Attached are minutes from the August 18, 2021 DYBID Advisory Board meeting. Per the
Board's bylaws, minutes are to be submitted to the City Manager and City Council for review.

August 18, 2021 meeting minutes
Present: Verlynn Best, Ben Hittle, Dan Koomoo, Joe Mann, Charlie Robin,
1. A heated discussion regarding the impact of the homeless on area businesses started
the meeting. Significant issues include urination/defecation in alleys and bushes;
nakedness and sexual behavior; and threatening behavior.
2. Confirmed intention that as DYBID matters require, it is recommended that the Chair of
the Advisory Board address the City Council.
3. Discussion regarding requests for waivers or reduction of fees.
a. Tony Sandoval requests City to waive license fees.
b. Monty Mills requested 50% reduction of assessment.
c. At time of meeting, no official forms had been submitted as formal request for
review. DYBID requests copies of any formal requests before submitting official
recommendations.
(reported post-meeting that Council approved an assessment reduction from
Mills)
d. Hittle to share copy/link with full Board
4. Several updates shared:
a. Danny Day complaint of issue at 2"d and Yakima Avenues. Officer Faller made
aware of issue.
Senator& Savoy buildings being condemned
b. All complaints to be shared with full committee to be addressed at subsequent
meeting.
c. Yak Back website to submit and review record of complaints
d. Irrigation on 2"d Street Block 1 addressed, being resolved
5. Jennifer Ferrer-Santa, new Finance Director has begun
