A RESOLUTION authorizing an amendment to the Engineering Services Agreement with
Thomas E. Coleman, P.E. Consulting Services and City of Yakima to
address regulatory mandates for NPDES requirements.
WHEREAS, In September 2005 the City of Yakima and Thomas E. Coleman, P.E.
Consulting Services entered into an agreement to have Engineering Services provided to the
Wastewater Division for process analysis at the Wastewater Treatment Plant (WWTP), sewer
collection system and industrial wastewater discharges to the WWTP; and
WHEREAS, Thomas Coleman completed the Hydrogen Sulfide Study and related
analyses outlined in Exhibit A as Task Order #1 of the 2005 Agreement; and,
WHEREAS, Further coordination, planning and process analysis is now required to
define the scope and cost of Engineering Reports for the Wastewater Treatment Plant outfall
relocation made necessary by the planned Gap to Gap levee setback and regulatory
mandates for nutrient criteria which will result from the Total Maximum Daily Load (TMDL)
analysis to be completed by the Department of Ecology; and
WHEREAS, The 2005 agreement, Exhibit "A", will be amended to include this
coordination, planning, and analysis; and
WHEREAS, with the addition of these mandated requirements, use of additional
budgeted funding is required to continue with current efforts to address these issues;
therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute the amended engineering services
agreement with Thomas E. Coleman, P.E. Consulting Services to provide continued process
analysis for the Wastewater Division a copy of which amended Exhibit "A" of the 2005
agreement is attached hereto and by reference made a part hereof.

CITY OF YAKIMA
OUTFALL RELOCATION ALTERNATIVE EVALUATION SCOPING
and
NUTRIENT TMDL SUPPORT AND PROCESS ANALYSIS
Task Order No. 2 Outfall Relocation Alternative Evaluation Scoping
A. Review existing reports and data related outfall and mixing zone issues.
B. Coordinate with VVVVfP staff and stakeholder agencies to define technical and
environmental issues which need to be addressed in an Outfall Relocation Engineering
Report.
C. Work with VVWTP staff and the Department of Ecology to define a preliminary soil
sampling plan for the City -owned property adjacent to the WWTP site.
D. Provide assistance, as necessary, to set up and implement a soil sampling program.
E. Provide assistance during sampling periods, if required.
F. Prepare a draft scope of work for the Outfall Relocation Engineering Report for review by
City staff, the Department of Ecology, and other stakeholder agencies with jurisdiction
and expertise.
G. Prepare a cost estimate for the Outfall Relocation Engineering Report.
H. Assist in preparation of grant applications and finding additional funding and/or technical
assistance for the Outfall Relocation Engineering Report.
Task Order # 3 Nutrient TMDL Support and Process Analysis
A. Process analyses and evaluation aimed at identifying cost effective near term VVVVfP
modifications which will be recognized by the Department of Ecology as pre -
implementation of nutrient standards for phosphorous and nitrogen including feasibility
assessment for achieving biological phosphorous removal in the existing aeration basins
through the addition of mixers and other piping modifications.
B. Assist VWVfP staff with modeling of proposed process modifications and operational
strategies.
C. Assist VVVVfP staff with development of design criteria and cost estimates for the
implementation of a struvite recovery system for digested sludge centrate including
assessment the operational experience at one or more existing full-scale struvite
recovery system installations.

D. Assist 1NWTP staff with ongoing efforts to coordinate local stakeholder interests in
anticipation of the upcoming TMDL process which has been schedule for the Lower
Yakima River by the Department of Ecology.
E. Prepare technical memoranda and reports as necessary to document the findings and
recommendations of process analyses related to biological phosphorous removal
modifications and struvite recovery.

SUMMARY EXPLANATION:
In September 2005, the City of Yakima and Thomas E. Coleman, P.E. Consulting Services
entered into an agreement to have Engineering Services provided to the Wastewater Division
for process analysis at the Wastewater Treatment Plant (VWVTP), sewer collection system and
industrial wastewater discharges to the VVWTP. Exhibit "A" of this agreement outlined the
scope of work for Task Order. #1 to perform a Hydrogen Sulfide Study and related treatment
plant process analysis and evaluation. Continuing planning, coordination, and process analysis
is now required to address regulatory mandates including the Wastewater Treatment Plant
outfall relocation made necessary by the planned Gap to Gap levee setback and anticipated
nutrient standards that the Department of Ecology will develop when they implement a recently
scheduled Total Maximum Daily Load (TMDL). The WWTP management wishes to amend the
current agreement with Thomas E. Coleman to continue this work. See Exhibit "A" Task Orders
# 2 and 3. Services not to exceed $25,000.
The outfall issue will impact the mixing zone for the WWTP and will require compliance to our
mandated NPDES discharge permit. The nutrient TMDL will impact the VVVVTP by adding new
Mandated permit requirements to the VVVVTP NPDES discharge permit.

The relocation of the WWTP outfall and mixing zone made necessary by a levee setback will
require the preparation of an engineering report in accordance with WAC 173-240 for approval
of the Department of Ecology prior to implementation. The engineering report will need to
consider a range of altematives. Altematives involving piping the effluent to a new mixing zone
upstream or downstream of the existing mixing zone would be very expensive and would face
significant technical and environmental challenges.. The most promising concept for outfall
relocation identified to date would involve the incorporation of a new mixing zone into a restored
flood plain habitat on City -owned property adjacent to the WWTP. Preliminary discussions have
been held with a number of stakeholder agencies and technical specialists with jurisdiction and
expertise including the Department of Ecology, Yakima County, USBR, USGS, and the Yakima
Basin Fish and Wildlife Recovery Board to gain their input and to better assess the feasibility of
the concept. Thus far, the response from all agencies has been positive. At the same time,
based on input from these stakeholder agencies, it is clear that the engineering report will need
to address a wide range of technical issues which could take up to two years to complete.
Extensive evaluation will be required utilizing expertise in areas including, but not limited to,
groundwater hydrology of the hyporheic zone, floodplain geomorphology, limnology, hydraulics,
botany, soils analysis, and chemistry.
The scope of work to be added under the proposed contract amendment will include
continuation of stakeholder agency coordination related to outfall relocation concept evaluation,
defining the full scope of work for the Outfall Relocation Engineering Report to be developed
starting in 2010.and identifying a team of professionals with the necessary expertise who will
contribute to the development of that engineering report.
The proposed contract amendment scope will also include continuation of process analyses and
evaluation aimed at identifying cost effective near term WWTP modifications which will be
recognized by the Department of Ecology as pre -implementation of nutrient standards for
phosphorous and nitrogen to be developed from the Department of Ecology's upcoming TMDL
while at the same time addressing current operational problems including those related to
seasonal treatmentof high strength industrial wastewater and struvite precipitation which
currently clogs digested sludge and centrate piping.
