INTRODUCTION:
The City of Yakima has developed plans to improve South 64 Avenue. The proposed improvements are an
extension of safety updates to South 64' Avenue. As part of this phase of the project, the City needs to acquire
a portion of the above referenced parcel, which County records indicate you own. (See attached sketch.)
The City of Yakima has hired an independent real estate appraiser to perform an appraisal and administrative
offer (AOS) to determine the value of the land needed and any improvements affected by this project. The
appraisal and AOS's disregard any general increase or decrease in the property value caused by this project;
however, you may request that a full appraisal be performed on the AOS's. You also may have this offer
reviewed by a qualified professional of your choice. City of Yakima will pay up to a maximum of $750.00 for
the evaluation of our offer when you submit to us an invoice for proof of services of the review. You may
receive unsolicited offers from private firms to perform this service. We urge you to exercise your right as an
informed consumer and choose a firm that will best serve your needs. Please call us for any further information
you might want on this entitlement.

Note. D.V. #2 is being provided to indicate a change in the subject land area that is needed for the proposed R/
W development from this parcel. It also reflects a change in the sales analysis of a sale #3 that resulted in the
land unit value for the subject, being reduced from $2.50 per sq ft to $1.85 per sq foot which changes the
subjects before and after values. Added to the original plans is a temp. construction easement that will affect 942
sq ft. All other items will remain the same as in the original report. The subject will have the same use and utility
in the after situation as in the before situation.
A self contained (limited) appraisal report has been prepared and reviewed. I am qualified by education and
experience to perform this appraisal review competently. I inspected the subject and the sales on 11/26/2012.
The appraisal problem is to evaluate the impact of the fee simple acquisition of 10,819 sq feet of the subject
property for a proposed R/W development. The report will contain a complete description of the property in the
before and after situation along with current market information that supports a fee simple value of the property
and economic support for any damages or benefits to the subject as a result of the project.
Subject property. The subject property is in Yakima Washington which is a small city with an economic base
that is related to agricultural development. The subject is located in the western part of the City where the main
growth and development has been taking place over the past few years. The subject is part of a larger parcel that
is divided by a roadway, South 64 Ave that runs north and south. The site is currently developed as a 9 hole
golf course called Westwood West. with the portion east of 64 having the Club house, driving range, parking
lot and approx 5 of the holes. The portion of the subject on the west side of 64 has no building improvements
with site improvements being the golf course and its fencing with other landscaping improvements. The R/W
project involves the area on the west side of 64` The area on the east side appears to consist of approx 10
parcel numbers containing approx 14.9 acres of which the subject parcel is the largest and contains approx 11.31
acres with its easterly boundary being 64 Ave. The subject property is zoned R -1. The site, as noted is divided
by a roadway with9 the main golf course access being on the east side. The site has all public utilities. Overall
the property is irregular in shape with undulating topography. The appraiser has indicated that due to the
subjects location and the availability of utilities along with the R -1 zoning that is a residential use is the highest
and best use of the property as vacant. This is further supported in that there is an existing residential plat on
that portion of the subject that is involved in the proposed acquisition (the area west of 64th Ave) As improved
the current use as a golf course is felt to be the highest and best use if for no other reason than being a viable
interim use until residential development is financially possible. The current market place has no need, at this
time for another subdivision development but it has a need for the continued use of the site as a golf course.
Acquisition: The City of Yakima needs to acquire fee simple title t4, 10,819 sq ft of the subject property for a
proposed R/W improvement on 64 Ave. The acquisition will involvt a strip off the east boundary of the west
portion of the subject that will range in depth from 5 feet to 25 feet. There are no building improvements
affected only site imps. In the form of fencing, landscaping and irrigation. It would appear that once these items
have been replaced as needed the subject will have the same current use and future highest and best use that it
had in the before situation. It should be noted that the loss of the area will not affect the future residential use of

