A RESOLUTION authorizing Neighborhood Development Services to raise its
current housing programs subsidy limits from $35,000 to
$50,000 using either CDBG or HOME funds.
WHEREAS, the City of Yakima uses CDBG and/or HOME funding for the construction
and/or rehabilitation of single family homes; and
WHEREAS, the current Housing Programs Subsidy Limits of $35,000 were set eleven
(11) years ago in 1998; and
WHEREAS, due to the rising cost of construction and the greater need for a higher
subsidy for qualified low to moderate income housing assistance with CDBG or HOME funds
through the City of Yakima.; and
WHEREAS, this action is crucial to further the sale of the homes in the Marvin Gardens
low to moderate income housing development; and
WHEREAS, there is a need to raise the current Housing Program Subsidy limits from
$35,000 to a maximum of $50,000, to allow for the continued affordability of housing for the
low to moderate income applicants applying for assistance through the City of Yakima housing
programs, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized to instruct staff to raise the
current housing programs subsidy limits to a maximum of $50,000.

ITEM TITLE: A Resolution authorizing Neighborhood Development Services to raise its current
housing programs subsidy limits from $35,000 to $50,000 using either CDBG or
HOME funds.

SUMMARY EXPLANATION: The City of Yakima in using CDBG and/or HOME funding for the
construction and/or rehabilitation of single family homes, had set the existing Housing Programs
Subsidy Limits at $35,000 eleven (11) years ago in 1998.
Due to the rising cost of inflation and its direct impact on the cost of construction materials and
labor, resulting in a rising cost of subsidy needed to supplement the new construction or
rehabilitation affordability to a qualified low to moderate income applicant applying for
assistance with CDBG or HOME funds through the City of Yakima.
Staff requests the HUD program subsidy limits concerning the existing CDBG ,and HOME
housing programs be raised from the current limit of $35,000 to a maximum limit of $50,000 to
allow for the continued affordability of housing for the low to moderate income applicants
applying for assistance through the City of Yakima housing programs.
This action is crucial to further the sale of the homes in the Marvin Gardens low to moderate
income housing development.
