For Meeting of: October 5, 2021 ITEM TITLE: Resolution authorizing acceptance of a Department of Transportation 2021 National Highway System Asset Management Award for N. 1st Street Phase 3 SUBMITTED BY: Scott Schafer, Director of Public Works Bill Preston, City Engineer- (509) 575-6754 SUMMARY EXPLANATION: In the 2021-2023 Transportation Budget, funding from the National Highway Freight Program (NHFP)was provided to the National Highway System (NHS)Asset Management preservation call for projects. The N. 1st Street Revitalization - Phase 3 construction project was selected to receive funding through the NHS Asset Management program. The total grant award in federal funds to the City of Yakima is $2,090,000 with no local match required. R-2021- A RESOLUTION authorizing acceptance of a Department of Transportation 2021 National Highway System Asset Management Award for the N 1st Street Phase 3 project and directing the City Manager to take all necessary steps to secure the funding. WHEREAS, the City is resuming its efforts to continue the reconstruction and improvements of North 1n Street from"J"to "MLK"; and WHEREAS, improvements consist of reconstruction and widening of the roadway, bike lanes, curb and gutter, sidewalks, curb ramps, illumination, and signals; and WHEREAS, the City of Yakima was selected to receive funding through the Department of Transportation National Highway System (NHS) Asset Management program in the 2021- 2023 Transportation Budget; and WHEREAS, funding from the National Highway Freight Program (NHFP) was provided to the NHS Asset Management preservation; and WHEREAS, the N 1st Street Phase 3 project has received $2,090,000 with no local match required; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to accept the 2021 NHS Asset Management Award and direct the City Manager to take all necessary steps to secure the funding for the project; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to accept the Washington State Department of Transportation National Highway System Asset Management award, attached hereto and incorporated herein by this reference, not to exceed Two Million Ninety Thousand Dollars ($2,090,000) as described in the Grant Program Agreement, and directed to take all necessary steps to secure the funding for the project. In the 2021-2023 Transportation Budget, funding from the National Highway Freight Program (NHFP)was provided to the NHS Asset Management preservation call for projects. NHFP funds are only eligible for work on the National Highway Freight Network(NHFN). Because the NHFP funds can only be expended on the freight network, separate schedules are required for work located on and off the NHFN. The federal funding is limited as shown below: North 1st Street—Phase 3 NHFP Funding: $2,090,000 Scope: Reconstruct and widen roadway,bike lanes, curb and gutter, sidewalks, curb ramps, illumination, and signals. Note: No local match required. In order to meet federal and state requirements,the following are required: • Project expenditures incurred before receiving notice from Local Programs of federal fund authorization are not eligible for reimbursement. • Please refer to the Local Programs webpage for detailed authorization information including: (http://www.wsdot.wa.govllocalprogams/) ✓ Local Agency Guidelines (LAG)manual for detailed requirements; ✓ Transportation Improvement Program(TIP)and Statewide Transportation Improvement Program (STIP) amendments, as applicable; ✓ Funding and billing forms; ✓ Quarterly Project Report required to be completed by the end of March, June, September, and December each year. • Construction is required to be authorized by August 31, 2023, or the funds lapse. 4 Bill Preston Public Works Director City of Yakima North 1st Street—Phase 3 June 30, 2021 As a reminder, Local Programs encourages all agencies to submit monthly progress billings to ensure timely reimbursement of eligible expenditures.
