Increase Public Defender Budget (3 year request) — General Fund - Budgeted
2004 - $14,000. SIMS MOVED AND PUCCINELLI SECONDED TO APPROVE
THE REQUEST. The motion carried by unanimous voice vote.
FINANCE
INFORMATION SYSTEMS
Add one technical staff position to support public safety departments — General
Fund — budgeted net increase $7,000. PUCCINELLI MOVED AND GEORGE
SECONDED TO APPROVE THE REQUEST. The motion carried by unanimous
voice vote.
COMMUNITY AND ECONOMIC DEVELOPMENT
CODE ADMINISTRATION
Add third Code Compliance Officer position — (ONDS CBDG funds) Budgeted -

motion carried by a 6 -1 roll call vote; Puccinelli voting nay. Council Member
Puccinelli said he thinks it is a conflict to have a City public relations person
reporting the news.
CAPITOL THEATRE
Capitol Theatre Project, 1 phase — State grant — Budgeted $500,000. SIMS
MOVED AND PUCCINELLI SECONDED TO APPROVE THE REQUEST. The
motion carried by unanimous voice vote.
YAKIMA CENTER
a) Increase of annual management fee and b) Operation and maintenance of
expanded facility — Tourist & Promotion via PFD — Budgeted $115,000.
PUCCINELLI MOVED AND SIMS SECONDED TO APPROVE THE REQUEST.

Increase of .30 FTE Senior Center Assistant position to full time — Parks and

TRANSIT
Yakima Transit's 2004 Bus Replacement Plan (3 buses) — Transit Capital Reserve
— Budgeted $960,000. GEORGE MOVED AND SIMS SECONDED TO
APPROVE THE REQUEST. The motion carried by unanimous voice vote.
STREET AND TRAFFIC OPERATIONS
Revision to 2003 50/50 Sidewalk Program — remain at current level for 2004, and
increase by $20,000 in 2005 — Budgeted $30,000. SIMS MOVED AND GEORGE
SECONDED TO APPROVE THE PROGRAM AT $30,000 AND AFTER JULY 1
REEVALUATE WHETHER WE CAN INCREASE IT BY $20,000. After
discussion, the motion carried by unanimous voice vote.
OUTSIDE AGENCY AND INTERGOVERNMENTAL REQUESTS
OUTSIDE AGENCIES
Yakima County Development Association — General Fund — budgeted $19,913.

Revised' Substance Abuse Coalition — shift of equal amount of Property Tax to
Parks to help support O &M for SE Center — Budgeted $9,659. GEORGE MOVED

Yakima Chamber of Commerce — General Fund — budgeted $5,900. SIMS
MOVED AND BONLENDER SECONDED TO APPROVE THE REQUEST. The

although he thinks this is a good cause, we're in an austere budget time and,
therefore, shouldn't approve an increase. PUCCINELLI MOVED AND GEORGE
SECONDED TO APPROVE THE REQUEST. The motion carried by a 6 -1 roll call
vote; Barnett voting nay.
INTERGOVERNMENTAL
Clean Air Authority — General Fund — Budgeted $11,409. SIMS MOVED AND
GEORGE SECONDED TO APPROVE THE REQUEST. The motion carried by a
6 -1 roll call vote; Puccinelli voting nay. Unbudgetedy$1,155. PUCCINELLI
MOVED AND BARNETT SECONDED TO DENY THE REQUEST. The motion
carried by unanimous voice vote.
Yakima County Emergency Management — General Fund — Budgeted $39,729.
SIMS MOVED AND PUCCINELLI SECONDED TO APPROVE THE REQUEST.
The motion carried by unanimous voice vote.
Yakima Valley Conference of Governments (COG) Membership Assessment —
General Fund — Budgeted $38,436. GEORGE MOVED AND SIMS SECONDED
TO APPROVE THE REQUEST. The motion carried by unanimous voice vote.
POLICY ISSUES - UNBUDGETED
CITY MANAGEMENT
LEGAL
Legal Staff — A) add land use attorney (Sr. Atty 1) - Risk Mgmt Fund — Unbudgeted
$80, 000, and B) add legal assistant 11— 50% Risk Mgmt Fund, 50% General Fund
— Unbudgeted $22,000. The Legal Department deferred this request at this time.
FINANCIAL SERVICES
Public Facilities District (PFD) — Increase the Management Fee — PFD Fund,
Current budget $6,000, additional proposal $14,000 Unbudgeted. SIMS MOVED
AND PUCCINELLI SECONDED TO APPROVE THE $20,000 REQUEST FOR
ONE YEAR. The motion carried by unanimous voice vote.

