YAKIMA CITY COUNCIL
January 4, 2022

5:30 p.m. Regular meeting. This meeting will be conducted in person, live streamed at
www.yakimawa.gov and telecast live on Y-PAC, Spectrum Cable Channel 194 or you may
call in and participate by dialing 1-253-215-8782 or 1-971-247-1195, enter meeting ID 995
1589 3271#, participant ID # and meeting password 557452#. Public comment is limited to
items on the agenda and may be made in person or by phone. Members of the public
participating by telephone are encouraged to arrange to make public comments in
advance of the meeting at https://www.yakimawa.gov/council/public-comment/by 3:00 pm
the day of the meeting. For those who attend the meeting in person, the City is required to
follow the Governor's Proclamation regarding face coverings. Every person entering City
Hall, including those entering to attend a City Council meeting, are required to wear a face
covering that covers their nose and mouth at all times. Failure to wear a face covering will
result in you being asked to leave the premises. Failure to leave the premises after being
asked to do so by City staff is a misdemeanor violation of Yakima Municipal Code section
6.47.050. Masks will be available in the alcove at City Hall. The requirements are found in
Governor's Proclamation 20-25.15, which adopts the Washington State Secretary of
Health's face covering order 20-03.6.

Items listed are considered routine by the City Council and w ll be enacted by one motion without
discussion. A Council member may request to remove an item from the Consent Agenda and, if approved,
it will be placed on the regular agenda for discussion and consideration.
A. Approval of minutes from the December 7 and 14, 2021 City Council regular meetings
B. Project Completion and Acceptance for TTC Construction, Inc. - Project SC2581 31st
and Summitview Avenue Sewer Line Replacement
C. Resolution authorizing and supporting the use of electronic documents and signatures in
the conduct of City business
D. Resolution accepting a grant from the Washington State Archives Office and authorizing a
Grant Agreement for records retention improvements
E. Resolution authorizing an amendment to the Lease Agreement with D. A. Arthur, Inc. for
property located at 2520 West Washington Avenue
F. Resolution authorizing a Conditional Option to Lease Real Property with D.A.Arthur, Inc.
to develop property at the Yakima Air Terminal-McAllister Field
G. Resolution awarding Bid 12132 and authorizing contracts with Day Management
Corporation and Financial Consultants International for provision of Police vehicle up-
fitting services
H. Resolution authorizing an agreement with the Washington State Department of
Commerce for grant funding for improvements to Miller Park
I. Resolution accepting a $30,000 grant from Supporting Investments in Economic
Development for the Division &3rd Ave Traffic Study Project 2598
J. Resolution authorizing the City Manager's authority to resolve and settle any claims
against or by the City of Yakima in an amount of$100,000 or less, and to execute all
documents necessary for such claims.
7. Public Comment
Community members are invited to address items listed on the meeting agenda. There w ll be 35 minutes
allotted for public comment with two and a half (2.5) minutes per speaker in order to allow as much
opportunity as possible for audience participation. Written communication and e-mail messages are
strongly encouraged.

expressed by the invocation speaker have not been previously reviewed or approved by the Council,
and the Council does not endorse the religious beliefs or views of this, or any other speaker.
A Council packet is available for review at the City Clerk's Office and on-line at www.yakimawa.gov.
The City provides special accommodations, such as heating devices, wheelchair space or language
interpreters, for City meetings. Anyone needing special assistance please contact the City Clerk's
office at (509) 575-6037 at least two business days prior to the meeting.All meetings are live
