ITEM TITLE: Consideration and direction from City Council for a proposed
Indoor Pool Facility.

SUMMARY EXPLANATION:
The proposal for an Indoor Pool Facility with the possibility for a public-private partnership with a
non-profit organization to jointly construct and share in the operation costs was previously made
to City Council at the April 8th Study Session.
Staff requests further direction from City Council for the following:
1. Request for authority to pursue the proposed Indoor Pool Facility project.
2. Request for authority to pursue partnerships with the Yakima School District and to be
determined non-profit organization for the proposed project.
To maintain current services, investing in our Parks & Recreation facilities for repair and
replacement is crucial for an aging infrastructure. This has become more apparent with the vast
improvements required at both Franklin and Lions Pools. Most recently, problems plaguing
Chesterly Park can be directly contributed to an aging infrastructure that is heavily utilized, but
financially neglected. Much of the same is expected to continue City-wide until adequate
funding is made available to address capital replacement.

Subject: Aquatic Center Comparison and Costs
At the April 8th Study Session, staff presented a proposal for an Indoor Pool Facility with
the desire for a centralized location for the ease of travel; formed as a possible public-
private partnership with a non-profit organization to jointly construct and share in the
operation costs. This would add a great benefit to our community. However, we must
first clearly delineate and distinguish the differences between this proposed Indoor Pool
Facility project and that of the 2008 Aquatic Center proposal.
2008 Aquatic Center
The 2008 Aquatic Center proposal was intended to be a Regional Indoor/Outdoor Water
Theme Park funded and operated by the City of Yakima, City of Union Gap, and the City
of Selah to provide a leisure aquatic facility that would serve the recreational interests of
the community. This proposal was based upon the closure of three swimming pools in
2005 and assumed that both Franklin and Lions Pools would also be closed and that the
existing water playgrounds at Miller and MLK would remain operational.

• Lazy River (500' LF x 18' VV)
• Zero -Depth Activity Pool
• Water Slide Complex
• Wave Pool
Indoor Amenities:
• Small Activity Pool
• Water Play Features
• 8 lane 25 -yd x 25-m Lap Pool
The project also included a sand volleyball court, shade structures, spectator's area,
concessions/kitchen, fitness & event rooms, lockers, showers, and office space.
Estimated total cost of the venture was $19,979,000. This would have been in addition
to the cost of land acquisition.
Indoor Pool Facility
The City's current proposal is for an Indoor Pool Facility to ultimately replace Lions Pool.
The City's existing swimming facilities are aging and have a limited lifespan unless
capital repairs and replacements are conducted. It is projected that over the next twenty
years, Franklin and Lions Pools will cost approximately $2.2 and 3.0 million respectively
to maintain the current functions of the facilities. The intent of this Indoor Pool Facility is
to first and foremost provide fitness opportunities for our senior citizens, while offering
year round recreational swimming of all ages.
Indoor Amenities:
• 6 lane 25 -yd x 25-m Lap Pool
• Lazy River (500' LF x 8') — Therapeutic
• Water Play Area
This project would also include a locker room, showers, and office space. The estimated
cost for construction is $8,150,000. This would be in addition to the cost of land
acquisition, which could range between $1.5 and $2.0 million dollars. The City is
currently incurring an annual operational and maintenance cost of $461,100 at Lions
Pool. Over the next fifteen to twenty years, the following list of upgrades has been
identified to keep the in addition to the annual O&M:
2015 — Replace pump $50,000
2016 — Replace shower boiler $50,000
Engineer's evaluate of structure $300,000
2017 — Convert to sand filter system $150,000
2018 — Replace bulkhead $80,000
2019 — Install new glass door/windows $250,000
2020 — Renovate front area/restrooms $400,000
2024 — Replace boiler (water/air heater) $200,000
2030 — Renovate pool tank $1,500,000
Staff would consider the closure or sale of Lions Pool should a new indoor pool facility
be built.
Proposed sites include:
• N. 16th Avenue
• Congdon Orchards 64th Avenue
• Fisher Park Golf Course
• 38th Avenue & Nob Hill
• 44th Avenue & Nob Hill
Market research conducted by a non-profit organization has indicated that such a
proposed project would need to be centrally- located to better serve the community.
