ITEM TITLE: Ordinance amending YMC 12.06.020 pertaining to right-of-
way and pavement width street standards.

SUMMARY EXPLANATION:
The City of Yakima has adopted street standards pertaining to minimum street right-of-way
widths and pavement widths for the different types of streets within the City of Yakima. Street
types currently include principal arterials, minor arterials, collector arterials, neighborhood
collectors, local access and alleyways. Each type has specified minimum street width and
pavement requirements dependent upon average daily traffic using each type of street. These
standards are codified at YMC 12.06.020.
On December 12, 2006, the City Council adopted Ordinance No. 2006-62 which adopted
amendments to the Yakima Urban Area Comprehensive Plan, including the Yakima Urban Area
Transportation Plan Update 2015. The Transportation Plan Update 2025 included
recommended amendments to the minimum street width and pavement standards and set forth
the recommended changes to such standards. The amendments recommended in the
Transportation Plan Update 2015 are included in the attached proposed Ordinance. Adoption
of the Ordinance will maintain minimum street standards for city streets, and will allow flexibility
in designing public streets based upon stated average daily traffic benchmarks.

AN ORDINANCE
ORDINANCE NO. 2014 -
relating to street design standards; amending Section 12.06.020 of the
Yakima Municipal Code regarding minimum street right-of-way and
pavement width standards.
WHEREAS, the City Council has previously adopted ordinances establishing standards
for street right-of-way and pavement widths within the City of Yakima, all as codified at Chapter
12.06 YMC and specifically at YMC 12.06.020; and
WHEREAS, pursuant to Ordinance No. 2006-62 adopted on December 12, 2006, the
City Council amended the Yakima Urban Area Comprehensive Plan, including the Yakima
Urban Area Transportation Plan Update 2025; and
WHEREAS, the Yakima Urban Area Transportation Plan Update, at Chapter 5 pages 9
and 10, set forth findings and recommended amendments to the city's street design standards,
to wit:
Street design standards are intended to address the functional and operational
characteristics of streets, such as traffic volume, capacity, operating speed and safety.
These standards are necessary to ensure that the City's street system will be capable of
safely and efficiently serving the traveling public while accommodating the orderly
development of adjacent lands.
Today, the Yakima Municipal Code (YMC) 12.06 specifies the following general street
standards for classified streets:
• Principal Arterials: five -lane roadway with sidewalks and bike lanes. The paved
width of the street is 70 feet whereas the total right-of-way needed is 100 feet.
• Minor Arterial: five -lane roadway with sidewalks and bike lanes. The paved
width of the street is 65 feet whereas the total right-of-way is 80 feet.
• Collector Arterials: four -lane roadway with sidewalks. Cyclists are expected to
share the curbside lane with motorists. The paved width of the street is 54 feet
whereas the total right-of-way is 80 feet.
Neighborhood advocates, builders, realtors, and bicycling and walking advocates have
encouraged the City to review street development standards as currently defined by
YMC 12.06 provide more flexibility and create more neighborhood -friendly streets
through design standards. Specifically, items requested for review include narrower
neighborhood streets, reduced lane width on arterial streets, clearer requirements for
bicycle facilities. Consistency between Yakima County street standards and those of the
City of Yakima also needs to be discussed.
Based on this feedback, the Yakima Transportation Plan Update recommends
amendments to the existing City street standards, including the addition of a
neighborhood collector designation. The resultant proposed street design standards are
shown in Table 5-1 [Attached Exhibit "Al. These standards incorporate right-of-way
needs, number and width of travel lanes, on -street parking, bicycle and pedestrian
facilities, and utility strips. These standards are intended for planning purposes for new
roadway construction as well as those areas where it is physically and economically
feasible to improve the existing streets;
and
WHEREAS, the City Council on December 12, 2006 has previously adopted and
approved the Yakima Urban Area Transportation Plan Update 2025 as part of the Yakima
Urban Area Comprehensive Plan, pursuant to Ordinance No. 2006-62, which Transportation
Plan update included the recommended changes to the minimum street width and pavement
width standards as set forth in Exhibit "A" to this Ordinance; and
WHEREAS, the City Council finds and determines that Section 12.06.020 YMC should
be amended to implement new standards as recommended in the Yakima Urban Area
Transportation Plan Update 2025; and
WHEREAS, the City Council finds and determines that Section 12.06.020 YMC should
be amended as shown and set forth in Exhibit "A" attached hereto and by this reference
incorporated herein, and that such amendment is in the best interest of residents of the City of
Yakima and will promote the general health, safety and welfare; now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 12.06.020 of the Yakima Municipal Code is hereby amended to
read as set forth in Exhibit "A" attached hereto and incorporated herein.
Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.
