HARMAN CENTER -101 N. 65TH AVENUE Roll Call Present: Council: Mayor Dave Edler, presiding, Council Members Ron Bonlender, Micah Cawley, Norm Johnson, Bill Lover, Neil McClure, and Susan Whitman Staff: Dick Zais, City Manager; Dave Zabell, Assistant City Manager, Randy Beehler, Community Relations Manager, City Clerk Roberts, and Executive Secretary Deborah Moore Randy Beehler described the purpose and goals of the Workshop. He informed Council that he researched the rules and regulations of fifteen cities in Washington State. He suggested that Council incorporate their ideas into a new revised rules and procedure manual and have it reviewed by the Council Meeting Committee. 60 min. 2. Council Meeting Issues — Part #1 Procedural Items: Invocation — Yes? Rotate? No? LOVER MOVED AND EDLER SECONDED TO HAVE AN INVOCATION AT THE COUNCIL MEETINGS. The motion carried by voice vote; Bonlender, Cawley, Edler, Johnson, Lover, McClure and Whitman voting aye. By general consensus, Council members will rotate who says the invocation among Council volunteers. Council Policy re: Seating Arrangements Council members considered different seating policies including selection by seniority, district order, drawing straws, or by council member position number. It was the general consensus to have the Council Meeting Committee review the options and make a recommendation to the Council. If a council member is interested in moving now, they should discuss it with the member who sits in the seat they want. Roberts Rules of Order Review a Which apply and when do they apply? - "Rules of Procedure" — Should public hearings be at a time certain? JANUARY 7, 2006 — ADJOURNED MEETING Should items involving other elected officials who are at a meeting �be "bumped up" the agenda? Should an ordinance be read after it's introduced? Randy Beehler explained that Roberts Rules of Order were designed for large organizations in very formal settings and do not necessarily translate for smaller organizations. He gave a couple of examples of its formality. In his research, he found that many cities adopt parts of the Roberts Rules, and that Yakima's Council Rules and Procedures contain some guidance for conduct at meetings. Council member discussion ensued, concluding that a Council member should wait to be acknowledged before speaking, and that roll call votes should be rotated to begin each vote with a different council member. It was the general consensus of the Council that the Council Meeting Review Committee should develop a recommended policy relating to these issues. 30 min. 3. Council Committee, Boards, Commissions Appointments Review current appointments Make new appointments Mayor fills remaining vacancies Council members reviewed and volunteered for committee assignments as listed in the attached assignment document. Mayor Edler encouraged Council and staff members to recruit qualified minority candidates to serve on the citizen boards and commissions. 15 min. 4. Civility in Government Policy 4 Discussion and adoption consideration It was the general consensus to direct this to the Council Meeting Committee. 20 min. 5. Council Meeting Issues — Part #2 4, The 3- Minute Rule Continue or eliminate Mr. Beehler stated that in his research he found several cities in Washington State that had time limit provisions varying from three to five minutes, but it really falls to the chair to control. After deliberation, BONLENDER MOVED AND McCLURE SECONDED TO KEEP THE THREE- MINUTE RULE. Council Member McClure stated that when the three minutes elapses, the Mayor can ask the speaker if they can finish in 15 seconds and if not, the Mayor would then poll the Council to extend the time. The motion carried by 5 -2 roll call vote: Bonlender, Edler, Johnson, McClure and Whitman voting aye; Cawley and Lover voting nay. Council Member Cawley said he voted against the motion because it would not 2 413 414 JANUARY 7, 2006 — ADJOURNED MEETING show a change to the rule as he had promised the voters. JOHNSON MOVED AND McCLURE SECONDED TO ELIMINATE THE LIGHT SYSTEM. The motion carried by 6 -1 roll call vote; Bonlender, Cawley, Edler, Johnson, Lover, and McClure voting aye; Whitman voting nay City Manager Zais commented if it appears that Audience Participation would take longer than 30 minutes, then staff proposes it be continued to the end of the meeting. Evening Meetings -- What's the goal? Pros and Cons Randy Beehler commented that this topic has been discussed and experimented with before in Yakima. He mentioned that a driving force of the community relations process is to let people become involved in government. We tried to make other opportunities to allow