For Meeting of: November 16, 2021 ITEM TITLE: Resolution setting the date of December 7, 2021 for a Public Hearing regarding modification of the Transportation Benefit District Project List SUBMITTED BY: Scott Schafer, Public Works Director- (509) 576-6411 SUMMARY EXPLANATION: In 2017, the City Council formed a Transportation Benefit District (TBD) for the purpose of acquiring, constructing, improving, providing, and funding transportation improvements within the City of Yakima. A project list was approved with City Council establishing a $20.00 vehicle fee to fund the approved projects. As priorities change, and the need arises to add additional projects to the project list, City Council has the authority to modify the project list in accordance with RCW 36.73.050. In order to modify the list, a public hearing must be held in which the public can provide input. Enclosed is the current TBD Project list. At the October 14, 2021 Budget Session, City Council indicted interest in possibily adding the following projects to the TBD project list: • Intersection at 66th Ave. & Englewood- Cost to be determined as a Warrant Analysis needs to be conducted to determine what safety improvements may be necessary. • Nob Hill Blvd. (34th Ave to 44th Ave.) -Approximately$635,000; grind & overlay • 6th Ave. (Trolley Track) - Two options 1. Approximately$6.9 million; complete grind & overlay/trolley track replacement 2. Approximately$3.9 million; partial grind & overlay/trolley track replacement • 40th Ave./Chestnut Intersection -Cost to be determined as an Engineering Study needs to be conducted first to determine what safety improvements may be necessary. R-2021- A RESOLUTION setting the time and place for public hearing on December 7, 2021 at 6:00 pm via Zoom to hear from the public on amending transportation improvements to be exercised or funded on the Transportation Benefit District Project List. WHEREAS, on January 10, 2017, the City Council created the City of Yakima Transportation Benefit District (TBD) with boundaries coterminous with the boundaries of the City of Yakima, all in accordance with Chapter 36.73 RCW; and WHEREAS, on January 10, 2017, the City Council assumed the rights, powers, immunities, functions, and obligations of a TBD; and WHEREAS, the City Council desires to modify the TBD project list; and WHEREAS, a public hearing must be held prior to modifying the TBD project list; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said transportation improvements to be exercised or funded on a modified TBD project list shall be presented for hearing and determination on Tuesday, December 7, 2021, at the hour of 6:00 p.m. via Zoom, or as soon thereafter as the same may be heard, and that notice of such hearing be given as approved by law.
