SUBMITTED BY: Scott Schafer, Acting Public Works Director Ken Mehin, Transit Manager, 576 -6415 SUMMARY EXPLANATION: Yakima Transit currently provides transportation to the community by operating ten (10) fixed service routes throughout the City of Yakima and to the City of Selah. Traveling through lower population density areas of the City along parts of Lincoln /Summitview Avenues out to 96th Avenue, Yakima Transit Service Routes 1 and 8 have an average hourly ridership rating identified as being the lowest within the Yakima Transit system; residing below the standard 15- passenger per hour threshold while serving much of the same service area. (See attached maps Exhibit "A" and "B ") After conducting an extensive analysis of various alternatives, Yakima Transit recommends that the revision of Yakima Transit Service Route 1 and the elimination of Yakima Transit Service Route 8 are in the best interest of the City for increasing ridership and cost containment; saving the City approximately $300,820 per year. (See Transit Recommendation Memo and attached map Exhibit "C ") It is the responsibility of Yakima Transit to ensure the public that all Yakima Transit Service Routes are as efficient and cost effective as possible. By revising Transit Service Route 1, much of the current service area is preserved, while providing opportunities for increasing ridership. Yakima Transit held a Public Hearing on September 10, 2013, at 5:00 pm at Public Works 2301 Fruitvale Blvd., Yakima, WA. 98902. Public comments received by the City have been enclosed with the opposing comments equating to less than 0.002% of the total users of Yakima Transit's system. Micah Cawley, Mayor ATTEST: Sonya Claar Tee, City Clerk DATE: September 25, 2013 TO: Tony O'Rourke, City Manager FROM: Scott Schafer, Acting Public Works Director Ken Mehin, Transit Manager Kevin Futrell, Transit Project Planner RE: Yakima Transit Service Modification Recommendation Proposed Changes: Due to low ridership (13 riders per hour), high passenger cost (approximately $9 per passenger), and duplicate routes serving the same service area, Yakima Transit is proposing to eliminate Route 8 and modify Route 1. The proposed changes are as follows: 1) modification of Route 1 (rerouting service from 72nd Avenue and Summitview to 96th Avenue, to Tieton Drive, and back to 72nd Avenue, while adding service from 72nd Avenue and Tieton Drive to Nob Hill Blvd then to 64th Avenue and back; rerouting service from Lincoln and Englewood west of 40th Avenue to travel along Summitview; and, rerouting service from 65th Avenue at Summitview south to Tieton Drive then west to 72nd Avenue to travel along 72nd Avenue and Summitview) and 2) elimination of Route 8. The elimination of Route 8 will save the City approximately $300,820 per year. Current maps and time schedules for Routes 1 and 8 have been enclosed. From the review of information on record, comments from the public, and relevant agencies, staff makes the following: FINDINGS Summary of Decision & Recommendation: On September 10, 2013, Yakima Transit held a public hearing. Ten individuals attended the hearing, all of whom gave some form of testimony related to the proposed changes. Considering public comments received and testimony provided at the public hearing, the Transit Manager is recommending that the proposed changes be considered for implementation based on information contained within this recommendation. Notification to the public has been enclosed. Affected Routes: The proposed changes will directly affect Routes 1 & 8 and will have a minor indirect effect on other connecting routes. Some routes will lose ridership, because of the more convenient, Proposed Route 1. Some current users may be eligible for the City's Dial -A -Ride Program. PROPOSED SERVICE MODIFICATIONS PROPOSED ELIMINATION Route 8 is a long established route that operates mostly in an alternating direction of Route 1 along Lincoln Avenue /Tieton Drive and Yakima Avenue /Summitview Avenue between 6th Street and 96th Avenue. Minor changes have been made to the service since its initial inception. Route 8 does not operate on Saturdays or Sundays. The proposed service cut will eliminate service Monday - Friday from 6:15am - 6:45pm. PROPOSED MODIFICATION TO T 1 Route 1 is a long established route that operates mostly in an alternating direction of Route 8 along Englewood Avenue /Lincoln Avenue /Tieton Drive and Yakima Avenue /Summitview Avenue between 6th Street and 96th Avenue. Route 1 operates on Saturdays & Sundays. The proposed modification will reroute service from: • 72nd Avenue and Summitview to 96th Avenue, to Tieton Drive, and back to 72nd Avenue, while adding service 4 to travel along 72nd Avenue from Tieton Drive to Nob Hill Blvd then to 64th Avenue and back; • Lincoln Avenue and Englewood Avenue west of 40th Avenue and