Consideration of proposed 2014 state legislative and administrative priorities and proposed 2014 federal legislative and administrative priorities 5. Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Set date for open record public hearing on October 15, 2013, for adoption of the Ahtanum -Wide Hollow Comprehensive Flood Hazard Management Plan. B. Set date for closed record public hearing on November 5, 2013 regarding consideration of the City of Yakima's Shoreline Master Program Update. C. Final Contract Payment for TTC Construction, LLC - WW2358 Tieton Drive Sanitary Sewer Replacement (Standard Motion V -B- Accept the project and approve the final payment) D. Final Contract Payment for Picattti Brothers, Inc. - WA2350 Kissel Well Repair (Standard Motion V -B- Accept the project and approve the final payment) E. Resolution authorizing Information Technology Services Agreement with the City of Selah. 6. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and /or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 7. Public Hearing to consider ordinance extending moratorium pertaining to billboards and adopting findings of fact in support thereof. CITY MANAGER REPORTS 8. Resolution authorizing a ten year agreement with the Yakima Valley Visitors & Convention Bureau to use the City's Wastewater Facility for the Pirate Plunder Adventure Race 9. Resolution ratifying the declaration of an emergency and authorizing the City Manager to execute all applicable contracts for the replacement of the chlorine generation cell in the Chlorine Generator at the Water Treatment Plant 10. Resolution concerning Transit Services; submitting the City of Yakima Transit Development Plan for 2013 -2018 and the Yakima Transit 2012 Annual Report for the City Council's consideration and adoption. 11. Resolution authorizing the City Manager to revise Yakima Transit Service Route 1 and to eliminate Yakima Transit Service Route 8. 12. Ordinance Adopting a new Section 15.09.210 - Special Requirements for Retaining Walls. 13. Adjournment The next meeting will be a Council Business Meeting on October 15, 2013 at 6 p.m. in the Council Chambers. 14. Council General Information A. Council General Information Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. A Council packet is available for review at the City Clerk's Office and the Library. A packet is also available on -line at www.yakimawa.gov. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
