SUBMITTED BY: Debbie Cook, PE, Director Utilities & Engineering SUMMARY EXPLANATION: Attached is the Engineering Division's 3rd Quarter Capital Improvement Projects Memorandum and Report which includes Water /Irrigation and Wastewater Capital Improvement Projects. Also attached is the current project spreadsheet developed by the Sewer, Water, Irrigation, Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. This narrative discusses Water /Irrigation Division, Wastewater /Stormwater Division and Engineering Division proj ects. CAPITAL IMPROVEMENT PROJECTS West Nob Hill Blvd, 49 Avenue to 64 Avenue This project consisted of widening the roadway to five lanes, with curb, gutter, sidewalk and street lighting. Granite Construction began work on this project in July, 2012. The project was to have been completed during the early part of November, 2012. However, due to weather delays, paving had to be postponed to the spring of 2013. All work has been completed. ♦ Project completed Railroad Grade Separations; Phase 3: Martin Luther King Jr. Blvd 1 St. toe Ave. This project consists of re- constructing MLK Jr. Blvd. so the roadway will pass beneath the existing BNSF railroad tracks in the same manner as the recently constructed Lincoln Avenue underpass. The scope of work includes a bridge for Front Street that will pass over MLK Jr. Blvd. Bids were opened in November, 2012 and Mowat Construction Company of Woodinville, WA was the low bidder at $10,634,867.95. The contract was executed on January 25, 2013, and construction began in March, 2013. KBA, Inc., from Bellevue was selected to perform the inspection and contract administration. The work is progressing well. The BNSF Bridge has been completed and rail traffic was routed onto the bridge on November 18 The secant pile retaining wall west of the BNSF Bridge is close to completion and the drilled bottom seal should be completed around Christmas. The work should be completed in the 3 quarter of 2014, with contract closeout to be completed by the end of 2014. ♦ Projected completion: 4 Quarter FY2014 1 2013 City -wide Street Resurfacing Project Also known as the Grind and Overlay project, this project resurfaced of various arterial streets throughout the city. The scope of work included pavement repair, resurfacing, replacement of limited areas of failed roadway, construction of ADA ramps and pavement markings. The contract duration was 90 days with a schedule completion in late October of 2013. Columbia Asphalt and Gravel Inc. was the low responsive bidder and was awarded the contract. The majority of the work was done at night to minimize the impact on travelling public and adjacent businesses. The following streets were included: • S. Fair Avenue, Mead to Pacific Avenue • E. Nob Hill Blvd., 1 Street to Fair Avenue • S. 1 Street, Nob Hill Blvd. to Mead Avenue • E. Washington Avenue, 1 Street to East City Limits • S. 64 Avenue, Occidental to Washington Avenue • N. 16 Avenue, Englewood to north of Madison Avenue • E. Walnut Street, 1 Street to 6 Street • Tieton Drive, 32 to 40 Avenues • Summitview, 48 to 56 Avenues • 40 Avenue, Summitview to Tieton Drive ♦ Projected completion: 4 Quarter FY2013 Yakima Valley Trolley Barn & Museum Preservation Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation Company Trolley Repair Barn and Substation on January 31, 2008. Environmental documentation approval was received to make repairs to the west and south walls and crane system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn have been completed. Some funding still remains and will be used to remove and replace approximates 120 feet of bad track starting in the south lane of Yakima Avenue and continuing to the south along 6 Avenue. ♦ Projected completion: 3 Quarter FY2014 South 64 Avenue Roadway Widening: Nob Hill Blvd to Tieton Drive This project will widen this section of 64 Avenue to a 39 -foot roadway (14'- 11' -14') with curb and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting and a storm water runoff treatment system will also be constructed. The project is funded by a $900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the Wal -Mart Development Project. Environmental documentation for this project was approved in June of 2012. Right of way acquisition is now complete. The project will be advertised for bids in December of 2013 with construction anticipated to begin in February 2014. ♦ Project completion: 3 Quarter FY2014 2 Ortman Trail, vicinity Willow Street This project constructed a paved pathway connecting the Powerhouse Canal Trail at 14 Avenue & Swan Avenue to the William O. Douglas Trail on 6 Avenue at "I" Street. Now that this project is completed, the Powerhouse Trail, Ortman Trail, William O. Douglas Trail and Yakima Greenway are connected and form a 6.5 -mile loop. The project was funded by a Transportation Enhancement Grant (Federal) of $283,278. ♦ Projected completed Cascade Mill Redevelopment Project This project includes multiple tasks to redevelop the former 225 -acre Boise Cascade Mill. Yakima was awarded $25 million in LIFT funding (Local Infrastructure Financing Tool) from the State of Washington to create a Revenue Development Area that will assist in the transition from the former mill to a mixed use economic catalyst including an estimated 4500 light manufacturing, office park, commercial, retail and entertainment jobs. The city has contracted with Lochner and Associates to provide engineering and design services for streets, infrastructure and I -82 interchange modifications. Partnerships in this project include Yakima County, WSDOT, Federal Highway, Yakima County Development Association (YCDA) and the Yakima valley Conference of Government (YVCOG). The City and County have committed an investment of over $4 million in early planning, design, and permitting efforts in order to develop the shovel ready projects. The current status of the project includes: 1. Interchange Justification Report Study, (approved by FHWA in May of 2013) underway to improve freeway access to I -82 and Cascade Mill site as well as connect to the County "East -West Corridor Road" — Yakima County project lead. NEPA review currently under preparation. 2. Design of the Cascade Mill Parkway (a North to South City Boulevard -type Street that will provide access to the mill site and include three roundabouts for intersections. City of Yakima project lead. The roundabout at Fair Avenue and Cascade Mill Parkway will be the first construction project and will improve safety as well as provide access into the redevelopment area for landfill clean -up. 3. Preliminary Design and alignment of "East -West Corridor Road" — Yakima County project lead. The existing H Street corridor will be improved from North 1 Street to 7th Street as part of this project. NEPA review currently under preparation. 