I hereby report that I have tabulated and checked the proposals received on April
11, 1932, for furnishing water pipe to be used in the improvement of the municipal waiter
system of the City of Yakima, Washington, as provided in Ordinance No. B -29.

Our specifications for these materials admit proposals upon several kinds of pipe,
and the City reserves the right at the time of awarding contract to reject any and all
bids, to reduce or increase the amount or quantity of all items listed in the proposal,
and to award separate contracts to several bidders for the different items.

The following is a summary of the bids received together with my recommendation as
to the awards of contract. In making these recommendations I have kept in mind the fact
that the lowest price does not always represent the best proposition. Other things be-
ing equal, the lowest price should prevail, but all elements entering into intended u'se
of pipe, and into the maintenance of the water system must be considered. After a care-
ful recheck of the materials required, and after considering the dates of delivery, and
the type of pipe required, I have arrived at any recommendations as indicated herein:

Quantity of 16 inch pipe has been increased over quantity used in proposals from
3814 lineal, .feet to 3534 lineal feet.
Quantity of 20 inch pipelhas been reduced from quantity used in proposals from 9552
lineal feet to 9464 lineal feet.
Quantity of 24 inch pipe has been increased over quantity used in proposals from
4770 lineal feet to 4521 lineal feet.
Item #2 for 3 lineal feet of 15 inch pipe has been eliminated.
Award of contract should be made with the condition that pipe furnished will have
spigot ends with beads one quarter inch high cast on, the contour of which will be
similar to beads specified for Class "B" Pipe A. W. W. A. Specifications, 16" and 20"
pipe to be in 20 feet, 12 inch lengths, and 24 pipe to be in 16 feet, 72 inch lengths.
In regards to the bond issue, inasmuch as the 5% bonds to sell at 95 is a cheaper
proposition, and having only 5%% water revenue bonds on the market would be advantageous
to the City, I recommend accepting their alternative bid of 5f% bonds, at 95, and further
recommend the issuance of only $50,000.00 of such 5% Water Revenue Bonds and that pay-
ment of any amount above $50,000.00 due on this contract be made in cash.
All said pipe to be furnished and delivered F.' 0. B. cars as specified by the
Inland Pipe and Supply Company in-,,accordance with their proposal and in full accordance
with the requirements of the Instructions to Bidders and Specifications therefor pre-
pared by the Water Superintendent and filed with the City Clerk, a copy of the said
Specifications being attached to and made a part of each_of said several Proposals.
