SUBMITTED BY: Steve Osguthorpe, AICP Community Development Director (509) 575 -3533 SUMMARY EXPLANATION: On April 2, 2013, the City Council enacted a moratorium on the installation of billboards and any digital signs 72 square feet or larger. This was follow -up to a PowerPoint presentation on the built environment staff shared with the Council last March. Since the moratorium was adopted, staff has been busy conducting an inventory of existing billboards within the City of Yakima and has more fully researched how billboards may affect the City's development efforts. However, due to other pressing projects such as the cell tower moratorium, and other code amendments, we have not had opportunity to discuss our findings with the City Council. I have nonetheless prepared a detailed report of staffs research and findings, which will be provided for the Council's consideration. The report will provide needed background information and analysis to support what ever action the Council may wish to take on this matter. The findings of the report will be discussed at the October 1, 2013 City Council meeting. The moratorium expires on October 1, 2013. However, additional time will be needed if the Council wishes to pursue code changes to address the findings of the report. The Council is therefore being asked on September 17, 2013 to set October 1, 2013 as the date for public hearing to extend the moratorium.