4. Grant funding research, permitting and options for clean -up and remediation of former City of Yakima municipal landfill has begun with Department of Ecology. ♦ Projected completion date: LIFT supported construction bond to be issued in 2017 River Road Widening & Reconstruction: 6th Avenue to 16 Avenue In 2011, in a financial partnership with Washington Fruit Company and Yakima School Districts' Stanton Academy, the City received a grant of $639,000 from the Freight Mobility Strategic Investment Board (FMSIB) for a total project of $1.42 Million. 3 As Washington Fruit and Stanton were on the cusp of building frontage improvements for their respective roadway frontages due to their recent developments, they were highly receptive to financially partnering with the City on the grant application so the entire length of River Road from 6 Avenue to 16 Avenue could be widened and reconstructed for the community when their financial participation was incorporated. River Road was reconstructed from a two -lane, 21 -foot wide, roadway with dirt shoulders to a three -lane roadway, 40 feet wide, providing extra -wide lanes for a shared bike lane with higher truck maneuverability. Curb, gutter and sidewalk, lighting and commercial driveways were constructed. Granite Construction was the low responsive bidder and began work in June 2013. The construction work is complete, however contract closeout continues. ♦ Project completed: 3 Quarter 2013 North 1st Street Corridor Revitalization — `N' Street to SR -12 In 2010, the City received a $25,000 planning grant through Yakima County SLED funding for the first segment of this project; a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US- 12/I -82 Interchange. The North First Street Improvement Study took place last year to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades. The final study document was adopted by City Council on October 11, 2011. The City applied for, and received a $250,000 Surface Transportation Program (STP) federal grant for preliminary engineering on August 23, 2012. On January the City was awarded $2,718,000 for the construction of this project. A topographic survey has been completed. A landscape design consultant is being utilized to assist the city in preparation of the engineering plans. Preparation of engineering plans and construction specification will be completed by a private firm, to be contracted in 20144. Emphasis will be placed on under - grounding of utilities, as well as safety and improving the appearance of the corridor. Two additional construction phases have been identified for this project. • Phase 2: North 1 Street from N Street to H Street (2,500') at an estimated $3,500,000 in construction costs. Potential construction in 2017. • Phase 3: North 1 Street from H Street to Martin Luther King Jr. Boulevard (2,800') at an estimated construction cost of $4,000,000. Potential construction in 2019. ♦ Phase 1 Projected completion date: FY 2015 2012 City Safety Program Citywide Safety Improvements; & Lincoln Ave. Corridor Safety - 32" Ave. to 5 Ave. This project is funded by a 100% federal Highway Safety Improvement Program grant of $840,000 and is divided into two pieces: Citywide Safety Improvements; and, Lincoln Avenue Corridor Safety - N. 32 Avenue to N. 5 Avenue. 4 The Citywide Safety Improvements ($400,000) will upgrade signal heads throughout the city from 8 -inch diameter to 12 -inch diameter, as well as constructing ADA ramps along 16 Avenue between Nob Hill Boulevard and River Road. The Lincoln Avenue Corridor Safety project will upgrade signal heads to 12 -inch diameter at 5th Avenue, 6 Avenue and 16 Avenue, construct ADA ramps at many of the crossroads, install sidewalk and replace sidewalk, remove trees blocking the sight distance at several intersections and install two overhead school flashers at the crosswalk for Robertson Elementary School. Design for the Citywide Safety Improvement portion of the project is complete and anticipated to be advertised for bid in December 2013. The Lincoln Avenue Corridor Safety portion of the project has begun, and right of way acquisition for the sidewalk construction should begin in early 2014, with construction anticipated in 2015. ♦ Project completion date: 3 Quarter 2015 1st/Main & Nob Hill Corridor Safety This project is funded by a 100% federal Highway Safety Improvement Program grant of $400,000. It is being done in conjunction with education and enforcement programs to reduce the number of severe accidents that occur in these two corridors. The improvements that will be made to the roadway include low cost fixes, such as, upgrading signal heads, installing "prepare to stop" when flashing signal system, install median curbs, upgrade /install sidewalk sections and upgrade ADA ramps, install countdown pedestrian signal heads, install speed radar signs, upgrade illumination, improve driveway ingress and egress, and upgrade the signal heads and illumination at Main and Ahtanum in Union Gap. Design has begun on this with an anticipated advertisement date in early spring and construction to be completed in 2014. ♦ Project completion date: 4 Quarter 2014 Water /Irrigation Division Capital Improvements Projects Automated Metering Infrastructure Improvements Internal discussions began in January 2010 to determine the future direction for meter reading. Inter - agency agreement approved by Council to coordinate efforts between Yakima, Selah and Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current technologies and potential costs associated with the various options. A final summary report was also provided, outlining recommendations for Yakima, Selah and Nob Hill. Yakima worked with two vendors to install pilot systems (20 meters each near YVCC). A $5 million PWTF loan was approved. The Request for Proposal (RFP) process was completed and Badger Meter, Inc. was selected to provide the new system. Contracts were signed and approved in March, 2013, and construction is underway. Meters are continuing to be installed by both the contractor as well as City crews. Data collector installation is completed and approximately 12,000 of the nearly 19,000 meters have been installed. 