The motion carried by unanimous voice vote. FINANCE INFORMATION SYSTEMS Add one technical staff position to support public safety departments — General Fund — budgeted net increase $7,000. There was discussion on the impact on the alarm companies, and the need for draft legislation and a public hearing. PUCCINELLI MOVED AND SIMS SECONDED TO BRING BACK THE LEGISLATION AND HOLD THE APPROPRIATE HEARINGS. The motion carried by unanimous voice vote. Partnership with Yakima School District for additional Resource Officer — $72,000 but a net cost $36,000 to the City — General Fund Reserves — Unbudgeted. It was clarified that the City of Yakima would front the money and then be reimbursed $36,000 by the school levy leaving a net cost of $36,000. OUTSIDE AGENCY AND INTERGOVERNMENTAL REQUESTS INTERGOVERNMENTAUOTHER New Request — Support the continued study of the proposal to construct a reservoir in the Black Rock Region — Water Operating Fund (would rquire future water rate adjustment of slightly over 1%) — Unbudgeted $60,000 annually. There was discussion on the project's status, the County's contribution, and the need for a geotechnical analysis to determine suitability. Dueane Calvin, consultant, said it was his recommendation that the City approve the request with the caveat that it be contingent upon approval of the water shed plan by the three counties. SIMS MOVED AND PUCCINELLI SECONDED THAT WE APPROVE THE REQUEST CONTINGENT ON THE THREE COUNTIES ADOPTING THE RIVER PLAN. (It was noted that that information will not be known until March 2004). IT WAS MOVED BY SIMS AND SECONDED BY PUCCINELLI TO APPROVE THE STAFF PROPOSED AMOUNT ($200,000). It was stated that if the money is not spent, it could be redirected for use on other infrastructure such as the Hathaway & North 30 Avenue area. The motion carried by unanimous roll call vote.
