R- 2014 -067 A RESOLUTION setting the times and place for hearings on June 3, 2014 and June 17, 2014 in the City of Yakima Council Chambers to review and adopt the Six -year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2015 to 2020. WHEREAS, the City of Yakima annually prepares, reviews and adopts a six -year program for the construction of streets and arterial streets in the City of Yakima for the ensuing six -year period, all as contemplated and required by State RCW 35.77.010 and applicable federal law; and WHEREAS, the City of Yakima desires to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to reflect the adoption of the Six -year TIP, as contemplated and required by RCW 36 70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the Six - year TIP; and, WHEREAS, a public hearing must be held on said program before final approval, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said program shall be presented for hearing and determination on Tuesday, June 3, 2014 and Tuesday, June 17, 2014, at the hour of 6:30 p.m. in the Council Chambers of the City of Yakima, at Yakima City Hall, Yakima, Washington, or as soon thereafter as the same may be heard, and that notice of such hearing be given as approved by law. For Meeting of: May 20, 2014 1 ITEM TITLE: Resolution to set the dates of June 3, 2014 and June 17, 2104 to consider: A) Adoption of the six -year Transportation Improvement Program for the years 2015 to 2020 and amend the Metropolitan Transportation Plan: and B) Amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element. SUBMITTED BY: Debbie Cook, Director of Utilities and Engineering Brett Sheffield, Chief Engineer - 509 - 576 -6797 SUMMARY EXPLANATION: A) Each year the City is required by state statute to update its six -year Transportation Improvement Program (TIP) for submittal to the Washington State Department of Transportation. This plan must include all transportation projects for which state gas tax revenue will be used. The current plan for 2014 - 2019 included six projects that had funding. Funding for the remainder of the projects will continue to be sought. The six projects include: • 1. Yakima Railroad Grade Separation, Phase 4 2. North 1st Street Revitalization 3. E. Nob Hill Boulevard and Fair Avenue Intersection Improvements 4. Lincoln Avenue Corridor Safety Improvements 5. Powerhouse Road Sidewalk 6. Northside Alley Paver A Public Hearing will be held to consider adoption of a Resolution approving the six -year (TIP) and amending the regional Metropolitan Transportation Plan and Comprehensive Plan Capital Facilities Element. Projects must be listed in the Statewide Transportation Improvement Program (STEP) in order to be approved by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) to utilize Federal funds and State funds. The STIP is a prioritized program of transportation projects, complied from local and regional plans, along with the Washington Transportation System Plan (WTP), which provides a backbone for developing projects for the intermodal transportation network int he State of Washington. The STIP contains federally funded projects plus state and local projects that are regionally significant. These projects have been identified through the planning process as the highest priority for the available funding to the state's transportation program. Planning activities of state and local governments are essential parts of the integrated regional planning processes. Long range transportation planning is part of the comprehensive land use planning carried out by local governments. Citizen participation is an integral part of the planning process at all levels. Local Agencies are required to develop and adopt a six -year transportation program. All local agencies are required to hold at least on public hearing during the development of the six -year transportation program. Project ranking has been performed utilizing data supplied by the Street and Traffic Division. The ranking will be integrated with other project needs and the total list will be reviewed and adjusted to the particular need of the City of Yakima. B) The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to incorporate the adopted six -year TIP for 2015 to 2020. This will ensure that we are in compliance with the Growth Management Act and that we are consistent with the Comprehensive Plan as required. The amendment is limited to incorporate only those projects that adopted in the STIP and is not subject to the "once a year" change required under the laws of the Growth management Act.
