HomeMy WebLinkAboutR-2009-052 2009-2014 Six-Year Transportation Improvement Program (STIP) AmendmentRESOLUTION NO. R-2009-52 A RESOLUTION to amend the Six-year Transportation Improvement Program (TIP) for the period of 2009 through 2014 to include projects affecting the City's Transportation Plan. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year TIP for the construction or repair of streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State RCW 35.77.010 and applicable Federal law, and WHEREAS, the City of Yakima desires to amend the adopted 6 -Year TIP, as contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the 6 -Year TIP, and WHEREAS, this amendment is limited to incorporation of the projects listed in 6 -Year Transportation Improvement Plan for the period of 2009 to 2014 to the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided under RCW 36.70A.130(2B) and RCW 35.77.010, and WHEREAS, a public hearing has been held by the Yakima City Council on amending the 6 -Year Transportation Improvement Plan on Tuesday, March 24, 2009, with proper public notice as required by RCW 35.77.010 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The adopted 6 -Year Transportation Improvement Plan for the period of 2009' through 2014 for the City of Yakima, shall be amended as shown on the revised 6 -Year Transportation Improvement Plan attached. Cook, Director of Community and Economic Development CONTACT PERSON/TELEPHONE: Doug Mayo, City Engineer 576-6678 Brett Sheffield, Chief Engineer 576-6797 SUMMARY EXPLANATION: Attached is a copy of the proposed amended Six -Year Transportations Improvement Plan (TIP) for the 2009-2014 planning years. The City of Yakima has identified a need to amend the current Six Year TIP to account for designated and potential funds from the American Recovery; and Reinvestment Act (ARRA). The new projects include: 1) Nob Hill Boulevard Improvements; 2) dividing the Yakima Railroad Grade Separations, Phase 2 into separate phases; 3) Yakima Downtown Future Initiatives, Phase 4; 4) Summitview Avenue Grind and Overlay; 5) purchasing five new transit buses; and, 6) purchasing three new paratransit vehicles. The projects that have been designated to receive funds from the ARRA are: Nob Hill Boulevard Improvements (priority number 13 - $950,000); purchasing five new transit buses (priority number 5 — $2,000,000); and, purchasing three new paratransit vehicles (priority number 6 - $150,000). The Nob Hill Boulevard Improvement project consists of constructing curb, gutter, sidewalk, street lights, a storm drainage system and intersection improvements from 64th Avenue and 72nd Avenue. The remaining three projects are candidates for ARRA funds or other funding as it may become available. Current Phase 2 will become — Lincoln Avenue Underpass and new Phase 3 will be Martin Luther King, Jr. Boulevard Underpass. See STIP priority numbers 1 and 2. As the Lincoln and MLK Underpasses were planned to be constructed one at a time, it is perfectly feasible to break them into two separated phases. Phase 1 of the Yakima Railroad Grade Separations project, which relocated underground utilities, was completed in the summer of 2007. Lincoln Avenue Underpass construction is scheduled to begin in 2009. Lincoln Avenue is being constructed first because when a train blocks Lincoln Avenue during the need for an emergency response to the west side of the tracks the Fire Department response time will be at least two minutes shorter than having to travel to use the Walnut Street Underpass. We have requested $8,000,000 of ARRA funds to complete funding of the MLK Underpass. The Yakima Downtown Future Initiatives, Phase 4 project requests $1,000,000 of ARRA funds to provide new sidewalk and streetscape improvements to the north side of 'A' Street from 3rd Street to Naches Avenue and to the east side of Naches Avenue between Yakima Avenue and 'A' Street. This Phase 4 project is also in the current Senate Budget Proposal for $1,500,000 in state funds. See STIP priority number 69. The Summitview Avenue Grind and Overlay requests $2,000,000 of ARRA funds to replace the aging pavement from 14th Avenue to 56th Avenue. See STIP priority number 82. • •
