Roll Call Present: Mayor Patricia Byers, presiding and Councilmembers Kay Funk, Brad Hill (present at 9:18 a.m.) Soneya Lund and Eliana Macias Staff: City Manager Robert Harrison, Director of Finance and Budget Jennifer Ferrer-Santa Ines and City Clerk Sonya Claar Tee Absent:Assistant Mayor Cousens (excused)and Councilmember Jason White 2. Public comment (allow 15 minutes) None. 3. Council Review of Proposed 2022 Budget- 3 of 4 City Manager Robert Harrison and Jennifer Ferrer Santa-Ines, Director of Finance and Budget, provided an introduction on today's budget meeting. Chief Markham presented a budget report for the Fire Department. Councilmember Funk suggested a tiered hazmat fee structure be revisited, as well as review the possibility of reinstating the Fire Office Assistant and the Public Education Captain positions that were eliminated a few years ago. City Manager Harrison noted other fees could be considered such as a fee to licensed care facilities for helping them with lift assists and also rescue and medical responses to Interstate 82. Public Works Director Schafer provided an overview of capital funds (REET 1 and REET), Transportation Benefit District (TBD) and enterprise funds. Council members had questions regarding the TBD projects and Councilmember Hill requested a public hearing on that issue. City Manager Harrison noted staff will schedule a hearing administratively. Rob Peterson, Director of the Yakima Air Terminal, reviewed the Airport Terminal's accomplishments, goals and budget. Water& Irrigation Manager Dave Brown reviewed current projects and the 2022 budget for Water and Irrigation. Wastewater Manager Mike Price reviewed the goals, accomplishments and budget for Stormwater and Wastewater. Transit Manager Alvie Maxey reviewed the 2022 budget for Transit. Solid Waste Page 1 of 2 397 and Recycling Manager Loretta Zammarchi reviewed the Refuse Division's budget and future budget projections. Jennifer Ferrer Santa-Ines, Director of Finance and Budget, reported on the agenda for Thursday's final budget study session. 4. Adjournment MOTION: Funk moved and Macias seconded to adjourn to a City Council study session on October 14, 2021, at 9 a.m.via Zoom. The motion carried by unanimous vote, Cousens and White absent.
