P3f?EREAS, LTC Roger Darrell O'Steen served as the Yakima Training Center (ITC)
Garrison Commander from July 2012 to July 2014; and
WJf?EREAS, LTC O'Steen is to be recognized for infrastructure development and
sustainment, as welt as quality of fife support, improvements made to the Training Center
white serving as Commander
WJ-PE SEAS, LTC O'Steen's visionary leadership style, coupled with an infectious
positive attitude helped guide the installation through a period of significant change; and
P LEREAS, LTC O'Steen's practice of "management by walking around" allowed him
to gain an intimate understanding of garrison operations and provided employees direct access
to the Commander, and
ZL'3f?EREAS, LTC O'Steen was actively engaged with members of the local community,
including elected officials, business leaders, and veterans support groups; and
ZLJ-LE EAS, LTC O'Steen's efforts greatly improved understanding of issues facing
service members andforged connections that will pay dividends into the future.
NOW, `ZJ E12EEORE, 1, Micah Cawley, Mayor of the City of Yakima, and on behalf
of the City Council, hereby express our deepest appreciation and heartfelt thanks to

and extend our very best wishes to him in his future endeavors.
