YAKIMA CITY COUNCIL
September 21, 2021

EXECUTIVE SESSION
1. Executive Session regarding pending litigation per RCW 42.30.110 (1)(i)
Present: Mayor Patricia Byers, presiding,Assistant Mayor Holly Cousens and
Councilmembers Kay Funk, Brad Hill and Soneya Lund
Absent: Councilmember Eliana Macias (excused) and Councilmember Jason White
MOTION: Cousens moved and Lund seconded to adjourn to an Executive Session for
up to one hour regarding pending litigation per RCW 42.30.110 (1)(1). The motion carried
by unanimous vote, Macias and White absent.
Executive Session was held and adjourned at 4:58 p.m.

2. Open Discussion for the Good of the Order
A. Proclamations
Hispanic Heritage Month proclamation
Councilmember Macias proclaimed September 15 through October 15, 2021, as Hispanic
Heritage Month and Community Integration Committee member Magaly Solis and Mireya
Chavez accepted it.

Introduction of Erica McNamara, Public Safety Communications

Fire Chief Markham introduced Erica McNamara as the City's new Public Safety
Communications Manager.
C. Appointments to Boards, Commissions and Council Committees
Appointments to Boards & Committees
MOTION: Funk moved and Cousens seconded to appoint Frank Purdy to the Bicycle
and Pedestrian Committee and reappoint Paul Edmondson and Cynthia Hall to
the Historic Preservation Commission. The motion carried by unanimous vote, White
absent.
3. Council Reports
A. Lodging Tax Advisory Committee Report
Mayor Byers and Jennifer Ferrer-Santa Ines, Director of Finance and Budget, reported on the
recent Lodging Tax Advisory Committee meeting. Councilmember Funk asked for comparison
figures.
B. Yakima Valley Conference of Governments (YVCOG) letter to Yakima County
Commissioners
Councilmember Hill reported on a letter that the Chair of the Yakima Valley Conference of
Governments (YVCOG) sent to the County Commissioners asking them to reconsider having
YVCOG administer the 2163 and 2060 funds. Councilmember Funk shared her lack of
confidence and concerns with YVCOG administering the funds.
4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. Item 8 (now 4N)was added to
the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion without
further discussion—see motion directly below.)
MOTION: Cousens moved and Lund seconded to approve the consent agenda. The
motion carried by unanimous vote, White absent.

N. Ordinance amending the 2021 Budget for the City of Yakima; and making

expenditure during 2021 for various purposes (First Reading)
First reading of an Ordinance amending the 2021 Budget for the City of Yakima; and making
appropriations from Unappropriated Fund Balances within various Funds for expenditure
during 2021 for various purposes including 2020 encumbrances
5. Public Comment
The following community members spoke in support of the affordable housing sales tax
ordinance: Bryan Ketcham, Director of Catholic Charities; Rhonda Hauff, Chief Executive
Officer of Yakima Neighborhood Health Services; Marty Miller and Charlie Hitchcock with the
Office of Rural Farmworker Housing; David Helseth with Justice Housing; Eric Hohman and
Mark James with Rods House.
The following community members spoke against the affordable housing sales tax ordinance:
Ron Pelson and Jake Mayson with Central Washington Home Builders and Patricia
Hoendermis with Yakima Valley Landlords Association.
Eric Hohman, Coleen Anderson and Phil Hoge, City residents, spoke in support of an
anaerobic digester.
DEPARTMENT ITEMS
6. Discussion of a public information regarding the costs and benefits of anaerobic digestion and
methane capture from food and yard waste
Councilmember Funk reported on the recent Solid Waste Advisory Committee meeting. She
suggested the resolution she sent to Council regarding this issue should be passed this
evening and an information meeting would no longer be necessary.
The City Clerk read the resolution by title only.
MOTION: Funk moved and Lund seconded to pass the resolution authorizing City
staff to apply for a grant through the Environmental Protection Agency to support
anaerobic digestion in communities. The motion carried by unanimous vote, White absent.

7. Update on SWAT in regard to community wide cost sharing and utilization of our SWAT
throughout the County
City Manager Harrison reported on the recent meeting with representatives from Yakima
County regarding SWAT costs. He noted that Sheriff Udell agreed the cost sharing is not
equitable and needs to be reviewed. Chief Murray reported there are other models in other
cities that they could use; however, he expects some resistance.

City Attorney Watkins reviewed the proposed ordinance. Councilmember Funk discussed a
letter from Byron Borton under the council information section of the packet and said she would
like to know more about their rent subsidy.
After Council discussion,
MOTION: Lund moved and Funk seconded to pass the ordinance. Due to the Charter
amendment requiring a minimum affirmative vote of five members on any councilmanic tax
increase, the motion failed by a 4-2 vote, Byers and Cousens voting no, White absent.
10. Other Business
None.
11. Adjournment
MOTION: Cousens moved and Hill seconded to adjourn to a Council study session on
September 28, 2021, at 5 p.m.via Zoom. The motion carried by unanimous vote, White
absent. The meeting adjourned at 7:13 p.m.
