A number of critical steps will be implemented in 2014 that will move the redevelopment of this site closer to reality. This is a complex project with multiple partners, both public and private. Implementation of the Local Infrastructure Financing Tool (LIFT) program provides the core of funding for essential components. This summary provides an over -view of the essential tasks and projects. 2014 Critical Tasks are flagged with a . 2014 Tasks and Status Summary 1. I-82 Interchange Modification Status — A public workshop was held on October 24, 2013 to provide information and receive comments (see attached) related to the preferred design option. Significant comments included concern about Fair Avenue access changes (near the Gateway Center and south of Yakima Avenue) and Greenway trail impacts. A Technical Stakeholders meeting will be held in December to review findings, recommendations and preferred solutions. This review is a portion of the National Environmental Policy Act (NEPA) process for the Interchange. 2014 Estimated Task Cost: Included in Lochner Contract, to be updated in 2014 Critical Task Timing: NEPA Review of Interchange should be complete in 2014 Alternative 2B 2. Funding Package from State Legislature- Jim Justin reports that the Senate Transportation Committee will hold a hearing on the Senate MCC transportation package on Thursday November 21St. They have scheduled a 4 hour hearing to review not only the transportation revenue package but the accompanying reforms. The hearing will be well attended by all interested in both the revenue package and the reforms. This revenue package includes both I-82 Yakima - Union Gap Economic Development Improvements and the East — West Corridor Overpass and Bridge project. I- 82 work begins in 2017 and totals $56 million. The East — West Corridor is pushed out until 2023 and totals $45 million. There is not an agreement with the House on the Ca .adeM i71PmjectBrbfing Page 1 reforms or the project list. They must resolve the reforms first so they know how much money is in play. They can then finalize a project list 2014 Estimated Task Cost: No 2014 funds are included in this package Critical Task Timing: Transportation Bill may not be approved until 2014 3. Local Streets in the Cascade Mill Project Area — Several local street projects are planned and in the preliminary design phase to serve the redevelopment of the mill site. a. Cascade Mill Parkway — The Cascade Mill Parkway (CMP) will be a City street connecting Fair Avenue to the East-West Corridor. The CMP is planned as a 4 - lane divided boulevard with landscaped median and limited driveways. Final design will be complete in 2014. The CMP will be constructed in two phases and is estimated to cost a total of $10 Million. 2014 Estimated Task Cost: Included in Lochner Contract, to be updated in 2014 Critical Task Timing: Design complete 2nd Q 2014 b. Roundabout at Fair Avenue and CMP — The first street improvement project will be a construction of a new roundabout at Fair Avenue and Cascade Mill Parkway. This project will improve mobility and safety at the intersection, as well as provide access into the landfill area for environmental clean-up actions. 2014 Estimated Task Cost: TIB grant application�`a`' Project cost $2.6 Million, City share is $1.6 Million '�'� °�� •. ., Critical Task Timing: Design complete 2nd Q 2014, SEPA in 2014, construct in 2015 r c. Roundabout at CMP and East-West Corridor — A roundabout is planned at the intersection of the East-West Corridor and the Cascade Mill Parkway. The Moxee spur railroad line will bisect the roundabout. Traffic control options are under review to design the most efficient and safe intersection and railroad crossing. Columbia Basin Railroad representatives will assist in design choices. This project requires NEPA review. 2014 Estimated Task Cost: Design costs included in existing Lochner contract Critical Task Timing: 70% Design will be complete in 2014, NEPA review underway. Public comment sessions will be held in 2014 d. H Street Improvement — The existing H Street alignment will be improved from North 1st Street to 7th Street, where it will transition to the East-West Corridor. At this time, a 3 -lane City street is planned with street lighting, sidewalks and bike lanes. This project will require NEPA review. 2014 Estimated Task Cost: Design costs included in existing Lochner contract Critical Task Timing: 70% Design will be complete in 2014, NEPA review underway. Environmental Remediation/Clean Up - Three major issues are present on the Cascade Mill Project site that requires a clean-up/remediation strategy: Wood debris, the former municipal landfill and remediation related to the saw mill & plywood plant operations. Permitting and environmental clean-up will be coordinated with Department of Ecology as well as funding options. a. Wood Debris - A significant amount (over 200,000cy) of wood debris is located on top of the former municipal landfill. This material must be removed prior to the handling of the municipal solid waste (MSW). 