SUMMARY EXPLANATION:
Following the three public meetings on the Yakima Downtown Master Plan reports, which
generated comments from over 200 citizens, the City Council will be presented a focused
discussion regarding the implementation of the recommendations from the plan. Presentations
will be made by Thomas Consultants related to the Retail Plan component and from Crandall
Arambula related to the main project elements of the plan. Both items will focus on
implementation and next steps. A public hearing on this item has been scheduled for City
Council on November 5, 2013.

Consider the recommendations of the Downtown Plan consultants and provide staff direction as
needed to prepare for the public hearing on November 5, 2013.

SUBJECT: Council Study Session on Downtown Master Plan
The following issues need direction from the Council at the October 21st Study Session
so that Action Steps can be developed.
1. Does Council support the Plaza project at proposed location, including adjoining street
modifications and related elements as a high priority project?
2. Replacement strategies for parking spaces that will be converted to the Plaza (short term
replacement for existing lot and long term strategy).
3. Does Council support Yakima Avenue traffic with only one lane in each direction?
4. Does Council support the trolley track in the travel lanes of Yakima Avenue or a single trolley
track in the center median. Or, should a different trolley approach be developed?
5. Should a dedicated bike lane on Yakima Avenue be planned or should alternate routes be
examined connect to bike facilities, like the Greenway or Canal Pathway?
6. Does Council support the Public Market in the vicinity of Front Street and Chestnut?
7. An Implementation Committee is recommended which may include Council members, property
owners, civic clubs, retail representatives, bankers/ realtors, other stake -holders. The committee
may include 3 Council members and 9 citizens.
8. Retail Plan recommends a Retail Task force for promotion and facilitating retail growth
downtown. Should this be a separate committee from the Implementation Committee?
