Sgt. Jones will be promoted to Lieutenant and Officer Chance Belton will be promoted to Sergeant. • POLICE RETIREMENT: On Monday, September 30 at 2:00 p.m., the Yakima Police Department is having a retirement ceremony for Lt. Steve Finch. The ceremony will be at the Yakima Police Department in the special operations training room. To: Yakima City Council Members From: Communications & Public Affairs Director Randy Beehler Subject: Anti - Panhandling Marketing Campaign Date: Wednesday, September 25 , 2013 Council Members, At the Council's September 3 2013 business meeting, the concept of a marketing campaign aimed at reducing panhandling in Yakima was outlined and discussed. Since that meeting, the campaign's strategy and budget have been more fully developed. Set to launch in mid to late October, the anti - panhandling marketing campaign, will initially focus on three key messages: 1) Why community members should not give money directly to panhandlers; 2) What community members can do if confronted by an aggressive panhandler; and, 3) The ordinance recently adopted by the City Council that makes it illegal to hand someone any item from a vehicle at certain intersections. The anti - panhandling messages, which will be distributed across multiple media platforms, will serve as the next phase of the City's ongoing "Be Part of the Solution" marketing campaign aimed at increasing community involvement in addressing some of Yakima's most challenging issues. The anti - panhandling messages will be distributed over six months using the City's own extensive variety of media platforms including YCTV and Y -PAC cable TV channels, the City's website, the City's social media outlets (Facebook and Twitter), the City's on -hold phone messaging system, "The Agenda" interview program on Y -PAC, the "Yakima Now" video magazine, and the City Hall lobby electronic bulletin board. Printed anti - panhandling marketing materials, including news releases, articles in the City's Issues Brief e- Newsletter, etc., will also be developed and distributed to local and regional news media, Yakima -area community organizations, and various local businesses. The only cost associated with distributing the messages on the City's media platforms will be staff time. In addition to utilizing the City's own media platforms to distribute the anti - panhandling messages, they will also be run as public service announcements on traditional media (radio and TV). The messages will air on traditional media outlets as three separate, rotating 15- second "spots ". The spots will run for 6 weeks beginning in mid October and for another 6 weeks beginning in late March 2014. The budget for two six -week runs of the messages on traditional media outlets will be $3,700 and will be allocated as follows: - Radio Yakima - $1,500 Approximately 200 spots (half paid /half camped) will air during the two six -week runs on KXDD (104.1 FM), Cherry FM (100.9 FM), and K -USA (980 AM) - Townsquare Media - $1,200 Approximately 160 spots (half paid /half comped) will air during the two six -week runs on KIT (1280 AM & 99.3 FM), KATS (94.5 FM), and ESPN Radio Yakima (1460 AM) - Charter Cable - $1,000 Approximately 370 (half paid, half comped) spots will air during the two six -week runs on multiple networks carried by Charter including AMC, Spike, Root Sports, FX, ESPN, History Channel, Comedy Central, and TNT. Following the initial two six -week runs, the anti - panhandling element of the "Be Part of the Solution" marketing campaign will be reevaluated and determinations will be made regarding it continuation. The City of Yakima's Senior/Disabled Emergency Home Repair Program is without a doubt the best program for people like us who gave up hope of ever being able to afford to get our leaky roof and ugly house fixed. Thank you so very much. Sam and his crew from S & R construction were professional, courteous and worked long hours to make our house beautiful. We now have the most colorful house on the block. When cars are stopped at the light in front of our house, we get people pointing and giving us the thumbs up, we are the envy of the neighborhood. Wow! Thank you for making our dreams come true. This never would of happened for us without your program that helps low income disabled seniors like ourselves.
