In the summer of 2013, the Council Built Environment Committee requested re-evaluation of the
Preliminary Design for North First Street project. In September of 2013, a Landscape Architect
was hired to develop optional street corridor concepts for review. The Built Environment
Committee reviewed three options for the North First Street Project and recommends the
"Preferred Option" which incorporates features from two of the choices.

A Professional Services Contract was awarded to
HBB Landscape Architects in September 2013 to
develop a final plan for the North First Street
Corridor project. The "Preferred Option" represents
the contract intent.

A RESOLUTION
RESOLUTION NO. R -2014 -
authorizing the City Manager to direct engineering plans and specifications be
prepared to implement the "Preferred Option" for a landscape and corridor
design of the North First Street Corridor Revitalization Project,
WHEREAS, the Yakima City Council has established that redevelopment of the entrance
corridors into the City of Yakima, and especially North First Street, is an Economic Development
priority; and
WHEREAS, a community visioning process was conducted for the North First Street Corridor
Revitalization Project in 2011 with the property owners and stakeholders who support the
revitalization effort in this area, and refinement of this design was directed by the City Council and
Landscape Architect was hire to assist in these process; and
WHEREAS, the City of Yakima was successful in receiving grant funds from the State of
Washington to design and construct the first phase of the North First Street Corridor (from Interstate
82 to "N" Street, the conceptual design plans have been refined, in order to develop engineering
level plans and construction bid specifications, and
WHEREAS, the Yakima City Council Built Environment Committee on January 23, 2014
reviewed three options prepared under a Professional Services Contract by a registered Landscape
Architect, HBB, and recommend a modified version of the plans presented which is referred to as
the "Preferred Option" for the North First Street Corridor Revitalization Project, and
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to direct engineering plans and specifications be
prepared that implement the "Preferred Design" option for North First Street Revitalization Project,
now, therefore,
ADOPTED BY THE CITY COUNCIL this 18th day of February, 2014.

SUBJECT: North First Street Revitalization Project - Preferred Design Option
The revitalization of the sidewalk, landscape and pedestrian environment for North
1St Street is one of the City Council Economic Development Priorities, since it is a
major gateway into the City. The preliminary visioning for this project occurred in
2010 and was endorsed by the City Council on October 18, 2011. Participation by
property owners along the corridor and representatives from the City Council helped
to define the preliminary design. The 2011 Preliminary Design included:
• Adding street trees within tree grates in a 4- foot wide amenity zone along the
curb -line,
• Replacement of the existing sidewalk with a new 7 -foot wide sidewalk,
• Adding pedestrian level lighting in the same style as used in the Yakima
Avenue project (the "harp" light) and
• Limited median area landscape islands that included decorative flags.
• 14 -foot outside travel lanes for shared bicycle use and snow storage.
Project Background
Based upon this revitalization design effort, in 2012, the City of Yakima was
awarded $250,000 of Surface Transportation Program funds (STP) to prepare the
engineering plans for Phase 1 of the project. In 2013 the City of Yakima was
awarded $2,718,000 of STP funds for construction of this project. Phase 1 covers
North 1St Street from I-82 ramps to N Street, a distance of 2,450', slightly less than
a half mile.
This project does not include funding for construction of new stormwater facilities,
replacement of water and sewer lines or street surface reconstruction. One of the
current objectives of this project is to relocate power and other overhead utilities to
an underground location. To the extent possible given funding, this goal will be
pursued. Additional funds through grants and other means will be pursued.
Street Corridor Design Refined
In the summer of 2013, the Council Built Environment Committee requested re-
evaluation of the Preliminary Design for North First Street project. In September of
2013, a Landscape Architect was hired to develop optional street corridor concepts
for review. In December 2013, these options were reviewed by City of Yakima
technical staff Development Service Team (DST), such as representatives from the
Water, Wastewater, Stormwater, Streets, Transit, Codes and Planning.

The DST favored an option that included:
• 5 -foot sidewalks,
• a 5 -foot dedicated bike lane,
• 11 -foot travel lanes,
• storm drainage features within a median island with wind turbines, and
• a 4 -foot landscape zone for trees, groundcover, signs and light poles next to
the curb.
The design options and recommendation from DST were presented at the January
23, 2014 Council Built Environment Committee meeting. Through discussion,
Council representatives developed a modified design that is presented as the
"Preferred Option". This option includes
• wider travel lanes of 12- and 13 -feet,
• seven foot sidewalks on each side,
• street trees in grates within a 4 -foot wide amenity zone, and
• a center median area with trees, as well as storm water features.
Status of Phase 1 Project:
The City is currently in the process of hiring a private civil engineering company to
produce the engineering plans and bid specifications in 2014. Construction of this
Phase 1 project will begin in early 2015.
Future Phases of the North 1St Street Revitalization Project
Phase 2: North 1St Street from N Street to H Street (2,500') at an estimated
$3,500,000 in construction costs. Potential construction in 2017.
Phase 3: North 1St Street from H Street to Martin Luther King Jr. Boulevard (2,800')
at an estimated construction cost of $4,000,000. Potential construction in 2019.
