Ordinance: Contract Term: End Date: Amount: Improve the Built Environment i City Manager ATTACHMENTS: Description Upload Date Type O 06 -18 -2013 Minutes 9/5/2013 Backup Material Built Environment Committee 2"d Floor Conference Room, City Hall June 18, 2013 Council Members Present: Kathy Coffey and Rick Ensey Council Members Absent: Bill Lover Staff Present: Tony O'Rourke, Steve Osguthorpe, Joan Davenport Community Members: Lynne Kittleson In the absence of Chair Lover, Kathy Coffey called the meeting to order at 2:00 p.m. North 1st Street — Cross Section Design Strategy Joan Davenport gave a brief update. She informed the Committee that as directed by this Committee, a landscape architect will provide the City with two more options for cross section designs in addition to the one considered in 2011 for North 1st Street. Due to this and other factors, the project will not be ready to start in early 2014 as anticipated. Staff will check to make sure construction funds (2.7 million) can be reprogrammed to a later year. Staff will follow -up with Jim Justin and Senator King to reiterate the importance of this project and need to reprogram these funds. Update on Cell Tower Moratoria Steve Osguthorpe provided a draft ordinance of proposed development standards for communication tower facilities. He described how the proposed standards would address issues raised by residents of the Barge- Chestnut neighborhood such as buffers from residential zoning districts and camouflaging the structures. He further explained what the Conditional Use Permit is and how it is implemented. The public notice process for SEPA review is expected to begin at the end of June. The process and target dates for public hearings before the Yakima Planning Commission and City Council were noted to take place in August. Tony requested graphics depicting examples of stealth or camouflaged cell towers for the public hearings. Kathy inquired about having study sessions for both the cell tower and billboard moratoriums prior to the public hearings. Update on Billboard Moratoria Steve also shared with the Committee the process timeline for billboard regulation modification. He plans to submit a report to Tony by mid -July and draft alternative code amendments in early August for City Council's review in a work session. Update on Retaining Wall Development Standards A background synopsis was presented by Steve regarding developing standards for retaining walls. At issue is the aesthetics and structural design of a retaining wall on Skyline Way that is failing. The Planning Commission addressed the issue and asked staff to look at the code pertaining to engineering review concurrent with the code pertaining to the design. Three options were drafted a) define a term for retaining walls and list materials that are permitted to be used and include an "other" category for alternative materials b) define what is not permitted and include a list of prohibited items c) do nothing and maintain status quo. These options will be presented back to the Planning Commission at its June 26th meeting. Their recommendation will be forwarded to the City Council at a later date through a public hearing. Update on McDonald's Restaurant Steve indicated that Clint Cameron, representative for McDonald's, has submitted revisions for their site layout based on staff's comments. If City Council supports the modification to the easement, they are anticipating getting their building permits by July 5, 2013 to begin demolition and construction and be in operation by October 2013.