5 ♦ Projected completion date: 1 Quarter 2014 Water Treatment Plant Filter Backwash Lagoon Improvements The project will replace the unlined backwash recycle lagoon with new concrete lagoons, as well as upgrades to the WTP electrical service. Huibregtse, Louman Associates developed a preliminary design recommendation and report to submit to the Department of Health for approval. The project was submitted and selected for a 2011 Drinking Water State Revolving Fund (DWSRF) loan. Project design is complete. Bid opening for the project was July 17, 2013. A total of 9 bids were received, with a low bid of $3,548,390.87 being offered by POW Contracting, Inc. of Pasco, WA. Construction began in mid - October, 2013. The new lagoons have been excavated and placement of concrete will begin in early December, 2013. ♦ Projected completion date: 2nd Quarter 2014 SCADA System Upgrade The project will replace all of the components of the Water Treatment Plant's SCADA system, as well as all SCADA components at remotes sites such as wells and pump stations. The SCADA system provides automated controls and monitoring at the WTP and all major water facilities throughout the City. An RFQ was sent to 7 consultants to prepare a SOQ for the SCADA system design and construction management. Conley Engineering was the chosen consultant. The project will be coordinated with the WTP Filter Backwash Lagoon Improvements. ♦ Projected completion date: 2nd Quarter 2014 Water Treatment Plant Intake Improvements The project will evaluate the river and WTP intake structure for potential modifications and improvements to maintain the existing river location and flows to into the intake. We are currently working with Golder & Assoc. for Hydro- technical Engineering Support Services for design, permitting, funding, and construction bid and inspection support of a new intake and flood plain stabilization structures. ♦ Projected completion date: 2nd Quarter 2014 Fruitvale Canal Improvements This project will consolidate the river diversions for Fruitvale Canal with the existing diversions at the Nelson Dam. We are working directly with HDR/Fish Pro on fish screen /intake project options. We will continue to work with the Bureau of Reclamation, Washington Depart of Fish and Wildlife, Yakima County and North Yakima Conservation District on the project design and options. ♦ Projected completion date: On -going 6 East Viola Avenue (1-82 Crossing) Waterline Replacement The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the waterline will improve flows and reliability in this part of the water system, as well as replace a sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing within the limits of the interstate highway. Huibregtse, Louman Associates has completed the design. The project will be constructed as funding becomes available. ♦ Projected completion date: On -going Wastewater Division Capital Improvements Projects Second Phase of the Speedway Race Street Interceptor The Engineering Division awarded the project to POW Construction to construct the second phase of the Speedway Interceptor Line. Work was completed in March 2013. The Beech Street Lift Station has been decommissioned. ♦ Project completed Industrial Wastewater Line Extension Wastewater division is actively pursuing the separation of high strength food process water (industrial waste) from the domestic sanitary sewer collection and treatment process. To serve existing and future food processing businesses the existing Industrial Waste line is being extended. Phase III to Noel Canning and Jewel Fruit. Huibregtse Louman Associates (HLA) will provide construction administration, design, and inspection. Construction will begin March 2014 when Noel canning is shut down for upgrades. As part of constructing the new IW pipe, four sections of domestic sewer main will be re -lined to add structural stability to the deteriorated pipe. ♦ Projected completion date: August 2014 Tieton Drive 38 Avenue to 40th Avenue The sanitary sewer line in Tieton Drive between 38 Avenue and 40 Avenue was replaced. Contract documents were created by HLA Engineering. Low responsive bidder was TTC Construction of Yakima. Since this section of roadway was included in the City's Resurfacing Project, the pipeline had to be replaced prior to the pavement work starting. The work was required to be completed prior to June 28 2013. ♦ Projecte completed: June 25, 2013 Pipe Rehabilitation — General The wastewater division will be identifying pipeline segments that may be rehabilitated through manhole to manhole cured in place pipe repair. Eight lines have been identified to date as candidates. The project timing and size will be dependent on funding available for the project. Wastewater Division has identified pipelines for cured in place point repairs and has begun project specifications and descriptions for the pipe repairs. Final scope of the project will be determined after a cost review. ♦ Projected completion date: on -going Wastewater Facility TMDL (Struvite) Project When fully constructed this project will begin reducing nutrient concentrations in the wastewater effluent discharged to the Yakima River as required by the Department of Ecology. The construction includes the fabrication and installation of a reactor to harvest phosphorous and the installation of eight (8) mixers in the aeration basins to augment nutrient removal through the reactors. We received Ecology approval on 7/11/2011. The Struvite reactors have been installed and are in operation. The mixers have been installed and tested in the Aeration Basins. The new process configuration using the mixers to remove phosphorus will be initiated November, 2013. The Struvite reactors provide the ability to produce struvite in a cost effective manner as a marketable fertilizer product which is rich in phosphorus. The mixers allow the plant to operate a Biological Phosphorus removal process which reduces the amount of phosphorus in the plant effluent discharged to the Yakima River. The project consisted of the installation of equipment in the existing biosolids building and aeration basins. ♦ Projected Completion: 4th Quarter FY2013. Wastewater Facility, Collection System Plan Update & initial Stormwater Comp Plan The last Wastewater Facility Plan was completed in February 2004. This project will update the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. With the adoption of the new Storm water Regulations a comprehensive Storm water system plan is needed and will be implemented