STUDY SESSION
October 7, 2021

1. Roll Call
Present: Mayor Patricia Byers, presiding and Councilmembers Kay Funk, Brad Hill, Soneya
Lund and Eliana Macias
Staff: City Manager Robert Harrison, Director of Finance and Budget Jennifer Ferrer-Santa
Ines and City Clerk Sonya Claar Tee
Absent:Assistant Mayor Cousens and Councilmember Jason White
2. Public comment (allow 15 minutes)
None.
3. Council Review of Proposed 2022 Budget-2 of 4
Jennifer Ferrer-Santa Ines, Director of Finance and Budget, provided an introduction on
today's budget meeting. Joan Davenport, Community Development Director, provided a
budget report on Codes,Animal Control, Office of Neighborhood Development and
Community Development/Planning and answered questions from Council members.
City Manager Harrison discussed the budget and importance of Economic Development,
which as eliminated in 2016. Parks and Recreation Manager Ken Wilkinson provided a
budget report on Parks and Recreation.
Chief Murray reviewed the Police Department's budget. City Engineer Bill Preston provided
an update on the Mill Site progress. Kerry Jones, Fleet and Facilities Manager, reviewed the
budget for Equipment Rental.
Scott Schafer, Public Works Director, reviewed a PowerPoint presentation on the Clean City
Program.
4. Adjournment
MOTION: Funk moved and Lund seconded to adjourn to a City Council study
session on October 12, 2021, at 9 a.m. via Zoom. The motion carried by unanimous vote,
Cousens and White absent. The meeting adjourned at 11:30 a.m.
