ITEM TITLE: Consideration of proposed 2014 state legislative and
administrative priorities and proposed 2014 federal legislative
and administrative priorities

SUMMARY EXPLANATION:
The City of Yakima is finalizing its 2014 strategy regarding state legislative and administrative
priorities and federal legislative and administrative priorities. The City Council plays a key role
in establishing the priorities that the City will focus on in order to be as efficient and effective as
possible in both Olympia and Washington, D.C.
Attached are proposed 2014 state legislative and administrative priorities and proposed 2014
federal legislative and administrative priorities, which have been reviewed several times by the
Council Partnerships Committee (Coffey, Cawley, Adkison) and were reviewed by the full
Council at its September 9th study session. Based on feedback received during the Council's
September 9th study session, the state priorities were revised to incorporate "transportation
revenue reforms" within a priority that also includes active pursuit of a transportation revenue
package.
The Council Partnerships Committee is unanimously recommending adoption of both sets of
priorities by the full City Council so that efforts can be initiated to actively advance the priorities.

RECOMMENDATION:
The Council Partnerships Committee unanimously recommends adoption of both the proposed
2014 State Legislative and Administrative Priorities and the 2014 Federal Legislative and
Administrative Priorities.

Actively Pursue
- Work toward passage of a transportation revenue package and accompanying
transportation revenue reforms to ensure funding for state and local projects
Proactively support a transportation revenue package (potentially funded by a 9 -cents
to 12 -cents per gallon gas tax increase) i f i t i a ccompanied by the passage of reforms
to the existing methodology applied to genera and allocating state transportation
revenues, and if the revenue package includes funding for the 1-82 expansion project
