council Intergovernmental Committee considered the amendments in September. However, the billboard amendment has since been withdrawn. Mill District Updates Joan Davenport reported on the phase two traffic study. Formal participation of the Washington State Department of Transportation (WASHDOT) and the Federal Highway Administration are necessary to be considered for an interchange upgrade. Fortunately, the WASHDOT South Central Region is spearheading phase two of the traffic study. The study is also a real benefit to the city because they are analyzing city streets that might need to be improved to accommodate traffic when the mill district is developed. Yakima County's proposal for the east / west connector is included in this part of the study also. A text amendment to add the mill district project to the city's Comprehensive Plan will go to Council on March 23. Doug Mayo stated that a contract with Landau & Associates to provide an environmental study for the mill district will go to Council in March.
