A RESOLUTION authorizing the City Manager to execute a contract for the purpose of
installation of a sprinkler system, top soil, and grass (sod) at the
intersection of Beech Street and Fair Avenue (602 and 604 Fair Avenue).
WHEREAS, the City is the recipient and administrator of Community Development Block
Grant (CDBG) funds made available through the United States Department of Housing and
Urban Development (HUD) and authorized by Title I of the Housing and Community
Development Act of 1974, as amended; and
WHEREAS, federal regulations governing the use of CDBG funds for the improvement of
Public Facilities; and
WHEREAS, the City has determined that the public facilities improvements described herein
is necessary and appropriate to ensure benefit to the public by providing future public
infrastructure and/or provide public facility improvements; and
WHEREAS, the improvements of these parcels would enhance future beautification along
Fair Avenue in the form of public infrastructure and/or a public facility; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to contract the public facility improvements
to the property located at the intersection of Beech Street and Fair Avenue (602 and 604 Fair
Avenue), in an amount not to exceed $28,000, and all other documents necessary to the
transaction.

SUMMARY EXPLANATION: The, Council Neighborhood Development Committee is pursuing a
corridor beautification plan in the Kiwanis Park / Fair Avenue area of Southeast Yakima. The
primary purpose of the initiative is to find cost effective ways to beautify and maintain all public
rights of way, and enhance transit and recreational facilities in the area. Two parcels located at the
corner of Beech Street and Fair Avenue were purchased in 2008 in order to accommodate public
improvements and beautify the neighborhood. This location has been proposed as a potential
pocket park in conjunction with future beautification along Fair Avenue. The lots are now barren
Tots without sprinklers, top soil or grass.
Neighborhood Development Services proposes installation of an underground sprinkler system,
top soil and grass (sod) at this location to further the corridor beautification plan along the Fair
Avenue area of Southeast Yakima.
This proposal was presented to City Council Neighborhood Development Committee on August 5,
2009; the committee voted unanimously to forward the proposal to council with a recommendation
to approve the proposal.