along with the Wastewater Facility and Collection system plan update. Akel Engineering Group, Inc. has completed capacity models for both systems and preparing a prioritized listing of projects based on existing flows and future capacity needs. Tom Coleman has updated the treatment plant facility plan with input from several on -going projects and studies along with the comprehensive sewer plan from Akel Engineering. Final edits are currently in progress. ♦ Completion of final document for submission to ecology expected in 4 Quarter 2013 8 Levee set back Project, Greenway Trail Re -route and new Wastewater Outfall Staff continues to be involved in the Gap to Gap project for flood plain restoration which will include the Wastewater Treatment Plant to develop a new wastewater outfall. Yakima County selected a consulting team to conduct NEPA/SEPA review of overall Gap to Gap project. Location of new outfall strategy is being reviewed by Department of Ecology. Currently the old Wastewater spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this will be developed and submitted to Ecology for approval. A consultant, Ridolfi Inc., is working on the design of the second phase of the project, which will involve developing a specific design of the outfall and an engineering report for Ecology review /approval. ♦ Phase I Project completion date: 4 Quarter FY2013. The State Salmon Recovery Funding Board has awarded the City a $275,400 grant for completion of Phase I of the project. This was increased to $375,400 when bids came in higher than anticipated by local Fish and Wildlife Recovery Board staff. ♦ State Salmon Recovery funding board has awarded the project an additional $209,620 ♦ Pre - design engineering report for project complete and 95% design complete. Permits for Army Corps of Engineers and State Department of Fish and Wildlife have been submitted. Construction contract awarded to KRCI of Wenatchee Washington. Excavation is complete, trail is complete and re- opened and planting is 90% complete. ♦ Awarded more grants for future work. ♦ $249,990 from Ecology for more habitat improvement and tree planting. ♦ $56,000 from Washington Department of Fish and Wildlife for planting ♦ $25,000 from US Fish and Wildlife for Planting ♦ $1,300,000 from Yakima Basin Integrated Plan for moving the outfall* ♦ "Pirate Plunder Adventure Race" Course is part of design criteria for new trail area ♦ Constructing a noise barrier berm with on -site material to complement new Greenway Trail route and shelter site from freeway noise. * Phase II of project is tentatively planned for bid advertisement in early 2014 Industrial UASB Reactor and North End Power Distribution System Upgrade Project This project will allow the City to treat high BOD industrial waste streams, like the waste stream from Del Monte, directly in the new UASB (Upflow Anaerobic Sludge Blanket) reactor opening up additional capacity for other domestic waste streams. The UASB reactor will also generate additional methane gas for use in a future sludge dryer project which is in the preliminary engineering phase. The project also includes upgrading the power distribution system for the North end of the treatment plant to improve reliability and future expandability. Much of this electrical gear in this area was installed in the 1960's and has reached the end of its useful life. A similar project for the South end of the plant was completed in 2009. A new Industrial Waste Pump Station is included as part of this project to complete this part of the project to make room for the new North End Power Distribution Building. Additionally, mechanical mixers in the existing aeration basins for enhanced biological phosphorus removal were installed with this contract. 9 Project was awarded to Columbia Energy and Environmental Services. The UASB and Pump Station have been installed and commissioned. The contractor is working on punch list items. The North end electrical improvements are about 70 percent complete and currently scheduled for completion by the end of February 2014. ♦ Projected completion date: 1 Quarter FY2014 Fine Screen Project: Project will enable the plant to comply with the new biosolids regulations requiring a maximum of 3/8 aperture screens to reduce manufactured inerts in the biosolids generated at the facility. The project design was halted due to funding limitations. An alternative to meet the regulations is being pursued. This approach includes replacing the existing 1 /2" aperture bars in the screens with 3/8" and rebuilding the drive units and washer compactors. Pricing from the original manufacturer has been requested and expected to be received in early December 2013. One washer compactor has been rebuilt and parts for the second are being procured. ♦ Projected completion date: 2nd Quarter 2014. Grease Receiving Project: Project was envisioned to allow the City to accept brown grease from the community and pump it directly into a digester. The goal for this project is to enhance the methane gas production in order to reduce the natural gas requirement for the future biosolids dryer project. An additional benefit is to reduce the amount of grease being discharged into the collection system line. The reduction of grease into the collection system lines will reduce required cleaning activities for City staff and the number of sewer back -ups due to grease accumulation. Kennedy Jenks completed the study report in July 2013. The report concludes that the project is not sustainable without certainty that the grease haulers will bring the brown grease to the treatment plant. Therefore, it has been decided not to move ahead with this effort at this time. ♦ Project completion date: 2nd Quarter FY2013 Biosolids Dryer Project: Project will enable the plant to produce a marketable Class A exceptional quality biosolids for use as a fertilizer. OTAK, Inc. was selected as the lead consultant to assist the City with this project. A draft technical memorandum has been written which proposes a method to assess relative risk to groundwater from stormwater dry wells. This narrative discusses Water /Irrigation Division, Wastewater /Stormwater Division and Engineering Division proj ects. CAPITAL IMPROVEMENT PROJECTS West Nob Hill Blvd, 49 Avenue to 64 Avenue This project consisted of widening the roadway to five lanes, with curb, gutter, sidewalk and street lighting. Granite Construction began work on this project in July, 2012. The project was to have been completed during the early part