ITEM TITLE: Public Hearing relating to the Transportation Benefit District;
modifying the Transportation Improvements to be funded by the
District

SUMMARY EXPLANATION:
The Yakima City Council set a public hearing date for September 7, 2021 to take public comment
on possible amendments to the Transportation Benefit District (TBD) project list originally
approved on March 21, 2017.
This Public Hearing is to discuss amending the current TBD project list and to allow public
comment as to what projects should be added and/or removed from the project list. Enclosed is
the current TBD project list that was approved in 2017.
If the City Council finds it to be in the best interest of the City to amend the TBD project list,
another Public Hearing will need to be set. A Resolution to set the date of the Public Hearing on
September 21, 2021 has been attached for Council consideration.

RECOMMENDATION:
Conduct the Public Hearing and if City Council approves to amend the TBD Project List, approve
Resolution to set date for another Public Hearing.

Note: Estimated costs were generated in 2017 and do not account for inflation. In addition, the annual
revenue generated from the$20 Car Tab Fee exceeds just over$1.6M. The Project List was originally
determined based on receiving an estimated annual revenue of$1.5M.

RESOLUTION NO. R-2021-
RESOLUTION setting the time and place for hearing on September 21, 2021 at 6:00 PM
in the City of Yakima Council Chambers to hear from the public on
amending transportation improvements to be exercised or funded on the
Transportation Benefit District Project List.
WHEREAS, on January 10, 2017, the City Council created the City of Yakima
Transportation Benefit District (TBD) with boundaries coterminous with the boundaries of the
City of Yakima, all in accordance with Chapter 36.73 RCW; and
WHEREAS, on January 10, 2017, the City Council assumed the rights, powers,
immunities, functions, and obligations of a transportation benefit district; and
WHEREAS, the City Council desires to modify the TBD project list; and
WHEREAS, a public hearing must be held prior to modifying a project list; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That said transportation improvements to be exercised or funded on a modified TBD
project list shall be presented for hearing and determination on Tuesday, September 21, 2021,
at the hour of 6:00 p.m. in the Council Chambers of the City of Yakima, at Yakima City Hall,
Yakima, Washington, or as soon thereafter as the same may be heard, and that notice of such
hearing be given as approved by law.
