Debbie Cook, Director Utilities and Engineering David Brown, Water/Irrigation Manager Staff respectfully requests City Council consideration of a resolution declaring the failure of the 300 horse power Kissel Well motor to be an emergency and thereby waiving the formal bid process to remove and replace the motor. Although the motor was replaced in 2013, it has failed and must be removed in order to be repaired. The cost of repair is covered under the motor warranty. The warranty does not include the cost to remove and reinstall the motor. The cost of removing and reinstalling the motor is $26,106.96 which is just over the $25,000 limit provided for in the Charter. R -2014 - ratifying the declaration of an emergency and authorizing the City Manager to execute all applicable documents for the removal and reinstallation of the 300 horse power pump and motor for the Kissel Well. WHEREAS, Article VI, section 6 of the City of Yakima Charter and the Yakima Municipal Code Chapter 1.80 provide that the City Council may declare an emergency dispensing with the necessity for bidding for services, material, and equipment and supplies costing more than $25,000; and WHEREAS, the motor has failed, but is under warranty; and WHEREAS, the warranty does not include removal and reinstallation of the pump and motor; and WHEREAS, the Kissel Well is part of the City's backup water source; and WHEREAS, the City's emergency backup source is compromised without the Kissel Well; and WHEREAS, the City Council finds that it is in the best interest of the City to declare an emergency and authorize the execution of all necessary documents to remove and reinstall the Kissel Well 300 horse power pump and motor, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: An emergency is hereby declared and the City Manager is hereby authorized to execute the purchase and all necessary documents for the removal and reinstallation of the Kissel Well 300 horse power motor and pump without calling for bids.