them to be involved, and YPAC is a good example. An assumption being made is that evening meetings will accommodate working people; however, it could be argued that evenings are full with family and other interests and obligations, and may not open the door to more participation. Assistant City Manager Zabell said that he was not advancing a pro or con position, but in his experience with other cities, there wasn't a large difference in the attendance. Many businessmen have trouble attending evening meetings, and families have obligations with children involved in sports. City Manager Zais assured the Council that costs for evening meetings could be contained by limiting participation by non - exempt staff and utilizing management involvement. Mayor Edler asked each member to give their opinion on evening meetings. For himself, evening meetings would work, but he expressed concern about the decision - making process in the late evenings. McClure: As a businessman, evening meetings would work better for him. He suggested the following schedule for the meeting: • 4:00 p.m. Executive Session • 5:00 p.m. Business meeting ■ Proclamations, etc. • 6:00 p.m. Dinner break • 7:00 p.m. Official business Johnson: Agreed with Council Member McClure. A lot of business people and employees of businesses felt they could not afford to take time to come during the day meetings. Lover: He could meet at any time. We meet in the evenings a lot now for hearings. From a cost point of view, he was inclined to think afternoon meetings are best because City employees are available. He suggested 3 JANUARY 7, 2006 — ADJOURNED MEETING remote meeting locations at high schools, linking up with video and government classes. Cawley: Staff would adjust their schedule so it would not involve extra expenses. Council would be more available in the evening and it would show a change as promised to the voters. Bonlender: He was in favor of evening meetings. The goal is not'to increase attendance, but the perception of being more accessible. He preferred starting at 6 p.m. and ending at 9 p.m., with an executive session at 5 p.m. if needed. Whitman: She prefers to keep daytime meetings; staff is already there and evening meetings would take time from their families. If staff is not needed at the meeting, they could go back to their office. Also, there is no bus service in the evenings. She noted that Council members who work have managed to adjust their schedules for daytime meetings. It is difficult for the media to get the news out if we meet in the evening. City Manager Zais commented that executive sessions could be held just before the evening meetings and major hearings could be scheduled on the off - business meeting weeks or on Monday evenings. BONLENDER MOVED AND JOHNSON SECONDED TO CHANGE TO EVENING MEETINGS AS SOON AS POSSIBLE. Council Member McClure stated he is ready to vote and thinks we should forward this to the Council Meeting Committee to restructure the agenda. Mayor Edler stated he would like to work out the details before voting so he knows what he is voting for. The question was called for a vote on the motion. The motion carried by 4 -3 roll call vote: Johnson, McClure, Cawley and Bonlender voting aye; Lover, Edler and Whitman voting nay. City Manager•Zais stated that he would convene the Council Meeting Committee as soon as possible to prepare a policy and revised agenda schedule. He will also refer this to the Legal Department to prepare an ordinance to implement the schedule change. 35 min. 6. Review of Strategic Direction Priorities /Future Challenges It was the consensus of Council to defer discussion of this topic to a future meeting. 15 min. 7. Next Workshop and Other Business Scheduling /topic(s) Council agreed to hold another workshop in the fall. 4 415 416 JANUARY 7, 2006 —ADJOURNED MEETING Council Attendance at the 3/10 -15/06 National League of Cities (NLC) /City - Federal Lobbying Meetings City Manager Zais touched on the importance of sending City representatives to the National League of Cities conference in Washington, D.C. In the past, anywhere from two to five Council members have attended, as well as staff. Several business community representatives have also attended at their own expense. Several Council members expressed an interest in attending the conference. Mayor Edler asked Council members to advise the City Manager of their intent. 10 min. 8. Executive Session re: personnel At 1:10 p.m., WHITMAN MOVED AND McCLURE SECONDED TO MOVE INTO EXECUTIVE SESSION FOR APPROXIMATELY TEN MINUTES TO DISCUSS PERSONNEL. The motion carried; Bonlender, Cawley, Edler, Johnson, Lover, McClure and Whitman voting aye. 9.
