Roll CaII Present: Council: Mayor Paul George, presiding, Council Members Ron Bonlender, Dave Edler, Neil McClure, Mary Place, Bernard Sims (present at 7:47 a.m.), and Susan Whitman (present after 8:00 a.m.) Staff: Dick Zais, City Manager; Chris Waarvick, Director of Public Works; Shelley Willson, Streets and Traffic Operations Manager; Joan Davenport, Supervising Traffic Engineer; and City Clerk Roberts Consultants: Matt Hughart and Julia Kuhn, Kittelson & Associates Prior to the commencement of the discussion on the Transportation Plan, Chris Waarvick commented on the recent storm that dropped over .32 inches of rain in a short period of time. He said that the problem of street flooding was not all due to clogged stormwater pipes; part of it was due to quantity. We just had too much rainfall in too short a span of time, for our older storm drain system to handle. 2. Study Session on Transportation Plan Update Julia Kuhn stated the purpose of the Study Session is to discuss the Transportation Plan Update and to get Council direction on the options to make the improvements. Ms. Kuhn followed the Powerpoint presentation provided in the Council packet that outlined the 20 -year transportation infrastructure needs and emphasized the points listed below. Ms. Kuhn also responded to Council Members questions. • Street standards — what kinds and number of street lanes, including bike and pedestrian lanes • Capacity improvements; comment - when new development comes in staff measures the level of service (LOS) for that area, and what the transportation system would look like with and without that development. • Three ways to measure capacity; comment - City measures roadway capacity and assign a grade as to how a street would function: A is best and F is below standards. • City capacity standards • Existing street capacity • Example of roadway capacity. — time of day and traffic peaks • Future capacity needs 140 MAY 10, 2005 — ADJOURNED MEETING • Map projecting future arterial street capacity • City of Yakima responsibility • Physical improvements that add capacity • Policy options to address capacity • Street standards • Issues with existing standards • Street standard options • Recommended street standards by functional classification Shelley Willson reviewed the remaining PowerPoint slides: • Street system preservation: arterial streets • Local access street preservation • Local street maintenance areas map • Signal, sidewalk & other system upgrades • Many neighborhood streets have traffic control problems. Comment - We don't clear direction from Council on whether they support our current program, or program funds • Preservation options • Financing options. • Map shows projects identified through 2025 • Estimated project costs • Status of system preservation funding • Funding options • Limited /restricted Funds Ms. Willson requested Council direction for several issues relating to capacity, street standards, preservation, and a funding program; however, she noted that a decision does not have to be made today on all these issues. • Council directions to staff: ❖ Review Seattle's policy for sidewalks and planter areas ❖ Establish a standard of five feet of unobstructed width for sidewalks ❖ Develop arterial preservation program mechanism ❖ Proceed with evaluation of impact fees ❖ Look atBEET3 ❖ Bring back information on possibility of a sales tax increase to fund street improvements ❖ Add private utility tax for street improvements to the funding option list ❖ Schedule another study session to discuss sidewalks and funding 3. Executive Session regarding Pending Litigation PLACE MOVED AND WHITMAN SECONDED TO MOVE INTO EXECUTIVE SESSION FOR APPROXIMATELY 30 MINUTES TO DISCUSS PENDING LITIGATION, WITH IMMEDIATE ADJOURNMENT THEREAFTER.
