R- 2014 -044 A RESOLUTION to amend the Six -year Transportation Improvement Program (TIP) for the period of 2014 through 2019 to include projects affecting the City's Transportation Plan. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six -year TIP for the construction or repair of streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State RCW 35.77.010 and applicable Federal law, and WHEREAS, the City of Yakima desires to amend the adopted Six -Year TIP, as contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the Six -Year TIP, and WHEREAS, this amendment is limited to incorporation of the projects listed in Six - Year Transportation Improvement Plan for the period of 2014 to 2019 to the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated and provided under RCW 36.70A.130(2B) and RCW 35.77.010, and WHEREAS, a public hearing has been held by the Yakima City Council on amending the Six -Year Transportation Improvement Plan on Tuesday, March 18, 2014, with proper public notice as required by RCW 35.77.010 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The adopted Six -Year Transportation Improvement Plan for the period of 2014 through 2019 for the City of Yakima, shall be amended as shown on the attached Six -Year Transportation Improvement Program spreadsheet. SUBMITTED BY: Debbie Cook, PE, Director Utilities & Engineering SUMMARY EXPLANATION: This TIP amendment is required to make selected projects eligible for expenditure of federal funds already in hand. The City of Yakima needs to amend the current Six -year TIP to: 1) add project #55, Powerhouse Road Sidewalk, treat was recently awarded $275,000 for curb /gutter and sidewalk on Powerhouse from 800' west of Pecks Canyon Road to Cowiche Canyon Road; 2) redirect remaining federal funds, project #56, previously awarded for Yakima Valley Trolley to remove and replace a very poor section of YVT rail near Yakima Avenue on 6th Avenue; 3) add project #57, Adams Elementary/Washington Middle School Pedestrian Safety Improvements, that will be part of an upcoming grant application; and 4) add project #48, Garfield Elementary Sidewalk, that will also be part of an upcoming grant application.
