SUMMARY EXPLANATION:
The City of Yakima (City)was selected to receive funding through the Department of
Transportation National Highway System (NHS)Asset Management program in the amount of
$2,315,440 with no local match required. This federal funding is to address roadways in need of
repair.
The City has identified Summitview Avenue between 40th Ave. and 48th Ave. and between 56th
Ave. and 72nd Ave. in the need of rehabilitation due to the degradation of the roadway after
several years of usage. Improvements consist of milling the top surface and replacing with an
overlay, paving fabric, new pavement markings, and placement of ADA compliant curb ramps.
Making such improvements addresses City Council's Strategic Priority of Public Safety.

A RESOLUTION authorizing acceptance and execution of a Department of Transportation
2021 National Highway System Asset Management Award for the
Summitview Ave project
WHEREAS, segments of Summitview Avenue were last overlaid in 1990 and
Summitview Avenue is crack sealed annually in an attempt to further reduce degradation, but
additional cracks continue to develop; and
WHEREAS, improvements consist of milling the top surface and replacing with an
overlay, paving fabric, new pavement markings, and replacement of non-ADA compliant
curb ramps; and
WHEREAS, the City of Yakima was selected to receive funding through the Department
of Transportation National Highway System (NHS) Asset Management program; and
WHEREAS, the Summitview Avenue project has received $2,315,440 with no local
match required; and
WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and
its residents to accept and execute the 2021 NHS Asset Management Award; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to accept the Washington State Department of
Transportation National Highway System Asset Management award, attached hereto and
incorporated herein by this reference, not to exceed Two Million Three Hundred Fifteen
Thousand Four Hundred and Forty Dollars ($2,315,440) as described in the Grant Program
Agreement.

Dear Mr. Preston:
WSDOT is pleased to advise you that the above-mentioned project was selected to receive funding
through the National Highway System (NHS)Asset Management program. The federal funding is
limited as shown below:
Title: Sum mitview Avenue $2,315,440
Scope: Mill and overlay,paving fabric, and upgrade curb ramps.
Note: No local match required.
In order to meet federal and state requirements,the following are required:
• Project expenditures incurred before receiving notice from Local Programs of federal fund
authorization are not eligible for reimbursement.
• Please refer to the Local Programs webpage for detailed authorization information
including:(http://www.wsdotwa.gov/localprogams/)
✓ Local Agency Guidelines(LAG)manual for detailed requirements;
✓ Transportation Improvement Program (TIP)and Statewide Transportation
Improvement Program (STIP)amendments,as applicable;
✓ Funding and billing forms;
✓ Quarterly Project Report required to be completed by the end of March,June,
September,and December each year.
• Construction is required to be authorized by August 31, 2023, or the funds lapse.
As a reminder,Local Programs encourages all agencies to submit monthly progress billings to ensure
timely reimbursement of eligible expenditures.