of November, 2012. However, due to weather delays, paving had to be postponed to the spring of 2013. All work has been completed. ♦ Project completed Railroad Grade Separations; Phase 3: Martin Luther King Jr. Blvd 1 St. toe Ave. This project consists of re- constructing MLK Jr. Blvd. so the roadway will pass beneath the existing BNSF railroad tracks in the same manner as the recently constructed Lincoln Avenue underpass. The scope of work includes a bridge for Front Street that will pass over MLK Jr. Blvd. Bids were opened in November, 2012 and Mowat Construction Company of Woodinville, WA was the low bidder at $10,634,867.95. The contract was executed on January 25, 2013, and construction began in March, 2013. KBA, Inc., from Bellevue was selected to perform the inspection and contract administration. The work is progressing well. The BNSF Bridge has been completed and rail traffic was routed onto the bridge on November 18 The secant pile retaining wall west of the BNSF Bridge is close to completion and the drilled bottom seal should be completed around Christmas. The work should be completed in the 3 quarter of 2014, with contract closeout to be completed by the end of 2014. ♦ Projected completion: 4 Quarter FY2014 1 2013 City -wide Street Resurfacing Project Also known as the Grind and Overlay project, this project resurfaced of various arterial streets throughout the city. The scope of work included pavement repair, resurfacing, replacement of limited areas of failed roadway, construction of ADA ramps and pavement markings. The contract duration was 90 days with a schedule completion in late October of 2013. Columbia Asphalt and Gravel Inc. was the low responsive bidder and was awarded the contract. The majority of the work was done at night to minimize the impact on travelling public and adjacent businesses. The following streets were included: • S. Fair Avenue, Mead to Pacific Avenue • E. Nob Hill Blvd., 1 Street to Fair Avenue • S. 1 Street, Nob Hill Blvd. to Mead Avenue • E. Washington Avenue, 1 Street to East City Limits • S. 64 Avenue, Occidental to Washington Avenue • N. 16 Avenue, Englewood to north of Madison Avenue • E. Walnut Street, 1 Street to 6 Street • Tieton Drive, 32 to 40 Avenues • Summitview, 48 to 56 Avenues • 40 Avenue, Summitview to Tieton Drive ♦ Projected completion: 4 Quarter FY2013 Yakima Valley Trolley Barn & Museum Preservation Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation Company Trolley Repair Barn and Substation on January 31, 2008. Environmental documentation approval was received to make repairs to the west and south walls and crane system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn have been completed. Some funding still remains and will be used to remove and replace approximates 120 feet of bad track starting in the south lane of Yakima Avenue and continuing to the south along 6 Avenue. ♦ Projected completion: 3 Quarter FY2014 South 64 Avenue Roadway Widening: Nob Hill Blvd to Tieton Drive This project will widen this section of 64 Avenue to a 39 -foot roadway (14'- 11' -14') with curb and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting and a storm water runoff treatment system will also be constructed. The project is funded by a $900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the Wal -Mart Development Project. Environmental documentation for this project was approved in June of 2012. Right of way acquisition is now complete. The project will be advertised for bids in December of 2013 with construction anticipated to begin in February 2014. ♦ Project completion: 3 Quarter FY2014 2 Ortman Trail, vicinity Willow Street This project constructed a paved pathway connecting the Powerhouse Canal Trail at 14 Avenue & Swan Avenue to the William O. Douglas Trail on 6 Avenue at "I" Street. Now that this project is completed, the Powerhouse Trail, Ortman Trail, William O. Douglas Trail and Yakima Greenway are connected and form a 6.5 -mile loop. The project was funded by a Transportation Enhancement Grant (Federal) of $283,278. ♦ Projected completed Cascade Mill Redevelopment Project This project includes multiple tasks to redevelop the former 225 -acre Boise Cascade Mill. Yakima was awarded $25 million in LIFT funding (Local Infrastructure Financing Tool) from the State of Washington to create a Revenue Development Area that will assist in the transition from the former mill to a mixed use economic catalyst including an estimated 4500 light manufacturing, office park, commercial, retail and entertainment jobs. The city has contracted with Lochner and Associates to provide engineering and design services for streets, infrastructure and I -82 interchange modifications. Partnerships in this project include Yakima County, WSDOT, Federal Highway, Yakima County Development Association (YCDA) and the Yakima valley Conference of Government (YVCOG). The City and County have committed an investment of over $4 million in early planning, design, and permitting efforts in order to develop the shovel ready projects. The current status of the project includes: 1. Interchange Justification Report Study, (approved by FHWA in May of 2013) underway to improve freeway access to I -82 and Cascade Mill site as well as connect to the County "East -West Corridor Road" — Yakima County project lead. NEPA review currently under preparation. 2. Design of the Cascade Mill Parkway (a North to South City Boulevard -type Street that will provide access to the mill site and include three roundabouts for intersections. City of Yakima project lead. The roundabout at Fair Avenue and Cascade Mill Parkway will be the first construction project and will improve safety as well as provide access into the redevelopment area for landfill clean -up. 3. Preliminary Design and alignment of "East -West Corridor Road" — Yakima County project lead. The existing H Street corridor will be improved from North 1 Street to 7th Street as part of this project. NEPA review currently under preparation. 4. Grant funding research, permitting and options for clean -up and remediation of former City of Yakima municipal landfill has begun with Department of Ecology. ♦ Projected completion date: LIFT supported construction bond to be issued in 2017 River Road Widening & Reconstruction: 6th Avenue to 16 Avenue In 2011, in a financial partnership with Washington Fruit Company and Yakima School Districts' Stanton Academy, the City received a grant of $639,000 from the Freight Mobility Strategic Investment Board (FMSIB) for a total project of $1.42 Million. 