north of Summitview, while adding service 4 to travel along Summitview Avenue from 40th Avenue and Lincoln; and, • 65th Avenue at Summitview south to Tieton Drive then west to 72nd Avenue, while adding service 4 to travel along 72nd Avenue and Summitview RIDERSHIP The services are being considered for elimination or modification due to low ridership. Yakima Transit's systemwide ridership was 27.6 passengers per hour (pph) in 2012 and 23.5 pph for the first half of 2013, which also includes ridership for Routes 1 & 8. During that same time period, ridership for Route 1 was 18.3pph and 15.6pph respectively; ridership for Route 8 was 18.0pph and 13.1 pph respectively. Ridership for these routes is approximately half of what the total system's ridership is. For starting service, Yakima Transit has a set threshold of 12 -15 passengers per hour with the assumption that the service will substantially increase over the following years. Routes 1 & 8 are not meeting the standard for ongoing service and have been in operation for the past three decades. Changes need to be considered for these two routes. For the elimination of service along Englewood and Lincoln, ridership data was collected for from September 4 — 10, 2013. Ridership during the weekday included on average 9.2 passengers boarding per day and 18 passengers deboarding during the whole 12 -hour period. On Saturday, 1 passenger boarded while 3 passengers deboarded during the 10 -hour window. On Sunday, 1 passenger boarded, while 5 passengers deboarded during the 7 -hour window. The inconsistencies of boarding and deboarding may be the result of Route 8 operating on Lincoln a couple of blocks to the south operating in the opposite direction. In addition, a survey was conducted earlier from June 25 — July 7, 2013 to track "the average per day" users of both Routes 1 and 8 in the area between 73r and 96 Ave. The survey indicated that ridership was extremely low for both routes. Previous data collected shows that there is not much of an increase in ridership when school is in session. The following table illustrates that ridership remains low for this service area: Survey period 6/25/13 - 7/7/13 Average per day Between 73rd and 96th Avenues Schools in Summer session session Route Pick Drop Pick Drop up off up off 1 10 10 14 15 8 4 5 6 7 POPULATION DENSITY & AREAS SERVED When looking at eliminating Route 8 and revising Route 1, Yakima Transit looked at several options including revising Route 8 to operate in a different way. Although comments have come in from individuals living past 72nd Avenue, ridership in this area is substantially lower than with any other portion of the route. The loop to 96th Avenue travels around low density residential subdivisions and undeveloped land. The area outside of the loop is relatively rural with the exception of Cottonwood Grove and some other subdivisions. Population density based on the 2010 Census indicates that within this loop area, the population is at or below 5 people per acre. Population densities between 5th Avenue and 40th Avenue range between 8 -13 individuals per acre. This section of the Route contains the highest densities in the City of Yakima; however, other routes also serve these areas (Routes 3 & 4 operating along 16th Avenue and 5th Avenue and Routes 7 & 9 operating along 40th Avenue). The proposed Route 1 will continue to operate in this area along with the other existing routes that serve this area. The proposed revisions to Route 1 are intended to make reasonable connections to commercial areas along our primary arterial streets creating a shorter trip for those who use the service. As Routes 1 & 8 currently operate, many passengers make the full loop out to 96th Avenue, because the bus travels that way. Changes to Route 1 will reduce travel time through neighborhoods that the passengers would not normally choose to travel through and provide a more direct route to most commercial, social service, medical service, and education locations that the passengers would likely use. The distance between 96th Avenue and 72nd Avenue is 1.5 miles. The FTA service area is defined as 0.75 of a mile from the route, meaning that the revised Route 1 still serves passengers out to 84th Avenue, but under the FTA's service area definition does not technically serve the area past that point. RECOM MENDATION It is the responsibility of Yakima Transit to ensure all transit routes are efficient and cost - effective. Because both Routes 1 and 8 cover much of the same service area with extremely low ridership, it is the recommendation of Yakima Transit to eliminate Route 8 and revise Route 1. Route 1 should end transit service to 96 Ave by stopping at 72n Ave, re- direct from Englewood Ave. down to more densely populated Lincoln Ave., and to add a stop at the West Valley Wal -Mart in order to increase