A RESOLUTION concerning City of Yakima Management Group pay and compensation, cancelling
the annual Management Group employee's pay and compensation adjustment
provided by YMC 2.20.116 for management employee compensation, effective for
the calendar year 2014, as provided in YMC 2.20.116 (C).
WHEREAS, the significant economic stress that has befallen the nation, the State and the City
of Yakima has caused the City Manager to consider many measures intended to respond to cumulative
declines in City revenues from which the City is just beginning to recover in order to reach a balanced
budget; and
WHEREAS, one of the measures considered to address reduced City of Yakima revenues and
to respond to the necessity for budget reductions is a Management Group wage freeze accomplished
by cancellation of the Management Group Pay and Compensation Adjustment provided by Yakima
Municipal Code Section 2.20.116, for the calendar year 2013; and
WHEREAS, in accord with Yakima Municipal Code 2 20.116(C), legislation cancelling the
Management Group Pay and Compensation Adjustment must be approved by the City Council at least
fifteen (15) days before the Pay and Compensation Adjustment implementation date of January 1,
2014; and
WHEREAS, the City Council finds that it is in the best interest of the City of Yakima to continue
to freeze City Management Group wages by cancelation of the Management Group Pay and
Compensation Adjustment for the calendar year 2014, in order to respond to the cumulative years of
reduced revenues experienced by the City from which recovery is just beginning to occur; Now,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
In order to accomplish a City of Yakima Management Group wage freeze for calendar year
2014 the City of Yakima Management Group employee's Pay and Compensation Adjustment provided
under City of Yakima Municipal Code Section 2.20 116 is hereby cancelled for the calendar year 2014,
as a necessary response to the previous cumulative annual declines in City revenue from which
recovery is just starting to be realized, together with the urgent need to maintain a balanced budget.
ADOPTED BY THE CITY COUNCIL this 10th day of December, 2013.

SUMMARY EXPLANATION:
In lieu of automatic wage increases for management, confidential, and supervisory employees
tied to collective bargaining agreements, the City Manager is requesting the City Council cancel
the application of the Pay and Compensation Adjustment for calendar 2014. Instead, the City
Manager recommends a combination of cost of living adjustments and cash rewards for 83
managers and supervisors, not covered by Collective Bargaining Agreements Group, be
extended through the 2014 calendar year. In order to accomplish this freeze the City Council
must approve legislation cancelling the application of the Pay and Compensation Adjustment for
calendar year 2014. The approximate savings to the City for fiscal year 2014 by action of the
cancellation of PACA for the Management Group is $124,000.00.