3 As Washington Fruit and Stanton were on the cusp of building frontage improvements for their respective roadway frontages due to their recent developments, they were highly receptive to financially partnering with the City on the grant application so the entire length of River Road from 6 Avenue to 16 Avenue could be widened and reconstructed for the community when their financial participation was incorporated. River Road was reconstructed from a two -lane, 21 -foot wide, roadway with dirt shoulders to a three -lane roadway, 40 feet wide, providing extra -wide lanes for a shared bike lane with higher truck maneuverability. Curb, gutter and sidewalk, lighting and commercial driveways were constructed. Granite Construction was the low responsive bidder and began work in June 2013. The construction work is complete, however contract closeout continues. ♦ Project completed: 3 Quarter 2013 North 1 Street Corridor Revitalization — `N' Street to SR -12 In 2010, the City received a $25,000 planning grant through Yakima County SLED funding for the first segment of this project; a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US- 12/I -82 Interchange. The North First Street Improvement Study took place last year to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades. The final study document was adopted by City Council on October 11, 2011. The City applied for, and received a $250,000 Surface Transportation Program (STP) federal grant for preliminary engineering on August 23, 2012. On January the City was awarded $2,718,000 for the construction of this project. A topographic survey has been completed. A landscape design consultant is being utilized to assist the city in preparation of the engineering plans. Preparation of engineering plans and construction specification will be completed by a private firm, to be contracted in 20144. Emphasis will be placed on under - grounding of utilities, as well as safety and improving the appearance of the corridor. Two additional construction phases have been identified for this project. • Phase 2: North 1 Street from N Street to H Street (2,500') at an estimated $3,500,000 in construction costs. Potential construction in 2017. • Phase 3: North 1 Street from H Street to Martin Luther King Jr. Boulevard (2,800') at an estimated construction cost of $4,000,000. Potential construction in 2019. ♦ Phase 1 Projected completion date: FY 2015 2012 City Safety Program Citywide Safety Improvements; & Lincoln Ave. Corridor Safety - 32" Ave. to 5 Ave. This project is funded by a 100% federal Highway Safety Improvement Program grant of $840,000 and is divided into two pieces: Citywide Safety Improvements; and, Lincoln Avenue Corridor Safety - N. 32 Avenue to N. 5 Avenue. 4 The Citywide Safety Improvements ($400,000) will upgrade signal heads throughout the city from 8 -inch diameter to 12 -inch diameter, as well as constructing ADA ramps along 16 Avenue between Nob Hill Boulevard and River Road. The Lincoln Avenue Corridor Safety project will upgrade signal heads to 12 -inch diameter at 5th Avenue, 6 Avenue and 16 Avenue, construct ADA ramps at many of the crossroads, install sidewalk and replace sidewalk, remove trees blocking the sight distance at several intersections and install two overhead school flashers at the crosswalk for Robertson Elementary School. Design for the Citywide Safety Improvement portion of the project is complete and anticipated to be advertised for bid in December 2013. The Lincoln Avenue Corridor Safety portion of the project has begun, and right of way acquisition for the sidewalk construction should begin in early 2014, with construction anticipated in 2015. ♦ Project completion date: 3 Quarter 2015 lst/Main & Nob Hill Corridor Safety This project is funded by a 100% federal Highway Safety Improvement Program grant of $400,000. It is being done in conjunction with education and enforcement programs to reduce the number of severe accidents that occur in these two corridors. The improvements that will be made to the roadway include low cost fixes, such as, upgrading signal heads, installing "prepare to stop" when flashing signal system, install median curbs, upgrade /install sidewalk sections and upgrade ADA ramps, install countdown pedestrian signal heads, install speed radar signs, upgrade illumination, improve driveway ingress and egress, and upgrade the signal heads and illumination at Main and Ahtanum in Union Gap. Design has begun on this with an anticipated advertisement date in early spring and construction to be completed in 2014. ♦ Project completion date: 4 Quarter 2014 Water /Irrigation Division Capital Improvements Projects Automated Metering Infrastructure Improvements Internal discussions began in January 2010 to determine the future direction for meter reading. Inter - agency agreement approved by Council to coordinate efforts between Yakima, Selah and Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current technologies and potential costs associated with the various options. A final summary report was also provided, outlining recommendations for Yakima, Selah and Nob Hill. Yakima worked with two vendors to install pilot systems (20 meters each near YVCC). A $5 million PWTF loan was approved. The Request for Proposal (RFP) process was completed and Badger Meter, Inc. was selected to provide the new system. Contracts were signed and approved in March, 2013, and construction is underway. Meters are continuing to be installed by both the contractor as well as City crews. Data collector installation is completed and approximately 12,000 of the nearly 19,000 meters have been installed. 