The County is applying for a Washington State Department of Commerce grant in the amount of
$1,656,300 to help in the creation of a homeless community center and transitional 24/7 shelter
for chronic homeless individuals residing in the City of Yakima. The County is requesting a
letter of support and financial commitment of $500,000 from the City to support this project. The
staff recommends deferring any recommendation on funding until the subject site for a
homeless shelter is reviewed by the Hearing Examiner given the sites under consideration both
will require zoning hearings.

Dear Mayor Cawley:
Yakima County is applying to the Washington State Department of Commerce CDBG program
for an Economic Opportunity Grant in the amount of $1,656,300 to help in the creation of a
homeless community center and transitional 24/7 shelter for chronic homeless individuals residing
in the City of Yakima. Yakima County is requesting a letter of support and a financial
commitment of $500,000 to support this project. The funding will be used in purchasing and
rehabilitating property in the City limits that will serve 30-60 individuals daily with overnight
shelter, daytime warming center, support services, food kitchen, hygiene center, outdoor green
space and transitional housing.
The Department of Commerce CDBG program is a state administered federal grant that funds
non -entitlement local governments for priority community development projects principally
benefiting low -and moderate -income persons. All CDBG funded activities must meet at least one
of three national objectives of the program:
• Principally benefit low- and moderate -income persons (LMI = 80 percent of county
median income)
Prevent or eliminate slums or blight
Meet urgent needs posing serious and immediate threat to public health or safety
The state will consider funding projects located in an entitlement area benefiting both non -
entitlement and entitlement area residents if the project meets specific requirements. One of the
requirements is that the local entitlement community supports the project with a portion of their
CDBG funds. For the purposes of this grant application, The City of Yakima can place a
contingency on their financial support, based on whether grant funding is awarded.
The Economic Opportunity Grant is a onetime grant opportunity. The application can be
submitted at any time to Commerce. The sooner an application is submitted the better chances it
has of being funded. Yakima County will begin work on the application immediately following a
letter of support from the City of Yakima and approval from the County Board of Commissioners.
Anticipated submittal date would be one month from date of approval.
