RESOLUTION NO. R-2014-071
authorizing application for funding assistance for a Washington Wildlife and
Recreation Program (WWRP) project to the Recreation and Conservation
Office (RCO) as provided in Chapter 79A.15, RCW, Acquisition of habitat
conservation and outdoor recreation lands, WAC 286 and subsequent
Legislative action.
WHEREAS, the City of Yakima's existing Randall Park is 40 years old and in need of
renovation; and
WHEREAS, Approximately 40 acres of land is currently being used for recreation
purposes; and
WHEREAS, the City of Yakima City Council and Yakima Parks and Recreation
Commission have approved a comprehensive plan that includes the redevelopment of Randall
Park; and
WHEREAS, under the provisions of the WWRP, state grant assistance is requested to
aid in financing the cost of the restoration; and
WHEREAS, the City Council of the City of Yakima considers it in the best public interest
to improve the current public park property, and that such improvement will promote the general
health, safety and welfare; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1 The City Manager is authorized to make formal application to the Recreation and
Conservation Office for grant assistance;
2. Any grant assistance received will be used for direct costs associated with
implementation of the project referenced above;
3. The City of Yakima hereby certifies that its matching share of project funding will be
derived from donations, REET 2 funds, Parks and Recreation Capital funds, and that the
City of Yakima is responsible for supporting all non-cash commitments to this project
should they not materialize;
4. The City of Yakima acknowledges that the grant assistance, if approved, will be paid on
a reimbursement basis, meaning the City of Yakima will only request payment from the
Recreation and Conservation Office after eligible and allowable costs have been
incurred and payment remitted to the city's vendors, and that the Recreation and
Conservation Office will hold retainage until the project is deemed complete;
5. The City of Yakima acknowledges that any improvements to Randall Park developed
through grant assistance from the Recreation and Conservation Funding Board must be
reasonably maintained and made available to the general public at reasonable hours
and times of the year according to the type of area or facility unless other restrictions
have been agreed to by the Recreation and Conservation Office Director or the
Recreation and Conservation Funding Board;
6. The City of Yakima acknowledges that any property or facility developed with grant
assistance from the Recreation and Conservation Funding Board must be dedicated for
public outdoor recreation purposes, and be retained and maintained for such use for
perpetuity unless otherwise provided and agreed to by the City of Yakima and the
Recreation and Conservation Funding Board.
7. The City of Yakima acknowledges that any property acquired using Recreation and
Conservation Funding Board assistance must be developed within five years of the
acquisition closing;
8 This resolution becomes part of a formal application to the Recreation and Conservation
Office for grant assistance; and
9. The City of Yakima has provided appropriate opportunity for public comment on this
application.

Attached is the authorizing application for funding assistance for a Washington Wildlife and
Recreation Program (WWRP) project to the Recreation and Conservation Office (RCO) for the
Randall Park Improvements project which consist of: new bridges, pond restoration, walkway
repair and replacements, landscaping, irrigation, new restrooms, fencing, entrance signs,
playground, basketball court, picnic shelter, and parking lot improvements.

Subject: Randall Park Improvements
Randall Park was constructed in 1973 and was identified as one of the most popular parks in
the city by the 2011 Parks & Recreation citizens' survey. Regular maintenance and upgrades
have been made to the park, but it is now time for a major facelift.
In October 2010, the wooden bridges across the small creek were removed due to degradation
and potential safety hazards. At that time a small committee was formed and some funds from
the "For A Better Tomorrow" committee were earmarked for the bridge replacement. After
some committee work it was determined that there was not enough money to replace one
bridge and the project was put on hold.
In September of 2013, an anonymous donation of $50,000 was given for Randall Park
improvements. The committee was reformed and plans were started to again make
improvements to the park. In January, another $100,000 was donated to the project with a
challenge being issued by the donors to the community to match the donation. Any funds
raised can be used as match for the Recreation and Conservation Office [RCO] grants for park
development that are due May of 2014. Additionally, it is possible that some stormwater
improvements could be made to the park and those funds could also be used as match.
The committee is in the process of identifying the park improvement needs and prioritizing the
items. Included in the list of improvements are: new bridge, pond improvements, walkway
repair and replacements, new restrooms, playground, picnic shelter, parking lot improvements,
etc.
If funding is received, work can begin on the park in 2015. A meeting with the RCO staff in
September of 2013 was held and the staff from RCO were enthusiastic and optimistic about
funding. The RCO grant is dollar for dollar raised up to $500,000.
Possible improvement costs are as follows: Two new restrooms - $200,000, playground -
$80,000, picnic shelter - $30,000, bridge to nature area - $40,000, walkways - $150,000, parking
lots — $350,000, pond improvements - $50,000, additional miscellaneous costs - $100,000
[demolition, permits, etc.].
Potential revenue sources: RCO - $500,000, initial donation - $50,000, secondary donation with
match challenge - $200,000, Stormwater - $50,000, REET II - $100,000, In -Kind - $100,000, [Streets
Division, Park Maintenance], Parks Capital - $50,000, volunteer labor - $15,000.
