ITEM TITLE: Resolution authorizing the Purchase of an 8 -inch Heavy Duty
Trash Pump and Trailer for the Wastewater and Stormwater
Divisions.

SUMMARY EXPLANATION:
The Wastewater Division requests City Council consideration of a resolution to authorize the
purchase of an 8 -inch trash pump and trailer. The emergency pump will be used to address
localized flooding associated with rainfall or snowmelt that occurs when the city's stormwater
system capacity is exceeded; used for by-pass pumping in the wastewater collection system
during planned or emergency processes; and at the wastewater treatment plant to by-pass
pump flow during emergencies or planned maintenance activities. The purchase of the pump
will enhance the service to the public during emergencies and provide a safer and more reliable
method of dealing with large quantities of trashy flow.
The Wastewater Division has worked with the City's Fleet and Purchasing Divisions to secure a
competitive bid through the Houston -Galveston Area Council. The pump and trailer total cost is
not to exceed $46,000.00. Funds from wastewater treatment plant, collections, and stormwater
units will be used in the purchase of the pump. Funds are available in the 2014 approved
budget for the trash pump purchase.

RESOLUTION NO. R -2014-
A RESOLUTION authorizing the City Manager to execute the purchase of an 8 -inch heavy
duty trash pump and trailer for the Wastewater Division.
WHEREAS, Article VI, Section 6 of the City of Yakima Charter and Yakima Municipal
Code Chapter 1.8 requires that purchase of equipment, materials, or services in excess of
$25,000 by done by competitive bid; and
WHEREAS, the City of Yakima Purchasing Division is a member of a National
Government Purchasing Cooperative, Houston -Galveston Area Council, that provides a
competitive bid process; and
WHEREAS, the Fleet Division had provided specifications for an 8 -inch heavy duty trash
pump and trailer to the purchasing cooperative that will meet the needs of the Wastewater
Division; and
WHEREAS, the Houston -Galveston Area Council has provided the City of Yakima with a
bid from BakerCorp for an 8 -inch heavy duty trash pump and trailer; and
WHEREAS, the Wastewater Division has demonstrated a public need for an 8 -inch
heavy duty trash pump and trailer to protect public and private real property; and,
WHEREAS, the Wastewater Division and Stormwater Utility has $46,000.00 for the
purchase of an 8 -inch heavy duty trash pump and trailer; and
WHEREAS, the City Council finds and determines that approval of the purchase of an 8 -
inch heavy duty trash pump and trailer is in the best interests of residents of the City of Yakima
and will promote the general health, safety and welfare; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to purchase the 8 -inch heavy duty trash
pump and trailer from BakerCorp that provided the lowest competitive bid through the Houston -
Galveston Area Council. The City Manager is further directed to execute all appropriate and
necessary documents to complete the purchase and transaction.
ADOPTED BY THE CITY COUNCIL this day of January, 2014.