5 ♦ Projected completion date: 1 Quarter 2014 Water Treatment Plant Filter Backwash Lagoon Improvements The project will replace the unlined backwash recycle lagoon with new concrete lagoons, as well as upgrades to the WTP electrical service. Huibregtse, Louman Associates developed a preliminary design recommendation and report to submit to the Department of Health for approval. The project was submitted and selected for a 2011 Drinking Water State Revolving Fund (DWSRF) loan. Project design is complete. Bid opening for the project was July 17, 2013. A total of 9 bids were received, with a low bid of $3,548,390.87 being offered by POW Contracting, Inc. of Pasco, WA. Construction began in mid - October, 2013. The new lagoons have been excavated and placement of concrete will begin in early December, 2013. ♦ Projected completion date: 2nd Quarter 2014 SCADA System Upgrade The project will replace all of the components of the Water Treatment Plant's SCADA system, as well as all SCADA components at remotes sites such as wells and pump stations. The SCADA system provides automated controls and monitoring at the WTP and all major water facilities throughout the City. An RFQ was sent to 7 consultants to prepare a SOQ for the SCADA system design and construction management. Conley Engineering was the chosen consultant. The project will be coordinated with the WTP Filter Backwash Lagoon Improvements. ♦ Projected completion date: 2nd Quarter 2014 Water Treatment Plant Intake Improvements The project will evaluate the river and WTP intake structure for potential modifications and improvements to maintain the existing river location and flows to into the intake. We are currently working with Golder & Assoc. for Hydro- technical Engineering Support Services for design, permitting, funding, and construction bid and inspection support of a new intake and flood plain stabilization structures. ♦ Projected completion date: 2nd Quarter 2014 Fruitvale Canal Improvements This project will consolidate the river diversions for Fruitvale Canal with the existing diversions at the Nelson Dam. We are working directly with HDR/Fish Pro on fish screen /intake project options. We will continue to work with the Bureau of Reclamation, Washington Depart of Fish and Wildlife, Yakima County and North Yakima Conservation District on the project design and options. ♦ Projected completion date: On -going 6 East Viola Avenue (1-82 Crossing) Waterline Replacement The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the waterline will improve flows and reliability in this part of the water system, as well as replace a sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing within the limits of the interstate highway. Huibregtse, Louman Associates has completed the design. The project will be constructed as funding becomes available. ♦ Projected completion date: On -going Wastewater Division Capital Improvements Projects Second Phase of the Speedway Race Street Interceptor The Engineering Division awarded the project to POW Construction to construct the second phase of the Speedway Interceptor Line. Work was completed in March 2013. The Beech Street Lift Station has been decommissioned. ♦ Project completed Industrial Wastewater Line Extension Wastewater division is actively pursuing the separation of high strength food process water (industrial waste) from the domestic sanitary sewer collection and treatment process. To serve existing and future food processing businesses the existing Industrial Waste line is being extended. Phase III to Noel Canning and Jewel Fruit. Huibregtse Louman Associates (HLA) will provide construction administration, design, and inspection. Construction will begin March 2014 when Noel canning is shut down for upgrades. As part of constructing the new IW pipe, four sections of domestic sewer main will be re -lined to add structural stability to the deteriorated pipe. ♦ Projected completion date: August 2014 Tieton Drive 38 Avenue to 40 Avenue The sanitary sewer line in Tieton Drive between 38 Avenue and 40 Avenue was replaced. Contract documents were created by HLA Engineering. Low responsive bidder was TTC Construction of Yakima. Since this section of roadway was included in the City's Resurfacing Project, the pipeline had to be replaced prior to the pavement work starting. The work was required to be completed prior to June 28 2013. ♦ Projecte completed: June 25, 2013 Pipe Rehabilitation — General The wastewater division will be identifying pipeline segments that may be rehabilitated through manhole to manhole cured in place pipe repair. Eight lines have been identified to date as candidates. The project timing and size will be dependent on funding available for the project. 7 Wastewater Division has identified pipelines for cured in place point repairs and has begun project specifications and descriptions for the pipe repairs. Final scope of the project will be determined after a cost review. ♦ Projected completion date: on -going Wastewater Facility TMDL ( Struvite) Project When fully constructed this project will begin reducing nutrient concentrations in the wastewater effluent discharged to the Yakima River as required by the Department of Ecology. The construction includes the fabrication and installation of a reactor to harvest phosphorous and the installation of eight (8) mixers in the aeration basins to augment nutrient removal through the reactors. We received Ecology approval on 7/11/2011. The Struvite reactors have been installed and are in operation. The mixers have been installed and tested in the Aeration Basins. The new process configuration using the mixers to remove phosphorus will be initiated November, 2013. The Struvite reactors provide the ability to produce struvite in a cost effective manner as a marketable fertilizer product which is rich in phosphorus. The mixers allow the plant to operate a Biological Phosphorus removal process which reduces the amount of phosphorus in the plant effluent discharged to the Yakima River. The project consisted of the installation of equipment in the existing biosolids building and aeration basins. ♦ Projected Completion: 4th Quarter FY2013. Wastewater Facility, Collection System Plan Update & initial Stormwater Comp Plan The last Wastewater Facility Plan was completed in February 2004. This project will update the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. With the adoption of the new Storm water Regulations a comprehensive Storm water system plan is needed and will be implemented along with the Wastewater Facility and Collection system plan update. Akel Engineering Group, Inc. has completed capacity models for both systems and preparing a prioritized listing of projects based on existing flows and future capacity needs. Tom Coleman has updated the treatment plant facility plan with input from several on -going projects and studies along with the comprehensive sewer plan from Akel Engineering. Final edits are currently in progress. ♦ Completion of final document for submission to ecology expected in 4 Quarter 2013 8 Levee set back Project, Greenway Trail Re -route and new Wastewater Outfall Staff continues to be involved in the Gap to Gap project for flood plain restoration which will include the Wastewater Treatment Plant to develop a new wastewater outfall. Yakima County selected a consulting team to conduct