NOVEMBER 21, 2006

1. Roll Call

Council: Mayor Dave Edler, presiding, Council Members Ron Bonlender, Micah
Cawley, Norm Johnson, Bill Lover, Neil McClure, and Susan Whitman
(after 8:40 a.m.)
Staff: City Manager Zais, City Attorney Paolella and City Clerk Moore
2. Finance Department (Part 2)
Rita DeBord, Finance and Budget Director, gave an overview of the department and
highlighted recent accomplishments. The department's major goal is maintaining the
public's trust on how we are spending and accounting for taxpayers dollars.
• State Examiner
City Manager Zais complimented the Finance Department on receiving the 20
consecutive unqualified opinion from the State Auditor's office, a very impressive
accomplishment.
Council Member Bonlender requested utility collections be reviewed and, where
possible, made more palatable. Mrs. DeBord advised that it will be included in a list
of items in a Request for Proposal (RFP) as the current contract has expired. It will
becoming before Council as part of the process.
Linda Kraft from Healthy Families gave a presentation on the Healthy Family
Coalition.
• Financial Services
Policy issue #1 — A) Add one treasury services officer position and B) replace one
existing position. — Mrs. DeBord addressed the workload and its impact on the
quality of service. She described how the additional position and modification of
another would help with that load.

3. Legal Department
Ray Paolella, City Attorney, described the staffing and workload.
Policy Issue #1 — Add one land use defense attorney and a part -time (50 %) legal
assistant — budgeted. Due to the large increase in the volume and complexity of land
use matters, including claims filed under the Land Use Petition Act, this policy issue is a
recognition that the work could be done by a salaried attorney rather than an outside
attorney.
At 9:35 a.m. Mayor Edler handed the gavel to Mayor Pro Tem McClure as he had a commitment
to welcome the military troops back to Yakima.
4. Community and Economic Development (Part 3)
• Environmental Planning
• Code Administration
• Urban, Area Hearings Examiner
Bill Cook, Community and Economic Development Manager, gave a department
overview. He spoke about balancing attention between private property rights and
the community good. Doug Maples, Planning and Code Administration Manager,
also gave a presentation describing the department functions. Discussion followed
on Community Review Board costs, the airport overlay, and electrical inspections
through Labor & Industry.
Policy issue — Add one full time assistant planner position — budgeted /unbudgeted.
Mr. Maples described how the position will be partially funded by eliminating an
existing temporary position. The position is necessary due to growth of the city.
City Manager Zais described the Economic Development fund, state revenue,
underwriting the National Development Council, and legal services.
• Capitol Theatre
Steve Caffery, Director, gave an overview of the Capitol Theatre, their funding and
expenditures. He also spoke about the following
- a new program called Capitol Kids
-an increase in ticket sales and outside rentals
- the 8,900 sq ft attachment to the theatre
-the purchase of the Wilson building and advocating the Public Facilities District
to give bonding to create a new centerpiece for downtown
Policy issue — Increase annual management fee — to increase revenue by
approximately $100,000 and create a dedicated revenue source.

5. Adjournment
Council expressed concern about the opportunity for citizens to speak on the budget
with the potential of scheduling another meeting. JOHNSON MOVED AND LOVER
SECONDED TO ADJOURN. The motion carried by unanimous voice vote.
The meeting adjourned at 10:35 a.m.
