SUMMARY EXPLANATION:
While the City is very pleased to have received a Federal grant to fund Phase 1 of the North
First Street Improvement Project, completion of the corridor improvement (Phases 2 and 3)
could take approximately 6 more years, and only if STP funds continue to be available in our
region. The attached memo presents a strategy for using a city funds to expedite the completion
of North First Street improvements.

Consideration of North First Street Improvement Project
Consolidation
In 2010, the City received a $25,000 Strategic Investment in Economic Diversity (SLED)
Grant to begin the planning of the revitalization of the North 1st Street corridor. In 2012,
the City was awarded a $250,000 Surface Transportation Program (STP) grant to design
the first phase of this project from 'N' Street to SR 12. STP funds are federal funds
allocated to Yakima County, then awarded to individual community projects on a
competitive basis through the Yakima Valley Conference of Government (YVCOG).
Since STP funds require a 13.5% match, the City is required to supply $39,017, making
$289,017 the total amount available for preliminary engineering. In January, 2013 the
City was awarded $2,718,000 of STP funds for construction of this first phase of the
North First Street Revitalization Project. Including the City's match of $424,200, the
total amount available for construction of this phase is $3,142,200.
We anticipated using STP monies to fund the entire North First Street Revitalization
Project. Approximately $3,000,000 of STP funds are typically available per year, but are
awarded through a competitive process. Thus, the project was divided into three phases
to take the best advantage of the STP funding process. The initial project funded by the
2013 STP grant is considered the first phase of North First Street Revitalization project.
The phases are:
• Phase 1: North 1st Street from I-82 ramps to N Street, a distance of 2,450'. The
design and engineering plans are currently under preparation, with bid and
construction planned in 2015.
• Phase 2: North 1st Street from N Street to H Street, a distance of2,500'.$3,500,000
estimated construction cost. Potential construction in 2017.
• Phase 3: North 1st Street from H Street to Martin Luther King Jr. Boulevard, a
distance of 2,800' $4,00,000 estimated construction cost. Potential construction in
2019.
In more recent discussions, the City Manager and City Council asked for a strategy that
would implement the project more quickly — preferably in one construction phase. To
accomplish this goal, we submitted the TIGER grant application for a total of $27 Million
to fund the entire corridor including all related utility and storm water projects. If we are
awarded the TIGER funds we would not need the $3.4 Million STP funds for Phase 1 and
the entire project could be constructed as one starting in late 2015. However, TIGER
grants are extremely competitive, so an alternative strategy is necessary.
Since Phase 1 is currently funded by Federal money which has significant administrative
restrictions and requirements that we would also have to follow if we combined all three
phases, we recommend continuation of implementing Phase 1 as a stand-alone project
funded by 2013 STP monies and the City matching funds. We also recommend that
Phases 2 and 3 be combined into a separate project which could be bid at the same time
as Phase 1 so that the construction time for the entire North First Street Revitalization
Project would be minimized. A City General Obligation debt issuance of approximately
$8 Million could be used to meet the remaining funding requirement of reconstructing
North 1st Street. The City has the capacity to issue $8 million in debt without any fee or
tax increases. Note that this cost is significantly less than the amount requested of the
TIGER grant because it does not include many of the inclusive costs such as storm water
facilities (to be funded from City storm water monies) "H" Street roundabout, or aerial
power line relocations and other local improvements that were included in the TIGER
application. If a City funding approach is used, it is possible that the entire North First
Street Revitalization Project could be constructed in two simultaneous projects which
would eliminate concerns about comingling STP and City Bond funds while accelerating
the completion of the work.
• Design: 2013 STP funds will also be used to pay for the Phase 1 design, so a second
contract could be negotiated with HDJ, the Phase 1 design firm, to complete the
project. This negotiation would fall within the City's A&E procurement policy so
long as only City Bond money is being used.
• Construction: Depending on the estimated schedules developed by HDJ, the
projects could be bid and constructed at the same time or in separate years (Phase 1 in
2015 and the remaining work in 2016, for example).

The City of Yakima is in the early engineering/design
stages of the N. 1st Street Revitalization Project.
An element of the revitalization plan includes the
placement of raised landscaped medians along N.
1st Street. In recognition that median placement may
have property access impacts, the City of Yakima is
holding a day -long workshop for property owners,
businesses, and interested citizens. The purpose of
the workshop is to identify the various opportunities
and constraints associated with the placement of
raised landscaped medians and collaboratively
develop viable design alternatives.
Please join us at all, or a portion of the Workshop
activities outlined below.
Workshop Agenda:
• 9:00 a.m. — 11:00 a.m. — Meet one-on-one with the
project design team and share your thoughts and
ideas regarding median placement.
• 11:00 a.m. — 3:00 p.m. — Work with the design
team to create and evaluate median placement
alternatives and other access modifications.
• 3:00 p.m. — 4:00 p.m. — Review median placement/
access modification alternatives, selection of the
preferred alternative.
• 4:00 p.m. — 6:00 p.m. — Presentation of the
preferred alternative to the public.