ridership and for operating cost containment. Route 1 will continue to serve the public as an hour - service, with scheduled times very similar to the current Route 8 schedule. I have always pronioted/recommended people I meet to try using the city bus service, as I share how much it has blessed, is blessing, and will bless me. I have telt shocked and disappointed with some changes recently made to the service, I am grateful to discover that I met the qualifications for the 'reduced tare' price, due to my disabilities, I love buying my monthly passes at either Barton's pharmacy, or the Transit Center booth. The recent increase in fare prices has disappointed me, along with the more recent decrease in service; no longer operating on any holidays. A specific idea of a way for the Yakima Transit to save money, that I shared with some of the drivers, is recycling, I've felt hyper-conscious of litter, specifically plastic bottles and bags, ever since I learned . that plastic items are the most hazardous, and longest lasting items in garbage dumps, taking over 500 years to deteriorate in landfills,. yet they are all perfectly recyclable! I think, it Yakima Transit opened a Secure Recycling bin, and or center, the budget costs could be dramatically reduced, and increase the attraction for individuals to use, /try /rely on the transit service more. Route 8 get him there about 15 minutes earlier than Route 1. Route 3 & 4 trave either to the north or south before heading back the facility, which makes it a longer trip. Gerald Eggebben - 312 N. 4th Street Rides bus to/from Chase Bank at 211 E. Yakima Avenue Passenger rides Route 1 frequently to Orchards Shopping Center (Rosauers) and rides either Route 1 or 2 back. He made the statement that "buses should serve the general public." Barbara Tate - 38th Avenue and Summitview Route 8 takes her to the Downtown area near 6th Street and Yakima Avenue. She rides Route 8 everywhere including past 72nd Avenue. She uses the bus for various different appointments throughout the City and cutting the frequency of the service will be a hardship on her. Gary McLaren 408 N. 57th Avenue Visually impaired can use Dial A Ride, but prefers to use the bus. He has asthma issues. Changes to Route 1 &D would require him to walk from his home near Lincoln to the Chalet Shopping Center 0.33 miles. Rides to the courthouse for business purposes. He uses bus for social services & general shopping. William Flaherty 'l2lUS.72nd Ave. Apt. G-63 Passenger rides Routes 1 & 8. He typically travels to the Center for Functional Fitness. The new location for Route 1 would help him. Uses Dial A Ride too, but prefers to use the bus. He travels to 21st Avenue & Lincoln quite often. Needs curbcuts on most streets so he can maneuver his wheelchair. Has to use driveways most of the time because the City doesn't meet his needs. Patrick Rivers - 603 N. 20th Avenue Works for County Veterans Program. Does not want Route 8 cut unless the times for Route 1 can be modified so that he can get to the County Courthouse 5 or 10 minutes before he starts work in the morning, basically operating on Route 8's schedule instead of Route 1 schedule. He said that in the winter time he takes Route 8 all the way out to 96th Avenue and back down town from his home in order to make it to work when he starts. By eliminating Route 8, it will make it harder for many of his veteran clients to make it to the veteran's facility at 20th Avenue and Lincoln to be on time for their appointments. Many of them come from the downtown area and it is faster to use the #8 bus from downtown than the #1 from West Valley. It works better for him if Route 8's path were used over Route l's path, because of the side of the street that it would drop his client's off on. Many of these people could use Routes 3 or 4; however, because it isn't a straight shot for them, it takes them longer to get there and on those routes would have to deboard the bus at 16th and Lincoln and travel on foot or by wheelchair along Lincoln to 20th Avenue. Renee Gamino - Lincoln and 16th. Frequency is a concern. She has to walk to Summitview and Lincoln instead of being able to catch the bus at Lincoln and 16th to go west. Safety concerns in the winter when it gets darker and if there is snow on the ground. City street lights aren't too bright at night. Overall she is for the change, because Route 1 still goes to Rosauers and she would only have to take one bus to Walmart rather than transfer at the transit center downtown. Nicolas Lang - 7610 W. Nob Hill Blvd. Passenger uses the service for various different purposes including shopping, work, and other services, because he can no longer drive. Passenger has visual & physical disability. The proposed changes to Route 1 work for this passenger because 80th Avenue does not have sidewalks. He can now access