NEPA/SEPA review of overall Gap to Gap project. Location of new outfall strategy is being reviewed by Department of Ecology. Currently the old Wastewater spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this will be developed and submitted to Ecology for approval. A consultant, Ridolfi Inc., is working on the design of the second phase of the project, which will involve developing a specific design of the outfall and an engineering report for Ecology review /approval. ♦ Phase I Project completion date: 4 Quarter FY2013. The State Salmon Recovery Funding Board has awarded the City a $275,400 grant for completion of Phase I of the project. This was increased to $375,400 when bids came in higher than anticipated by local Fish and Wildlife Recovery Board staff. ♦ State Salmon Recovery funding board has awarded the project an additional $209,620 ♦ Pre - design engineering report for project complete and 95% design complete. Permits for Army Corps of Engineers and State Department of Fish and Wildlife have been submitted. Construction contract awarded to KRCI of Wenatchee Washington. Excavation is complete, trail is complete and re- opened and planting is 90% complete. ♦ Awarded more grants for future work. ♦ $249,990 from Ecology for more habitat improvement and tree planting. ♦ $56,000 from Washington Department of Fish and Wildlife for planting ♦ $25,000 from US Fish and Wildlife for Planting ♦ $1,300,000 from Yakima Basin Integrated Plan for moving the outfall* ♦ "Pirate Plunder Adventure Race" Course is part of design criteria for new trail area ♦ Constructing a noise barrier berm with on -site material to complement new Greenway Trail route and shelter site from freeway noise. * Phase II of project is tentatively planned for bid advertisement in early 2014 Industrial UASB Reactor and North End Power Distribution System Upgrade Project This project will allow the City to treat high BOD industrial waste streams, like the waste stream from Del Monte, directly in the new UASB (Upflow Anaerobic Sludge Blanket) reactor opening up additional capacity for other domestic waste streams. The UASB reactor will also generate additional methane gas for use in a future sludge dryer project which is in the preliminary engineering phase. The project also includes upgrading the power distribution system for the North end of the treatment plant to improve reliability and future expandability. Much of this electrical gear in this area was installed in the 1960's and has reached the end of its useful life. A similar project for the South end of the plant was completed in 2009. A new Industrial Waste Pump Station is included as part of this project to complete this part of the project to make room for the new North End Power Distribution Building. Additionally, mechanical mixers in the existing aeration basins for enhanced biological phosphorus removal were installed with this contract. 9 Project was awarded to Columbia Energy and Environmental Services. The UASB and Pump Station have been installed and commissioned. The contractor is working on punch list items. The North end electrical improvements are about 70 percent complete and currently scheduled for completion by the end of February 2014. ♦ Projected completion date: 1 Quarter FY2014 Fine Screen Project: Project will enable the plant to comply with the new biosolids regulations requiring a maximum of 3/8 aperture screens to reduce manufactured inerts in the biosolids generated at the facility. The project design was halted due to funding limitations. An alternative to meet the regulations is being pursued. This approach includes replacing the existing 1 /2" aperture bars in the screens with 3/8" and rebuilding the drive units and washer compactors. Pricing from the original manufacturer has been requested and expected to be received in early December 2013. One washer compactor has been rebuilt and parts for the second are being procured. ♦ Projected completion date: 2nd Quarter 2014. Grease Receiving Project: Project was envisioned to allow the City to accept brown grease from the community and pump it directly into a digester. The goal for this project is to enhance the methane gas production in order to reduce the natural gas requirement for the future biosolids dryer project. An additional benefit is to reduce the amount of grease being discharged into the collection system line. The reduction of grease into the collection system lines will reduce required cleaning activities for City staff and the number of sewer back -ups due to grease accumulation. Kennedy Jenks completed the study report in July 2013. The report concludes that the project is not sustainable without certainty that the grease haulers will bring the brown grease to the treatment plant. Therefore, it has been decided not to move ahead with this effort at this time. ♦ Project completion date: 2nd Quarter FY2013 Biosolids Dryer Project: Project will enable the plant to produce a marketable Class A exceptional quality biosolids for use as a fertilizer. The Pharmer /CDM -Smith engineering team was selected for the design of this process. We have developed the specification for the dryer equipment purchase which is scheduled to bid in December 2013. After an equipment manufacturer is selected, the design of the dryer building and other utility and infrastructure support components will be completed/ ♦ Projected completion dates: Design 2nd Quarter FY2014 Construction 4 Quarter 2015 10 Stormwater Capital Improvements Projects Yakima Underground Injection Control (UIO / Water Quality Retrofits This project will design and construct prototype Underground Injection Control (UIC) retrofits to the City's' existing 814 UIC facilities. The Department of Ecology is providing a grant of $210,000 for the development of different methods to retrofit existing facilities & structures. OTAK, Inc. was selected as the lead consultant to assist the City with this project. A draft technical memorandum has been written which proposes a method to assess relative risk to groundwater from stormwater dry wells. The wells have been prioritized for retrofitting and OTAK is now reviewing retrofit designs as well as preparing cost estimates and sketches for each design method. ♦ Project completion date: 4th Quarter FY2014 PRIVATE PROJECTS (Current Listinji) Listing private developer projects shows the amount of private projects that are "on the books" and pending or under construction with some (not all shown) that go back several more years.
