SUBMITTED BY: Scott Schafer, Public Works Director - (509) 576-6411 SUMMARY EXPLANATION: The Southeast Community Center (SECC) is a City -owned facility but operated and managed by Opportunities Industrialization Center (OIC) of Washington. The City funds the management and operations of the SECC facility on an annual basis. The City agreed to contribute $45,000 to OIC to assist with their restroom restoration project in 2014 as a Strategic Initiative to go towards the cost of supplies and materials needed for the remodel along with major plumbing and electrical contractor costs. OIC originally agreed to contribute the construction labor to reduce costs of the project as the estimated total cost would exceed $100,000 if contracted out. On March 3, 2014, OIC contacted the City requesting that the project go out to bid by the City due to recent changes in OIC staffing that will prevent them from providing all of the construction labor necessary to complete this project within budget. This is disappointing as it does not adhere to the agreement the City had with OIC and would significantly exceed our $45,000 budget. At the same time, the Yakima Food Bank located on the parcel that serves the SECC, has a proposal to demo their existing building and build a new within the original footprint. The current building which serves an excess of 400 families weekly and has been in operation since the early 1970s, is in significant disrepair and needs to be replaced. Downtown Rotary is committed to fund $250,000 of the project currently estimated at $300,000 through the Rotary Trust but is looking to the City for funding assistance. Plans are proposed to begin the project the first of July in order to have the construction completed by mid-October ahead of the cold weather. We are requesting approval to reallocate $45,000 from the Parks & Recs Capital Fund originally intended for the SECC Restroom Restoration Project plus an additional $5,000, for a total of $50,000 to be utilized for the Yakima Food Bank Building Project. We will budget $100,000 in the proposed FY 2015 budget for the SECC facility improvements. The SECC is an aging facility in need of restoration. The City funds the management and operations of the SECC facility on an annual basis. The City agreed to contribute $45,000 to OIC to assist with their restroom restoration project in 2014 as a Strategic Initiative. This amount would go towards the cost of supplies and materials needed for the remodel along with major plumbing and electrical contractor costs, while OIC originally agreed to contribute the construction labor to reduce costs of the total project. It was estimated that the total restroom renovation project would exceed $100,000 if contracted out. On March 3, 2014, OIC contacted the City requesting that the project go out to bid by the City. Recent changes in OIC staffing will prevent them from providing all of the construction labor necessary to complete this project within budget. This is frustrating and disappointing as it does not adhere to the agreement the City had with OIC and jeopardizes the successful outcome of the project. At the same time, the Yakima Food Bank located on the parcel that serves the SECC, has a proposal to demo their existing building and build a new within the original footprint. The Yakima Food Bank consistently serves an excess of 400 families weekly at this location and has been in operation since the early 1970s. A "Yakima Food Bank Building Committee" was formed comprising of Yakima Food Bank board members, City staff, and KDF Architecture. The committee has been meeting monthly to plan for the construction and funding of the new building. Downtown Rotary is looking to fund $250,000 of the project currently estimated at $300,000 through the Rotary Trust. Downtown Rotary is looking to the City for funding assistance. Time is of the essence regarding this project. The current Downtown Rotary President's term expires this July and wants this project well underway. If Rotary Trust is to fund this project, it needs to be now. Plans are proposed to begin the project the first of July in order to have the construction completed by mid-October ahead of the cold weather. We are requesting City Council approval to reallocate the $45,000 from the Parks & Recs Capital Fund originally intended for the SECC Restroom Restoration Project plus an additional $5,000, to the Yakima Food Bank Building Project. A total of $50,000 from the City to be utilized for the continued success of the Yakima Food Bank; ensuring that the families within the immediate vicinity will continue to receive the assistance they need for many more years to come.