2014 Estimated Task Cost: Removal of wood debris may cost $900,000 or more, depending on strategy Critical Task Timing: Removal of wood debris could begin in 4th Q 2014 b. Municipal Landfill - There is an estimated 450,000 cy of municipal waste located over a 28 -acre site for which the City of Yakima has clean-up ,- responsibility. At this time, the current recommendation is for = _- - full removal of the landfill which will maximize future development options and minimize continued liability for possible contamination caused by the landfill. City plans to purchase area south of railroad including landfill and plywood plant sites in 2014, in order to qualify for DOE grants. Removal of landfill may exceed $16 Million or more, depending on strategy. City may consider requesting capital appropriation to cover clean-up costs. 2014 Estimated Task Cost: City plans to purchase area in 2014 for approximately $800,000 Critical Task Timing: removal of landfill could begin in 3rd Q 2015 A�. 0-16-12 "=ee51y'" AI c. Plywood Plant and Saw Mill Area Clean-up - The project area contained a working lumber mill and related operations since 1903. The City contracted Landau & Associates to investigate the nature and extent of contaminants with particular emphasis on the plywood plant site. Issues of concern included petroleum products, heavy metals, groundwater contamination and other materials. This study is considered due diligence prior to the planned purchase of the plywood plant site. 2014 Estimated Task Cost: Landau Phase 3 study in 2014, $300,000 Critical Task Timing: Phase 3 study is targeted for 2014, but could be delayed if necessary to 2015 d. Environmental Permitting with Department of Ecology - Clean-up and remediation of the landfill property will be subject to permit approval by the Department of Ecology (DOE). The City team is finalizing Feasibility Study for the landfill clean up that will include cost evaluation. Once the preferred option has been selected, the proposal will be submitted to DOE for review. A Clean -Up Action Plan (CAP) will be developed and DOE eligibility of funding under the C acleM i71PmjectBrbfing Page 3 MTCA program will be reviewed. The CAP becomes a portion of the Consent Decree from DOE. 2014 Estimated Task Cost: Permit costs and preparation of technical studies included in current contract with Cascadia Law Critical Task Timing: This task must be accomplished in 2014 in order to meet clean up objectives for street construction and development. 5. Economic Analysis for Appropriate Land Use — In 2014, an Urban Economist will be retained to assist the City of Yakima in the identification of appropriate and feasible commercial and job creation land uses for the Cascade Mill site. This study will include a Market Assessment and a focused Market Study to develop scenarios for the redevelopment of the site, including land use type, square feet of construction, job creation, and a proposed phasing plan, if appropriate. Land use scenarios will need to compliment and not compete with the Yakima Downtown effort. 2014 Estimated Task Cost: Study will be sub -contract of Lochner contract, $40,000 Critical Task Timing: This task is scheduled for 2014 Ca adeM i71PmjectBrbfing Page October 24, 2013 7:00 p.m. — 9:00 p.m. Yakima Convention Center Open House Summary E -W Corridor & 1-82 IJR The comments from the Yakima Avenue Interchange Justification Report Open House fell into four general categories, as follows: 1. Impacts to the Yakima River Greenway; 2. Access to Fair Avenue; 3. Impacts to the neighborhood south of Yakima Avenue; and 4. General comments. The following comments summarize what was said either at the Open House or in subsequent mail in notices. Impacts to the Yakima River Greenway • Adding lanes to 1-82 to make it a six lane facility may negatively impact the Greenway Path. • If an extension to the west is constructed using the current railroad corridor, how do you get to the new East/West Connector. • Please consider a connection from the west to the Greenway. • There should be a bikeway on the bridges over the Yakima River and the Interstate Overpass and the bikeway should connect to the Greenway. • There should be a vegetative buffer between the interstate ramps to the East/West Corridor and the playground next to the Greenway. • If the pathway over the bridges (Interstate and Yakima River) is included, pedestrians and cyclists will not use it because of the high traffic volumes and busy intersections at the Interstate. • The