. the property if so developed. Also needed will be a temp. construction easement that will involve 942 sq ft This
will have no affect on the subject in the after situation.
Sales Data: Please note that no sales information was available relative to a market valuation of a golf course
similar to the subject. The main market information was for land sites that were zoned R -1 and similar to the
subject in type of location size and were current in time. 3 sales are included and they support a value range of
$1.03 to$1.86 per sq ft The appraiser has arrived at a value correlation of $1.85 per sq ft for the property. It
should be noted that sales of larger tracts of land with a similar zoning and potential use as vacant have been very
minimal over the past 5 years due to the downturn in the local and national real estate market. Due to the limited
amount of information or data support older sales had to be used with a great deal of interpolation being used to
arrive at a value range with some type of a value that might be realistic in the current market place. Sale #1 is
older and does not have water and sewer, its location and access is not as good as the subject although it is
similar in size -it was indicated to suggest the lower limit of the value range. Sale #2 was much larger than the
subject although similar in utilities and appeal. It would set the upper range and Sale #3 was much larger in size
and availability of utilities, was most current in time and indicated the middle value range. Given this value
range the appraiser put a value of $1.85 per sq ft on the subject site and this is felt to be more than adequate in
the current economic climate and reflective of the current market need for land similar to the subject.. Note that
this value is as vacant with an R -1 zoning and available for development. This would indicate a value for the
area being acquired of 10,819 sq ft at $1.85 /sq ft = $20,015 rounded to $20,000. This is adequate in that
portions of the acquisition area are steep hillside, brush with some areas of little use and utility. Please note that
the temp. construction permit is being assigned a contribution value of a rental rate of 10% or $200 rd.
The next issue to be resolved is the current improved use of the subject, as a golf course, and its value. There
were no sales for golf courses presented in the appraisal and the appraiser indicated that none were available that
were reflective of the location and quality of the subject. It is only a 9 hole course and has limited market appeal
although it does fill a use and is an asset to the community. The site, as improved, is a good interim use of the
property until the residential market is in need of land for subdivisions in the subjects area. It is felt that the
current improved use needs to be continued and all items, relative to a golf course, landscaping, irrigation .
fencing etc needs to be perpetuated in the after situation. Values needs to be applied to these items in the before
to provide a basis for their value. The appraiser has applied a contribution value of $100,000 to the site
improvements relative to the golf course. This does not involve the club house, parking area, driving range etc.
The items that are noted to be affected are as follows
Note: The same contribution values are assigned to site improvements as were used in appraisal #1 although
there is less area being acquired. These are subjective values and the original values are felt to apply to the
subject after R/W plan changes an indicate a reasonable economic contribution.

Note. All fencing, chain Link and decorative, cart paths and any other items that are affected by the acquisition
will be rehabilitated and replaced as part of the contract on the job. The finished product will be as in the before
situation and have the same use and utility.

Remainder Values. The same sales and unit values that were used in the before apply to the after situation.
Remainder. The remainder will have the same use potential, residential development, and current use as
improved, golf course, in the after situation as in the before. The only change will be a minor reduction in size
which will not affect the property in a negative manner.
Note: In the after situation consideration needs to be given to the locations and use of the cart paths that cut
across 64' Ave at the south and north end of the property. A the traffic increases this becomes dangerous and
can have the potential for an accident. It would appear that at sometime an over crossing needs to be
construct d if the property is to remain with its current use.

• Damages: Damages items are addressed with a contribution value that would allow for replacement and all
fencing etc will be repaired as part of the contract. The temp construction permit is assigned a rental value of
$200
Benefits: None
The market data is adequate and is felt to reflect current market conditions. In general, the appraisal uses the
correct methods and techniques. The market conclusions are reasonable and fit the evidence. The cost and
income approaches were not applied as this is a land valuation problem. This review is subject to the "SALIENT
INFORMATION" and "ASSUMPTIONS AND LIMITING CONDITIONS" statements on file with the
Appraisal Program Manager .
