For Meeting of: October 5, 2021 ITEM TITLE: Resolution authorizing a federal grant application for up to $500,000 under the Economic Development Administration SUBMITTED BY: Robert Harrison, City Manager SUMMARY EXPLANATION: This grant would provide the City of Yakima the opportunity to support efforts to assist communities nationwide in their efforts to build back better by accelerating the economic recovery from the coronavirus pandemic and building local economies that will be resilient to future shocks. R-2021- A RESOLUTION authorizing a federal grant application for up to $500,000 under the Economic Development Administration. WHEREAS, the U.S. Economic Development Administration (EDA) has grant funds available to local governments to support efforts to assist communities nationwide in their efforts to build back better by accelerating the economic recovery from the coronavirus pandemic and building local economies that will be resilient to future shocks; and, WHEREAS, regional coalitions of partnering agencies will be awarded up to $500,000 in technical assistance funds with no match requirement for Phase 1 grant award recipients; and, WHEREAS, Phase 1 grant award recipients will be invited to submit for Phase 2 of the EDA Build Back Better Regional Challenge Grant of up to $100 million to implement proposed projects with a 20 percent local match requirement; and, WHEREAS, the grant will provide investment to regions across the country that want to revitalize their economies; and, WHEREAS, this would provide the City of Yakima the opportunity to grow new regional industry clusters or scale existing ones through planning, infrastructure, innovation and entrepreneurship, workforce development, access to capital and more; and, WHEREAS,the City's grant application is to establish Yakima Air Terminal/McAllister Field as the alternative energy airport of the future, achieving sustainability and decarbonization of aircraft and ground support vehicles; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager or his designee is hereby authorized to submit a completed grant application to the United States Economic Development Administration Grant Program for Phase 1 of the EDA Build Back Better Regional Challenge. The City Manager or his designee is further authorized and directed to accept the grant on behalf of the City of Yakima, and to take all steps and execute all documents and contracts necessary to complete this grant transaction. AO WHO SHOULD APPLY \ti�;791 �;'1 ' APPLICATION DEADLINE EDA invites eligible applicants to form regional coalitions to apply for funding to Phase 1 deadline: implement a collection of three to eight distinct but related projects in their region, October 19,2021 in coordination with industry and community partners,and aligned around a holistic vision to build and scale a strategic industry cluster.Applicants should identify one Phase 2 deadline: key coordinating lead institution per regional cluster to lead the concept and projects March 15,2022 into the implementation phase,while fostering collaboration and coordinating resources to ensure these investments have the greatest economic impact on our communities,regions,and the nation.
