Moved by Stratton, seconded by Clark that the minutes of the regular meeting of Monday, March 7, 1932 be approved as read: carried, Stratton, Washburn and Clark voting aye on roll call. T.Ioved by Clark, seconded by Stratton that this being the time for the hearing on Resolu- tion No. C -37 for widening the pavement on `Nest Walnut Street and there being over a fifty per cent protest by the property owners abutting.upon said property; it is ordered that said improvement be abandoned: carried, Stratton, Washburn and Clark voting aye on roll .call. Moved by Clark, seconded by 'Mashburn that the payroll for constructing the Race Street Drain, in the sum of $304.88 be approved and the City Clerk authorized to issue warrants therefor: carried, Stratton, Washburn and Clark voting aye on roll call. Moved, by Washburn, seconded by Stratton that this being the time for receiving bids for supplies for the improvement of the water system; it is ordered that the. following re- port of the Water Superintendent tabulated from the bids received, together with his recommendations for awarding contracts be approved, and the Mayor and City Clerk are hereby authorized to enter into contracts with said.firms upon the filing of the proper bonds as required by law: carried, Stratton, Washburn and Clark voting aye on roll call. To the City Commission of the City of Yakima, Washington Gentlemen: I hereby report that I have tabulated and checked the proposals received on March 14, 1932, for furnishing water pipe, fittings, valves, and. other appurtenances to be used .in the improvement of the municipal water system of the City of. Yakima, Washington. Due to the question of legality of bonds by means of which pipe was to be paid for, bids on pipe were not op'ened.. Our specifications for these materials admit alternate proposals upon several kinds of pipe and other various appurtenances and the City reserves the right at the time of awarding contracts to reject any and all bids, to reduce or increase the amount or quantity of all items listed in the proposal, and to award separate contracts to several bidders for the different items. The following is a summary of the bids received together with my recommendation as to th.e awards of contract. In making these recommendations I have kept in mind the fact that the lowest price does not always represent the best proposition.. Other things be- ing enual, the lowest price should prevail, but when the lowest price. of bids varies as much as they do in this bidding, all elements entering into their use and into the main- tenance of the water system must be considered.