POLICE
Limit response on intruder alarms until verified — Police Operation — Unbudgeted,
no direct cost. There was discussion on the impact on the alarm companies, and
the need for draft legislation and a public hearing. PUCCINELLI MOVED AND
SIMS SECONDED TO BRING BACK THE LEGISLATION AND HOLD THE
APPROPRIATE HEARINGS. The motion carried by unanimous voice vote.
Partnership with Yakima School District for additional Resource Officer — $72,000
but a net cost $36,000 to the City — General Fund Reserves — Unbudgeted. It
was clarified that the City of Yakima would front the money and then be
reimbursed $36,000 by the school levy leaving a net cost of $36,000. SIMS
MOVED AND BONLENDER SECONDED TO APPROVE THE REQUEST. The
motion carried by unanimous voice vote.
PUBLIC WORKS
PARKS AND RECREATION
Increase General User Fees and Charges — Fee adjustment, Parks & Rec
Operating Fund — Unbudgeted $10,000. SIMS MOVED AND GEORGE
SECONDED TO APPROVE THE REQUEST. The motion carried by unanimous
roll call vote.
Continue transitional operation of Southeast Center an additional six months —
Parks Cash Reserve $20,382, Rental Revenue $9,300, Property Tax $19,318 —
Unbudgeted total $49,000. SIMS MOVED AND BONLENDER SECONDED TO
APPROVE THE REQUEST. The motion carried by unanimous voice vote.
Increase Cemetery fees and charges — Rate adjustment — Cemetery Operating
Fund — Unbudgeted Revenue of $6,000. SIMS MOVED AND GEORGE
SECONDED TO APPROVE THE REQUEST. The motion carried by unanimous
voice vote.
STREETS AND TRAFFIC OPERATIONS
Neighborhood Traffic Control Program — Streets contingency budget Tier 1 —
Unbudgeted $20,000. BARNETT MOVED AND PLACE SECONDED TO DENY
THE REQUEST. The motion carried by 6 - roll call vote; Sims voting nay.
OUTSIDE AGENCY AND INTERGOVERNMENTAL REQUESTS
INTERGOVERNMENTAUOTHER
New Request — Support the continued study of the proposal to construct a
reservoir in the Black Rock Region — Water Operating Fund (would rquire future
water rate adjustment of slightly over 1%) — Unbudgeted $60,000 annually. There
was discussion on the project's status, the County's contribution, and the need for
a geotechnical analysis to determine suitability. Dueane Calvin, consultant, said it
was his recommendation that the City approve the request with the caveat that it
be contingent upon approval of the water shed plan by the three counties. SIMS
MOVED AND PUCCINELLI SECONDED THAT WE APPROVE THE REQUEST
CONTINGENT ON THE THREE COUNTIES ADOPTING THE RIVER PLAN. (It
was noted that that information will not be known until March 2004). The
motion carried by a 5 -2 roll call vote; Place and Whitman voting nay.

SECONDED TO REDUCE THE STAFF PROPOSED PORTION TO $14,500
AND TO INCLUDE $12,000 IN PROGRAM DELIVERY. The motion carried by

THE DRAFT ACTION PLAN TOTAL ($248,545). PUCCINELLI MOVED AND
SIMS SECONDED TO INCREASE THE SENIOR & DISABLED BY $2,000,
REVISING THE DRAFT ACTION PLAN TOTAL TO $250,545. The motion
carried by unanimous voice vote. The amended motion carried by unanimous

AMOUNT ($20,000 + $1,500). The motion carried by a 6 -1 voice vote; Sims
voting nay.
B) Street & Alley Cleanup — SIMS MOVED AND BARNETT SECONDED TO
APPROVE THE DRAFT ACTION PLAN AMOUNT ($4,800 + $500). The motion
carried by a unanimous voice vote.
C) Graffiti Abatement— SIMS MOVED AND BARNETT SECONDED TO
APPROVE THE DRAFT ACTION PLAN AMOUNT ($13,000 + $15,579). The
motion carried by 6 -1 voice vote; Bonlender voting nay.
VI. INFRASTRUCTURE
A) Irrigation — 308. Discussed that the intent of the City Council's original motion
on the CDBG funds for irrigation was to assist eligible property owners with on-
property costs related to hooking up to the rebuilt irrigation system. Also
discussed the potential of not being able to spend the CDBG funds this year due
to project timing. IT WAS MOVED BY SIMS AND SECONDED BY PUCCINELLI
TO APPROVE THE STAFF PROPOSED AMOUNT ($200,000). It was stated
that if the money is not spent, it could be redirected for use on other infrastructure
such as the Hathaway & North 30 Avenue area. The motion carried by
unanimous roll call vote.
B) Other:
1. Fruitvale Water & Wastewater Connection - SIMS MOVED AND PUCCINELLI
SECONDED TO APPROVE THE DRAFT ACTION PLAN REQUEST ($20,000 +
$4,000). The motion carried by unanimous voice vote.
2. Hathaway & N 30t`' Avenue Area Water & Wastewater - Information only at this
time.
3. Sidewalks — SIMS MOVED AND GEORGE SECONDED TO APPROVE THE
DRAFT ACTION PLAN REQUEST ($20,000 + $4,000). BONLENDER MOVED
AND SIMS SECONDED TO AMEND THE MOTION TO INCLUDE $50,000 FOR
STAFF AND PROGRAM. The motion carried by unanimous voice vote. The

$135,902. The motion carried by unanimous voice vote. SIMS MOVED AND
BONLENDER SECONDED TO APPROVE THE DELIVERY COSTS OF $50,000.
