RESOLUTION NO. R-2009-124
authorizing the City Manager to execute applications, certifications and
agreements pursuant to an application for a grant from the Washington State
Public Works Board Urban Vitality Grant Program, in the amount of $750,000 to
complete construction of the ^A" Street Corridor as part of the Downtown Futures
WHEREAS, the City of Yakima and Yakima County have committed approximately $750000 of
Iocal and federal funds to construct improvements between the 100 and 600 blocks of East A" Street,
including new sidewalks, a performance park, and pedestrian lighting; and
WHEREAS, the City of Yakima, is applying to the Washington State Public Works Board Urban
Vitality Grant Program for a grant to complete construction of an eligible project; and
WHEREAS, RCVV 43.155.070 requires that applicants planning under RCW 36.70A.040 must
have adopted comprehensive plans in conformance with the requirements of chapter 36.70A RCW, and
must have adopted development regulations in conformance with the requirements of chapter 36.70A
RCW; and
WHEREAS, the applicant certifies that it has a currently adopted plan for each and every one of
the systems it owns and operates and that these plans fully conform to the specifics within this
application; and
WHEREAS, the applicant states that their Capital Facility Plan is consistent with the
Comprehensive Land Use Plan of the jurisdiction in which they provide service; and
WHEREAS, the applicant recognizes and acknowledges that the information in the application
forms is the only information, which will be considered in the evaluation and/or rating process.; and
WHEREAS, it is necessary that certain conditions be met as part of the application process; and
WHEREAS, RCW 43.155.060 requires that the pject will be advertised for competitive bids and
administered according to standard local procedure; and
VVHEFKEAS, the information to be provided in the application is true and correct to the best of the
government's belief and knowledge and it is understood that the state may verify information, and that
untruthful or misleading information may be cause for rejection of this application or termination of any
subsequent agreement(s), and
WHEREAS, the City of Yakima certifies that it meets these requirements, and further that it
intends to enter into a grant agreement with the Public Works Boand, provided that the terms and
conditions for a grant are satisfactory to both parties; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA
The City Manager is authorized to execute applications, certifications and agreements pursuant
to an application for a grant from the Washington State Public Works Board Urban Vitality Grant
Program, in the amount of $750,000 to complete construction of the "A" Street Corridor as part of the

ITEM TITLE: Consideration of a Resolution authorizing the City Manager to execute
applications, certifications and agreements pursuant to an application for a

SUMMARY EXPLANATION:
The Washington State Public Works Board is currently accepting grant applications through the
Urban Vitality Program and Small Cities in Rural Counties Program. A total of $9.5 million is
available statewide through each program. Completion of the "A" Street corridor of the
Downtown Futures Initiative is a competitive fit for this program. The City is only allowed to
submit one application for either the Urban Vitality Program or the Small Communities in Rural
Counties Program. The Urban Vitality Program was selected for competitive purposes.
Assuming a successful grant application, funds would be available in time for construction of the
project in 2010. Funds for design of the entire corridor were approved by the City Council on
August 18, 2009.
