Study Session regarding the City of Yakima's Draft Transportation Plan Streets and Traffic Operations Manager, Shelley Willson, handed out a document prepared by Kittelson & Associates, Inc. outlining highlights of the draft Yakima Urban Area Transportation Plan Update, 2006 -2026. Public Works Director Chris Waarvick gave opening statements and introduced Julia Kuhn, Transportation Engineer with Kittelson & Associates, Inc. who has been working on the City's transportation plan update. Ms. Kuhn focused on the memo that was distributed at the beginning of the meeting, pointing out the key aspects of the plan: • Coordination between the Transportation Plan, the Six -Year Plan, and the Capital Facilities Plan. • Pursuit of a variety of different funding sources for transportation issues. • The Municipal Code needs to be updated with regard to street development standards, currently in Title 12. • Update the Municipal Code to include SEPA requirements. • Develop a cost sharing plan for property owners in the city to systematically repair and replace hazardous sidewalk sections. • Revise the Municipal Code to reflect the ability of public /private partnerships. ' • Update the Municipal Code to clarify that all development and redevelopment activities in the city need to include half street site frontage improvements. 50 ADJOURNED MEETING — MAY 9, 2006 The chapters of the plan were reviewed in more detail, summarized as follows: Chapter 1: is a general overview and summary of the existing conditions of the transportation system, deficiencies that need to be mitigated and funding sources and.goals that are contained in the document. This information can be put directly into the Comprehensive Plan. Chapter 2: reviews local streets for neighborhood safety and livable streets. The City has approximately 250 miles of local streets. There is currently no program to systematically review and prioritize the funding of either education, enforcement, or engineering improvements. They recommend setting up a traffic- calming program. Chapter 3: covers taking care of the existing system. It also outlines a plan to help the City identify how to prioritize sidewalk improvements over the next 20 years. Chapter 4: discusses bike lanes and the need to make sure all transit buses have bicycle racks. The state amended the Growth Management Act and bicycle /pedestrian is a required element of the plan. Chapter 5: covers street standards and includes a table with the recommended street standards. It is strongly recommended that the City not construct any more four lane streets. Chapter 6: is on signalization identifying how major intersections operate today, as well as how they should in future. It also provides a tool box of what can be done to solve some of those needs. There was further discussion on traffic studies and on the financial aspects. All funding sources are listed in the plan. Mrs. Willson made reference to the remaining chapters and emphasized that the plan has had a lot of public participation and there will be more. There are public meetings scheduled for May 25 and June 21 Each implementation measure will probably have a public process associated with it as well. Mrs. Kuhn referred to chapter 11, the Implementation Plan noting it highlights the important policy decisions that will need to be made over the next year or two. She suggested Council members review it closely to make sure they are fully prepared. The timeline of the plan is tied to the Comprehensive Plan and should be finalized prior to the Comprehensive Plan adoption scheduled for September.