the bus along 72nd Avenue at Nob Hill. He typically takes Routes 2 & 5 to the transit center and transfers to either Route 1 or 8 depending on his destination. By eliminating Route 8 it limits his ability to travel to Park Avenue and Summitview. There are also no sidewalks on the north side of Summitview at this location where his destination is. There are limited crosswalks at this location that do not allow him to use sidewalks. This also reduces the frequency that the service is provided for him. He currently has an issue with the buses not leaving the transit center at the same time. Routes 1 & 8 are two routes that operate off that hour schedule. Cutting out service during the midday would not be an issue, because he uses the service either in the morning or evening. On Nob Hill Blvd. from 10th Avenue to 15th Avenue, there is no sidewalk on the south side of Nob Hill, which is another one of his destinations (unrelated to the proposed changes). Carol Dickerson Cascade Apartments 20 E. A St. She uses Route 8 east of 16th Avenue. If service was cut of the middle of the day, she would work with the schedule. She prefers the #8 to the #1 because of the direction it goes. She rides the #1 on Sundays, because #8 does not operate on Sundays. Would prefer some sort of downtown service (between 16th Avenue and the Transit Center along Lincoln) instead, if Route 8 is no longer available. Fe Jedeliz - 115 N. Naches Avenue Apt 203 Works near the YMCA. She uses Route 1 or 8 at 6:15am and has for the past 15 years. She uses Route 1 to return home at the end of her workday at 2:15pm. Switching the time & route for Route 1 to operate on the time that Route 8 operated on would work for her. She rarely uses the bus past 16th Avenue. Needs frequency to give her better options. She said if Route 8 were eliminated she would consider moving closer to her work at 16th Avenue and Lincoln. My 19 year old daughter, who has Cerebral Palsy and other birth injuries rides the bus with me and will be riding more as she transitions from a DVR training program into the part or full time world of work as she can not drive nor is Dial a Ride affordable or convenient for either of us. Route 1 and 8 are our only options as we live on 89th and Barge street, just west of Apple VaIley Elementary. These two routes are the only service beyond 72nd Avenue and service the population of homes/businesses along Surnrnitvievv and Tieton between 72nd and 96th and the immediate vicinity north and south of those Iocations. 1 see many other elderly, disab|ed-physica||y-b|ind,canes,sommters,vvhee|ohairs/nnental|v/ernotiona||yayvvel|as single mother's and those who are saving a few bucks on gas and helping the environment. The route planner at the public hearing said two things that were highly disturbing. One is that virtually no one lives out there between 72nd and 96th (he actually included the farm acreage areas to determine population density), which is the opposite of truth as many folks are moving into our neighborhoods and new developments are continuing to be built both below Tieton and above Tieton between 80th and 96th. Certainly some building above Summitview as well, though not as much yet. Two is that the proposal is for route 1 to continue once per hour and run to Wal-Mart and return. Routes 2 and 5 go by Wal-Mart already 4 times per hour. Why do we need a 5th bus to service Wal- Mart. Many folks out our way prefer a smaller business service model and aren't particularly thrilled with the tax incentives Wal-Mart already enjoys in many communities. This proposal for route 1 and 8 is terribly shortsighted and saves what?? Much mfthe transit money is federal and state dollars that need routes like ours to remain in the grant system. We do have about 66% of the ridership of some of the other routes, according to the planners numbers. I have been using Route #1 and #8 for over five years from the Tieton Drive and 83rd Avenue Bus Stop. This stop is a quarter mile from my home and has been serving my needs to go to the Doctor, Library, Harmon Center, shopping, downtown and other trips. With the elimination of Bus Service (Route #1 and #8) from my area will be a real disservice and hardship for our people. The Yakima Transit System is a public service for the Yakima Taxpayers as is the Fire and Police Departments. The. Yakima Transit System is subsidized by the Taxpayers for the needs of the 9/20113 Print citizens of Yakima. If it were not subsidized, the cost to ride the bus would probably be over $10 a person. Most people on the West Side of Yakima use private cars to get around. But all are paying taxes to have Yakima City Busses running in our area. Please keep our Route #1 and #8 Busses running for the people that have a need to get around Yakima with out a car... I will be recovering from surgery on September 10th.
