Roll Call Present: Mayor Patricia Byers, presiding, and Councilmembers Kay Funk, Brad Hill, Soneya Lund and Eliana Macias Staff: City Manager Robert Harrison, Director of Finance and Budget Jennifer Ferrer-Santa Ines, IT Services Manager John Carney and City Clerk Sonya Claar Tee Absent:Assistant Mayor Holly Cousens and Councilmember Jason White 2. Public comment (allow 15 minutes) None. 3. Council Review of Proposed 2022 Budget- 1 of 4 City Manager Harrison provided an introduction on today's budget meeting. Jennifer Ferrer- Santa Ines, Director of Finance and Budget, provided an overview of the proposed 2022 budget and reviewed the following: • 2022 budget goals & process • Financial Policies— Fund Balance and the General Fund Reserve Policy • Staffing changes and additions • American Rescue Plan Act Vehicle Replacement • Revenues and Expenses After discussing the General Fund Reserve Balance policy with Council, Director Ferrer- Santa Ines reported she will bring back a revised policy for Council's review. John Carney, IT Services Manager, discussed funding cyber security. Director Ferrer-Santa Ines wrapped up the meeting with a Citywide fund balance summary. 4. Adjournment MOTION: Funk moved and Lund seconded to adjourn to the City Council regular meeting tonight, October 5, 2021, at 5:30 p.m. via Zoom. The motion carried by unanimous vote, Cousens and White absent.
