ADJOURNED MEETING

AUGUST 22, 2006 - 11:30 A.M. - 1:30 P.M.
YAKIMA CONVENTION CENTER, ROOM 2
The City Council met on this date at 11:30 a.m. to conduct the annual evaluation of the City
Manager's performance in the Board Room 2 at the Yakima Convention Center, Yakima,
Washington.
1. Roll Call
Present: Mayor Dave Edler, presiding, Council Members Ron Bonlender, Micah
Cawley, Norm Johnson, Bill Lover, Susan Whitman and Neil McClure (participated
by conference call).
2. Executive Session regarding personnel issue
The Council adjourned into Executive Session for approximately two hours for the
purpose of continuing the annual review of the City Manager's performance. The
City Manager joined the Council at approximately 12:30 p.m.
1:45 P.M. -- PUBLIC SESSION

Present: Council: Mayor Dave Edler, presiding, Council Members Ron
Bonlender, Micah Cawley, Norm Johnson, Bill Lover, Susan Whitman and Neil
McClure (by conference call).
Staff: City Manager Zais, City Attorney Paolella and City Clerk in Training
Moore.
2. Consideration of Committees for preparation of voters pamphlet message
on Safe Community Action Plan ballot measure
City Attorney Ray Paolella stated that the Yakima County Auditor's deadline for
the November election cycle is this Friday, August 25 to comply with the state
statute to appoint two committees for drafting "for" and "against" statements
regarding the ballot proposition for the voters' pamphlet. These individuals need
to be appointed by the City Council with not more than three members on each
committee. Committee statements are due to the Auditor by September 22,
2006.

City Manager Dick Zais advised that the Yakima School District will delay their
bond measure until February 2007 to allow for the Safe Community Action Plan
proposal to be on the ballot in November for the General Election. He stated 'a
motion by Council was necessary to direct staff to prepare legislation for Council
action on September 19 to submit to the voters in November.
JOHNSON MOVED AND CAWLEY SECONDED TO PREPARE LEGISLATION
FOR THE SAFE COMMUNITY ACTION PLAN PROPOSAL TO THE VOTERS FOR
THE GENERAL ELECTION IN NOVEMBER. The motion carried 6 -0 by voice vote;
McClure was not permitted to vote by phone.
Mayor Edler stated the Council needs to appoint two committees to write a "for" and
"against" statement for the voters' pamphlet. Mike Morrisette said he would serve on
the committee to prepare the "for" statement, subject to the approval of the entire
"Citizens for Safe Yakima Valley Communities" group. The City Manager advised
that Jar Arcand, Sandra Swanson and Mike Murphy might be interested in serving on
the committee to prepare the "against" statement.
City Manager Zais said we would schedule another meeting on Thursday, August 24
at 5:30 a.m. to consider individuals for the committees to prepare statements for the
ballot measure in the voters' pamphlet.
The meeting was adjourned to Thursday, August 24, 2006at 5:30 p.m. in the Council
Chambers.
