Mayor Adkison City of Yakima staff in attendance: - City Manager Tony O'Rourke - Comm. & Public Affairs Dir. Randy Beehler Chair Coffey called the meeting to order at 10:35 am. Discussion of preliminary 2014 state legislative & administrative priorities O'Rourke briefed the committee on a recent discussion he had with 14th District State Senator Curtis King, co -chair of the Senate Transportation Committee, about the potential for including funding for the East -West Corridor Project bridge (estimated cost of $46 million) in a statewide transportation revenue package that is being developed. O'Rourke indicated Sen. King is not anticipating the inclusion of specific earmarks for projects such as the East -West Corridor Project bridge in the still - developing transportation revenue package. However, Sen. King is in support of including in such a package ongoing funding for local transportation projects. Transportation revenue packages that were introduced but not ultimately adopted during the 2013 state legislative session did include funding for the expansion of Interstate 82 (1-82 ") between Selah and Union Gap and established ongoing funding for local transportation projects. Coffey suggested the preliminary Yakima City Council 2014 State Legislative and Administrative Priorities include proactive support by the City of Yakima for a transportation revenue package that includes funding for the expansion of 1 -82 between Selah and Union Gap and ongoing funding for local transportation projects. The committee agreed and proposed draft language for the Council's 2014 State Legislative and Administrative Priorities, which will be discussed during the Council's September 9th study session. Discussion re: Initiative 502 Implementation Coffey, chair of the Association of Washington Cities ( "AWC ") Healthy & Safe Communities Legislative Subcommittee, encouraged diligence on the part of the City regarding the pending implementation of Initiative 502 (1- 502 "), which was passed by voters in November 2012 and legalized the production, sale, and recreational use of marijuana. Coffey said the AWC Healthy & Safe Communities Legislative Subcommittee is closely monitoring the implementation of 1 -502 to ensure that local zoning authority is maintained and protected during implementation and that cities share in tax revenue generated from the production, sale, and recreational use of marijuana. Coffey suggested the full Council be regularly updated on the progress of the implementation of 1 -502 and that when appropriate, a Council study session be scheduled on the subject. The committee agreed and directed staff to provide the full Council with regular updates on the implementation of 1 -502 and to schedule a Council study session on the subject when appropriate. The meeting was adjourned at 11:12 am.