exit ramp is very close to the Greenway — the Greenway must be kept safe for children, trail continuity must be maintained and the trail should connect through the old Mill Site to the Downtown. Access to Fair Avenue • Can a direct connection be made between the CD road and the Target area? • Can you connect the south bound on-ramp from the East/West Corridor to the Target area off -ramp to avoid going through all the roundabouts? • Keep the access to the Gateway Center. • Need to maintain the on-ramp from Fair Avenue to 1-82. • If we lose the Fair Avenue on-ramp (near the "J" Ramp), it will be lost forever. • How will we get from Yakima Avenue to Fair Avenue and the Fairgrounds if you eliminate the "J" Ramp? LOCHNER Page1 • Can you keep the Yakima Avenue to Fair Avenue "J" Ramp open if it is one-way from Yakima Avenue? • Why is the "J" Ramp so wide? • Keep the "J" Ramp open and make the intersection with Fair Avenue a roundabout if you have to. Neighborhood Impacts • The free right -turn from west bound Yakima Avenue to north bound 9th is a bad idea if that is the only way into the development. • The neighborhood south of Yakima Avenue is poorly lite and dangerous to drive through during certain times of the early morning or evening. • Closing the "J" Ramp and routing cars from Yakima Avenue through the neighborhood to get to Fair Avenue south would have a negative impact on the neighborhood. General • Can you avoid bisecting the Mill Site with arterial streets? • What are the rules for signing a parkway? • How will we get from Terrace Heights to the Target store? • Why not have three -lanes on 1-82 going both north and south, from Yakima Avenue all the way to Valley Mall Boulevard? • There should be more concern for and discussion of transit as part of the solution. • We need the East/West Corridor to reduce traffic on Butterfield or it will become a noisy arterial street. • We need pedestrian enhancements. Remediation Approach • Wood debris is not considered a "hazardous material", but due to the location on top of the landfill, the remedial approach will need to consider both materials. • Alternative approaches are under review regarding benefits, costs and funding options in order to develop and select the preferred remediation approach. • Once selected, the Final Feasibility Study will be submitted to Dept. of Ecology for review. A Clean-up Action Plan will be developed in response to DOE input and comments. Environmental Investigation of Plywood Plant Site • In March 2013, the City contracted with Landau Associates to provide a Phase 1 Environmental Site Assessment (ESA) of the entire former Mill property, except the landfill parcel(170 acres), and a Phase 2 ESA for the Plywood Plant site. • The purpose of the environmental analysis is a due diligence requirement for potential purchase of the plywood plant property by the City of Yakima. Active discussions with property owners are currently underway regarding purchase issues. Un S. isarramv 3008 F Crude 10014 Yakima MITI Site Yakima, Waahinpton Phase II Soll Sample Exce•dances Nun. 3 Plywood Plant Site - Environmental Findings • Soil Analytics — 65 soil samples were collected at an average depth of 20 feet. • Screening analysis used the MTCA criteria for groundwater or drinking water protection. • Samples analyzed the presence of petroleum, dissolved metals and pH. • None of the analytes of concern were detected at concentrations greater than the respective screening levels of the criteria. Plywood Plant Groundwater Findings • Thirty-five ground water samples were collected and analyzed from the site. • Four of the 35 samples exceeded the criteria for total petroleum hydrocarbon (TPH) near the northern edge of the plywood plant. • Three new monitoring wells were installed to collect additional data. Economic Analysis of Land Use • In 2014, the City will contract with an Urban Economist to conduct a focused Preliminary Market Assessment of the Cascade Mill redevelopment site to explore and recommend appropriate land uses for the site that will complement but not compete with the Downtown effort, and the market can support. • This effort will work closely with Yakima County Development Association (YCDA), Lochner and staff, with a public involvement component. • This task will be a sub -contract from Lochner to ECONorthwest and is anticipated to cost about $40,000. 2014 Tasks to be Initiated • Purchase land south of the railroad tracks - $800,000 • Purchase land for right of way needed for Cascade Mill Parkway & Roundabout - $180,000 • Urban Economist - $40,000 • Wood Debris Handling - $900,000 • Match for TIB grant of Fair Avenue roundabout and City construction of Cascade Mill Parkway - $1,600,000 • Continue engineering and design contract with Lochner - $500,000
