RE: Response to Councilmember request on debt capacity of
comparable cities
The Five -Year Financial Plan was presented to City Council on January 21, 2013.
The report included a discussion on debt capacity, and Council asked that we expand the
review of debt capacity used by other cities.
We have surveyed 11 Washington cities with population between 45,000 and
135,000 using the 2012 Comprehensive Annual Financial Report (CAFR) from each of the
11 cities. The attached spreadsheet summarizes the results.
The one thing that is difficult to determine from the CAFR data is how much of the
debt service is paid by General Fund, and how much is paid by other dedicated resources.
Yakima has historically used General Fund as well as other dedicated revenue sources
such as Hotel/Motel tax, Public Facilities District sales tax credit, and Real Estate Excise
Tax for our bonded debt. However, as long as a debt issue is Councilmanic General
Obligation Debt, it carries a "full faith and credit" pledge of general tax support, even though
agencies may have a separate dedicated revenue source for repayment. Each debt issue
needs to stand on its own merits when presented to the credit rating agencies, and how we
plan to repay the debt is something the rating agencies consider. Including potential future
debt service in the Five Year Financial Plan addresses our capacity to repay the debt.

Re: Request to Council for a Traffic Signal at Tieton Drive/80th Avenue
At the February 4, 2014, council meeting a citizen requested that the city install a traffic
signal at the intersection of Tieton Drive and 80th Avenue. In addition, the person
requested that we investigate the location of fences adjacent to the intersection to
determine if they are properly located so as not to create a sight distance problem.
The review of the fence locations has been completed. The fences are located in
accordance with existing city code. The sight distance issue is more related to the
approach grade of 80th Avenue and the location of the hillcrest on Tieton Drive. The
combination of those two features is such that it can be difficult to judge the speed and
the distance of approaching vehicles. This will be taken into account during the warrant
analysis for the traffic signal.
A traffic signal warrant analysis is required in order to determine if a traffic signal is an
appropriate remedy for any safety issues that may be present at the intersection. The
analysis will take several weeks to complete. We will need to collect traffic speed and
volume data, analyze accident patterns and conduct on-site observations to determine
driver behavior at the intersection. A report will be provided to the council upon
completion of the analysis.
